1. Introduction
General Services Administration (GSA) Assisted Acquisition Services (AAS) is releasing this Request for Information (RFI) on behalf of Army National Guard (ARNG). The purpose of this RFI is to assist the Government in conducting market research focused on identifying interested parties. This information will be used for market research only. The Government is not obligated to release a future solicitation.
This RFI does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this RFI or information provided as a result of this request. Any information submitted by respondents as a result of this notice is strictly voluntary.
2. Background
The Department of the Army, National Guard Bureau is requesting services for Training and Range Support. These non-personal services will provide support to the Army National Guard’s Training Aids, Devices, Simulators and Simulations (TADSS), Regional Virtual Training Program (RVTP), and Sustainable Range Program (SRP) by conducting integrated logistical support located throughout the United States and its Territories to Active United States Army, Army Reserve, National Guard, Army, ROTC, other Department of Defense (DoD) and Federal Agencies.
3. Functional Areas
This effort provides support to the Army National Guard’s Training Aids, Devices, Simulators and Simulations (TADSS), Regional Virtual Training Program (RVTP), and Sustainable Range Program (SRP) by conducting integrated logistical support located throughout the United States and its Territories to Active United States Army, Army Reserve, National Guard, Army, ROTC, other Department of Defense (DoD) and Federal Agencies.
4. Questionnaires
Complete the questionnaire as outlined below:
- Responses shall be submitted electronically by email only to Pamela Weichel, Contracting Officer, pamela.weichel@gsa.gov , April Gonzales, Contract Specialist, april.gonzales@gsa.gov and Randy Moy, Project Manager, randy.moy@gsa.gov. Use the attached questionnaire to provide the requested information (i.e., no substitutions, additions, or deletions).
- All responses shall maintain one-inch margins, 12-point Times New Roman font, and are single spaced.
- Part 1: Corporate Overview shall be no longer than 7 pages in length.
- Part 2: Prior and Current Corporate Experience shall be no longer than 4 pages in length (1 pages for each example of Corporate Experience). All Corporate Experience must be performed by the respondent as a Prime contractor.
- Part 3: Review of attached draft Statement of Work (SOW). The draft SOW is only for information purposes to describe the requirements. The Government is seeking feedback and suggestions for the best format to allow industry to bid cost effectively on the requirement. The Government anticipates issuing a Performance Work Statement (PWS) or Statement of Objectives (SOO) leading to a PWS. As an example, reference the attached draft SOO.
- All information submitted shall be UNCLASSIFIED.
