The following questions and answers are being shared with all known interested parties for the purpose
of sharing material related to this RFP that the City has received as of the dates of this addendum. This
addendum is incorporated into RFP 5697 in the same manner as if the information had been contained in
the original document.
***The deadline to submit proposals has been extended to
3 p.m. PT on Wednesday, June 3, 2026.***
Question and Answer
Q1. We are curious if the firm that is awarded these services will be precluded from pursuing
future phases of this project, should it move beyond the current phase contemplated,
including but not limited to the preparation of Construction Documents and Construction
Administration services.
A1. The firm that is awarded will be able to pursue any potential future phase of this project.
Q2. If known, what is the anticipated schedule for bidding and construction of this project?
A2. The anticipated schedule is dependent on future funding availability, which is not yet determined.
Upon securing necessary funds, the City will move forward with bidding and subsequent
construction.
Q3. Could you please clarify whether the required related project experience should include built
projects, or completed conceptual designs with cost estimates that are related to this project
scope?
6. Related Experience - Include projects completed within the last three (3) years that are
comparable in scope, particularly projects involving conceptual design, programming,
community facilities, multi-use buildings, or similar public projects. Include references with
names, titles, organizations, phone numbers, and email addresses. The Consultant should
demonstrate experience with at least three (3) similar projects.
A3. Experience should include at minimum completed conceptual designs with cost estimates that are
related to this project scope.
Q4. With the scoring heavily weighted on project experience, I wanted to confirm if relevant
project experience is necessary to be from 'completed and built' projects or if it will be

acceptable to have several 'completed' designs for projects that are either about to start
construction or are currently being constructed.
A4. Experience should include at minimum completed conceptual designs with cost estimates that are
related to this project scope.
Q5. Will project experience such as this be weighed equally with completely built projects, since
this RFP is for a concept design scope only?
A5. Yes.
Q6. Should the project move beyond conceptual design, is the winning team excluded from
consideration for future phases of the project?
A6. No.
Q7. What is the source and amount of planning funding received by the City to facilitate this
project?
A7. Source: California Strategic Growth Council. Approximately $60,000 is available for this project.
Q8. Design priority #4 mentions "green elements and infrastructure". Does the City have any
specific sustainability goals for the project and/or intend to pursue a sustainable certification
for this project (LEED, WELL, etc.)?
A8. Not at this time.
Q9. Are specifications and engineering estimates required, per Task 6, given that this is a
conceptual design exercise with no engineering involvement?
A9. Just an opinion of estimated construction costs is required.
Q10. Who is on the selection committee and what interests/departments do they represent?
A10. The selection committee will be made up of staff from the City of Redding's Development Services
Department.
Q11. Will the City consider any suggested edits to the Consulting and Professional Services
Contract? If so, what effect, if any, will they have on the evaluation of our proposal?
A11. Proposals will be evaluated before the Contract is executed. The Consulting and Professional
Services Contract is a City Attorney-approved document. Any changes to the contract would
require City Attorney review and are subject to approval by City staff.
Q12. What is the planning duration?
A12. Through September 30, 2026.
Q13. How many stakeholders and meetings are anticipated in Task 1?
A13. 1-5
Q14. Who are the anticipated stakeholders?
A14. Proposed stakeholders for the future project are: City of Redding, FaithWorks Community
Coalition, Inc., Ready for Life, City of Redding Fire Department, Hill Country Community Clinic,
Redding Electric Utility. The City will be conducting community meetings as well for input.
Q15. Will the Design team be required to provide solicitation graphics or notifications for public
meetings?
A15. The City would set up and facilitate workshops and may ask for a representative to share the
visionary graphic with the group.
Q16. What does the City envision the workshops listed in task 6 will look like (In-person meetings
with public? Surveys or online tracking of opinions? Outreach intent?)?

