General Notice
City of Panama City (Owner) is requesting Bids for the construction of the following Project:
Area O-2 Improvements
McNeil Carroll Engineering Project No. 135.38
Bids for the construction of the Project will be received electronically by the City of Panama City
Purchasing Division, until Tuesday, January 13, 2026 at 2:00 p.m. CT. At that time, all Bids received will
be publicly opened and read at City Hall Lower Level Room 010 located at 501 Harrison Avenue,
Panama City, FL 32401.
The Project includes the following Work:
The project involves the replacement of approximately 2,845 linear feet of water line, 2,041 linear
feet of sewer line, 641 linear feet of sewer lining, and 475 linear feet of stormwater lines. This
project is located in Downtown Panama City and involves work along, Harmon Ave., McKenzie
Ave., E 3rd Ct., E 4th St., E 5th St., McKenzie Alley, McQuagge Ct., and Justice Way.
The Project has an expected duration of 300 days.
Non-Mandatory Pre-bid Conference
A non-mandatory pre-bid conference for the Project will be held on Wednesday, December 17, 2025, at
2:00 p.m. CT in the Lower Level Room 010 of City Hall located at 501 Harrison Avenue, Panama City, FL
32401. Attendance at the pre-bid conference is encouraged but not required.
Obtaining the Bidding Documents
The Issuing Office for the Bidding Documents is the City of Panama City. Prospective Bidders may obtain
copies of the Bidding Documents from the Issuing Office by emailing purchasing@panamacity.gov or in
person at City of Panama City Purchasing Division, Room 238, 501 Harrison Avenue, Panama City, FL
32401, Phone number 850-872-3070.
Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including
Addenda if any, obtained from sources other than the Issuing office. Addenda, if any will be emailed to
plan holders and will be available in a pdf format on the Bonfire Portal:

website: https://www.panamacity.gov/bids.aspx.
The City shall not be liable for any costs incurred by any bidder in connection with its response to this
Invitation to Bid.
The City is not responsible for any delayed, late, lost, misdelivered, or non-delivered Bids, no matter the
cause.
The City of Panama City reserves the right to waive any minor informalities in the solicitation
documents, to postpone the bid opening, to accept or reject any and all Bids, competitive or otherwise,
in whole or in part, and to waive any minor irregularities, scrivener's errors, minor omissions, minor
deviations, and/or technicalities in any Bid, to obtain new Bids, to readvertise for new Bids, or to

abandon the project in its entirety pursuant to the applicable section of the Florida Statues, the City
Charter, the City codes, this 1TB, and/or the City's purchasing policies as they may deem to be in the best
interest of the City.
Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.
To ensure compliance with federal regulations governing the use of Community Development Block
Grant-Disaster Recovery (CDBG-DR) funds, any entity (including individuals, firms, and other
organizations) submitting a bid under this solicitation must be registered in the U.S. Government's
System for Award Management (SAM).
Federal regulations prohibit CDBG-DR funds from being provided to entities or individuals that are
suspended, debarred, or otherwise excluded or ineligible for participation in federal assistance
programs. For information on the SAM registration process, visit the SAM.gov website.
Contractor and Subcontractors shall be registered with and use the E-Verify system to verify work
authorization status of all newly hired employees. A contractor or subcontractor shall provide
documentation that they are registered on the Department of Homeland Security's E-Verify System that
can be found at https://www.e-verify.gov/
