PURSUANT to Section 143-64.31 of the General Statutes of North Carolina sealed qualifications titled "RFQ 2026-05 ARCHITECTURAL SERVICES – HISTORIC COURTHOUSE RENOVATIONS” may be furnished to the Terra Vuncannon, County of Moore, 103 W. Saunders Street, Carthage, NC 28327, until 4:00 pm Wednesday, April 22, 2026.  For your convenience, a Bid Drop-Off box is located in lobby at 103 W. Saunders Street, Carthage, NC 28327.

PROJECT DESCRIPTION
Project Overview
The County of Moore is soliciting Statements of Qualifications from qualified architectural firms
to provide design and related professional services for restoration/replacement projects for the
Historic Courthouse.
Background
The County of Moore Historic Courthouse is located at 1 Courthouse Square, Carthage, NC
28327. The present courthouse was dedicated in September 1923. In 1979 the courthouse was
placed on the National Registry of Historic Places. Currently the facility houses County
Administration, County Attorney Offices, and the Tax Department. The County wishes to
maintain the historical appearance and ambience this facility offers to its employees and citizens.
The areas to be restored/updated for this project include exterior limestone restoration, HVAC
replacement, roof replacement, window replacement, minor interior cosmetics, and
plumbing/electrical as necessary for these updates.
Services Requested
The scope of services shall include, but not be limited to, the following tasks and deliverables
associated with any design and construction of the County of Moore Historic Courthouse. The
selected firm shall work closely with County representatives and any subject-matter experts for
each area of restoration to ensure the exterior historical appearance is honored and the interior
updates are appropriate.
1. Building Assessment: Conduct building assessment and develop base drawings suitable for
design and permitting.
2. Architectural and Engineering Design: Prepare complete design documents, including
architectural, mechanical, electrical, and plumbing components necessary for the desired
updates.
3. Permitting and Regulatory Coordination: Prepare and submit required applications,
drawings, and supporting materials to obtain all local and state permits and approvals.
4. Cost Estimation and Bid Documentation: Provide detailed cost estimates at each design
phase and prepare bid documents and specifications for competitive construction
procurement.
5. Construction Administration: Oversee construction activities, including review of
submittals, response to bids, progress meetings, and coordination with County staff to ensure
compliance with design intent and applicable standards.

6. Inspections and Project Closeout: Conduct periodic site inspections during construction
and participate in final inspections and punch-list completion to verify compliance with plans
and specifications.
7. Record Drawings and Turnover Documentation: Prepare and deliver accurate record
drawings and project documentation upon completion, including all modifications made
during construction.
Procedural Requirements/Evaluation Criteria
All proposals must provide the following information for review:
Please label each section and place in your bound response in the order below.
1. Firm Location: Also provide firm name, address, telephone numbers and year
established.
2. Firm Services: Types of services customarily provided by the firm. Firm will be
required to be registered with the NC Secretary of State.
3. Firm Consultants: Provide names of all outside consultants who would be retained to
provide services required for this project.
4. Firm and Project Team Experience: Brief description of the firm's experience with
similar projects over the past five years.
5. Project Approach: Provide a description of the approach your firm would take to the
project, including all critical aspects and tasks needed to be undertaken by Moore County
6. Firm Workload: List of current projects with expected completion date and man-hour
commitments relative to the capacity of the firm.
7. Firm Fee Schedule: List of current fees to include published hourly rates for the firm
and methodology of setting fees.
8. Firm References: A list of at least three (3) references with contact names and phone
numbers. References should be from entities with projects of similar design.

Selection Process:
The proposals received by the submittal deadline will be evaluated by a selection committee
comprised of representatives of Moore County.

The committee will review and identify the firm or firms that are most qualified and responsive to
the services requested. Interviews may be conducted should the committee require further
assessment. The successful firm will be notified once an award/contract has been approved by the
County Manager or Board of Commissioners.
The County reserves the right to reject any and/or all responses.
Additional Instructions:
After the Request for Qualifications issue date, all communications between the Issuing
Department and prospective Firms shall be in writing. No oral questions shall be accepted. Any
inquiries, requests for interpretation, technical questions, clarifications, or additional information
shall be in writing to Terra Vuncannon at tvuncannon@moorecountync.gov , no later than 10:00
am Thursday, April 9, 2026. NO EXCEPTIONS. Please put "RFQ 2026-05" in subject
header of e-mail.

Firms should submit one (1) original and five (5) copies of their response, no
later than 4:00 pm Wednesday, April 22, 2026. The Firm's Statement of
Qualifications shall be limited to no more than 15 pages, including Cover Page.
The original should also include the following documents: Non-Collusion
Affidavit, E-Verify Affidavit, and W-9 Form.
