Architecture and Engineering (A&E)
The Embassy of the United States of America in New Delhi seeks to hire the services of an Architecture and Engineering (A&E) firm with expertise in HVAC Engineering, and Electrical Engineering. This procurement will be conducted in accordance with the Brooks Act, as implemented in FAR Subpart 36.6.
The top-rated firm will be selected for negotiation based on demonstrated competence and qualifications for the required design services.
Scope of Work:
The selected A&E firm will provide services in HVAC Engineering, and Electrical Engineering for a project at the U.S. Embassy, New Delhi.
Contract Award Procedure:
To be eligible for contract award, firms must be registered in the System for Award Management (SAM) database. Registration can be completed at http://www.sam.gov
Submission Instructions:
Interested firms must complete and submit the attached Standard Form 330 (SF-330) electronically to Newdelhibids@state.gov Please ensure the following:
- Do not copy any other Embassy employee when submitting the SF-330.
- You may append supporting documents as evidence to the data provided in the SF-330.
- The deadline for submission is 1200 Hours (IST, New Delhi Time) on or before June 18, 2026.
- The offer should be submitted electronically only at – Newdelhibids@state.gov with subject line “RFQ Number 191N6526Q0064, Architecture and Engineering (A&E)”.
Evaluation Criteria:
Firms will be evaluated based on the following:
- Relevant, professional qualifications for the type of work required.
- Specialized experience and technical competence in the required disciplines.
- Demonstrated success on similar projects, including quality of work and adherence to schedules.
- Capacity to accomplish the work within the required timeframe.
- Knowledge of the locality of the project.
- Licenses as applicable.
