PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.
The Department of Veterans Affairs Veterans Health Administration Network Contracting Office (NCO) 16 intends to negotiate a sole source single award firm-fixed price type contract to Arthrex Inc., located at 1370 Creekside Blvd., Naples, FL 34108-1945, for 1 (one) each Angel PRP System Centrifuge and Cart, ACP at the Central Arkansas Veterans Health Care System, 4300 West 7th Street, Building JLM, Little Rock, AR 72205 and 2200 Fort Roots Drive, Building 170, North Little Rock, AR 72114.
Based on market research, and previous acquisition history, it has been determined that through initial Market Research, only 1 (one) responsible source can provide the required Brand Name equipment as identified below, in accordance with Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements .

This notice is being distributed solely through the General Services Administration's website at https://sam.gov. Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 339113, Surgical Appliance and Supplies Manufacturing.
The Government intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Surella Tracy, email address: surella.tracy@va.gov, no later than Monday, August 4, 2025, at 11:00 am (Central Time). Only emailed responses will be considered. Information received will be utilized solely for the purpose of determining whether or not to conduct a competitive procurement. A determination not to compete this proposed acquisition based upon responses to this notice is at the sole discretion of the Government.
Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government by providing the following:
1.Business Size and Socio-Economic Status: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified HUBZone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a VIP verified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the UEI number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at www.sam.gov and/or the VetCert Registry at Veteran Small Business Certification (VetCert). If not, please NOTE: any future solicitation could only be awarded to a contractor who is registered in SAM. 2. Authorization to Perform: Prospective non-OEM contractors MUST provide an authorization letter from Arthrex Inc., identifying they are authorized to provide the required Original Equipment Manufacturer (OEM) parts/equipment.
