Request for Quote (RFQ) # 1838982-25

Pre-qualified Architects (“Consultant” or “Bidders) are invited to submit their bid to provide architectural services for both the design and construction phases of the Toronto Police Service (TPS) temporary and new 54 Division (54D). The Consultant(s) team will collaborate closely with the TPS internal teams, including the Information and Technology Services (ITS), The City of Toronto (The City), and their Contractor(s). The Consultant’s role will focus on offering expertise and support during the design development and assisting the TPS throughout the procurement process for construction services, ensuring to implement industry best practices. The Consultant(s) will not have construction oversight responsibilities, however, will serve as a key advisor to help guide the internal teams and ensure conformance from design through contractor selection for the temporary and new location of 54D.

BID SUBMISSION

Bids Must be submitted through the MERX Electronic Bid Submission System (“EBS”), before 1:00:00 P.M. on Monday October 27, 2025 as per electronic clock identified on MERX. Submissions submitted in any other manner shall be found non-compliant and disqualified.

Uploading large documents may take significant time, depending on file size and internet connection speed. It is strongly recommended that bidders review the MERX EBS instructions well in advance of the submission deadline and allow sufficient time before the submission deadline to upload documents and finalize their submissions. Bidders making submissions near the deadline do so at their own risk.

Bidders may amend their bids prior to the submission deadline by modifying or deleting and re-submitting their bid through the MERX EBS System in accordance with the instructions on the MERX website.

At any time throughout the RFQ process until the execution of a written agreement for provision of the deliverables, a bidder may withdraw a submitted bid. To withdraw a bid prior to the submission deadline, the bidder should delete their submission through the MERX EBS system. To withdraw a bid after the submission deadline, a notice of withdrawal Must be sent to the Designated Official and Must be signed by an authorized representative of the bidder.

REQUIRED FORMS FOR SUBMISSION

The following completed forms Must be submitted with your submission:
  • Appendix A - Pricing Submission Form; and
  • Appendix B - Provisional Items and Quantities Form.

In addition, the following completed forms are also to be submitted with your proposal:

  • Appendix C - TPS Policies Form;
  • Appendix D - Environmentally Responsible Procurement Form;
  • Appendix E - Declaration Form;
  • Appendix F - Key Personnel form; and
  • Appendix G - Bidder’s Experience in Similar Work Form.
CONTRACT TERM

The initial Contract term shall be three (3) years, commencing after the successful completing of security background checks of assigned Vendor personnel and TPS approvals.

TPS reserves the right to renew the Contract for two (2) additional one (1) year period. The renewal is contingent upon continued need, budget approval, acceptable performance and TPS approval if applicable.

PIGGYBACK (if applicable)

The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this Bid to other Public Bodies, if the Bidder becomes the Vendor. If the Vendor agrees to this provision, participating agencies may enter into a Contract with the Vendor for the purchase of the Goods and/or Services described herein based on the terms, conditions, prices, and percentages offered by the Vendor. Minor changes in terms and conditions, including shipping and delivery options, may be negotiated by participating agencies. Please note: copies of the Vendor’s submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.

NON-EXCLUSIVITY

The awarding of a Contract to a Vendor shall not be a guarantee of exclusivity.
