Pinellas County (the 'County') invites qualified consulting firms to submit proposals to develop a comprehensive, enterprise-wide Artificial Intelligence (AI) Strategic Roadmap. The selected consultant will provide strategic advisory services to establish governance structures, draft policy frameworks, assess organizational readiness, identify high-value use cases, and create a phased implementation strategy for AI adoption across County government. The scope of the engagement will include multiple constitutional functions including the Board of County Commissioners, Clerk of the Circuit Court, Tax Collector, Supervisor of Elections, Property Appraiser, Human Resources, Human Rights and Business Technology Services (IT).
The County seeks to ensure that AI technologies are deployed responsibly, securely, and transparently, while improving service delivery, operational efficiency, and data-driven decision-making. The resulting roadmap shall serve as a guiding document for a three (3) to five (5) year planning horizon.
Artificial Intelligence technologies are advancing rapidly and are increasingly influencing public sector operations. Pinellas County recognizes the importance of proactively establishing a structured AI governance and strategic framework prior to widespread deployment. This RFP is intended to position the County as a responsible adopter of AI, ensuring that legal, ethical, cybersecurity, workforce, and fiscal considerations are addressed in advance.
The County’s objective is to align AI initiatives with strategic priorities, maintain compliance with Florida public records laws and other applicable regulations, protect confidential and sensitive data, and deliver measurable return on investment. The roadmap shall integrate governance, workforce readiness, procurement safeguards, and performance measurement standards.