A17. The intent of the project is to serve the Redding community with resource and resiliency services.
Q18. Can the City please share an estimate or budget for this phase?
A18. Approximately $60,000 is available for this project.
Q19. Would the firm selected for this phase be precluded from future phase of the project?
A19. No.
Q20. Would the City consider accepting proposals and the fee proposal via email only in lieu of the
hard copies and USB drive?
A20. No.
Q21. Does the city have a desired budget for the project?
A21. Approximately $60,000 is available for this project.
Q22. Does the City have a desired date for completion of the project?
A22. Goal is no later than September 30, 2026.
Q23. Will the team selected to provide the services be precluded from participating in future
phases of the project?
A23. No.
Q24. Does the city have an anticipated framework for community engagement including
information related to ideal schedule, number of sessions, and etc.? Or are you expecting the
design team to provide a recommended approach?
A24. The City has conducted surveys and community focus committees with key community
stakeholders. Those meetings will continue throughout the project and will be coordinated by City
staff.
Q25. RFQ item 10 states that the awarded vendor/consultant "may" be required to obtain a City
of Redding Business License. The Sample Agreement section 4,B indicates that the contractor
"shall" obtain a City business license. We are asking as the city's business license requirement
depends on the number of licensed professionals and staff; thus, impacting project fee and
financials.
A25. Redding Municipal Code requires a business license when conducting business in the City of
Redding. A City business license is required to execute an agreement with a vendor.
Q26. Is the city open to reviewing the contract language, especially related to the indemnification
clause? Can we submit our comments as a part of the response to the RFQ for consideration?
A26. Proposals will be evaluated before the Contract is executed. The Consulting and Professional
Services Contract is a City Attorney-approved document. Any changes or requests for deviation
to the contract would require City Attorney review and are subject to approval by City staff.
Comments are fine as a response to the RFP, but there is no guarantee of acceptance.
Q27. We recognize the intent of the project is to define project parameters what will guide budget
and future strategy. Does the city have an allocated budget for the project or this portion of
the scope? If so, please share.
A27. Approximately $60,000 is available for this project.

Q28. Is the facility anticipated to function as an emergency shelter, cooling/warming center,
disaster response hub, or other emergency operations facility during critical events?
A28. Yes.
Q29. Are there existing or anticipated grant funding sources that may influence program
requirements, sustainability goals, phasing, or eligible project components?
A29. Not at this time.
Q30. Does the City have an overall anticipated construction budget for the project?
A30. Not at this time.
Q31. Is there an anticipated or desired date for completion of the Conceptual Design Study?
A31. Goal is no later than September 30, 2026.
Q32. What level of engagement is anticipated in the development of the project program and
concept? Will it be driven by key city stakeholders or will it include a broader outreach to
the community which could include surveys and community focus committees.
A32. The City has conducted surveys and community focus committees with key community
stakeholders. Those meetings will continue throughout the project.
Q33. Are a demographic/market analysis and operations plan required or desired as a part of the
study?
A33. No.
Q34. Does the city have a target budget identified for the anticipated concept scope of work?
Similarly, is there a target construction budget for the project, or is the City utilizing this
study to establish what the targeted construction budget should be?
A34. Approximately $60,000 is available for this project. The City will possibly be applying for the next
round of grant funding for construction costs and will utilize this phase to develop an estimated
amount for the application.
Q35. The RFP notes that the design should be "environmentally responsible". Does the design
team need to establish guidelines for LEED, Living Building Challenge, etc. certification?
A35. Not necessarily, but this information may assist with future funding for the project.
Q36. The indemnification structure outlined in the Professional Service Contract requires broad
responsibility from the architect. Can the City confirm if indemnity could be limited to
negligent acts, errors, or omissions?
A36. Proposals will be evaluated before the Contract is executed. The Consulting and Professional
Services Contract is a City Attorney-approved document. Any changes to the contract would
require City Attorney review and are subject to approval by City staff.
Q37. Will the chosen firm be precluded from continuing to future phases?
A37. No.
Q38. If we are selected for this scope and if the City is satisfied with the services provided, is it
possible that the contract could be extended to subsequent phases without another
competitive process?
A38. No. City and State procurement regulations require the full procurement process that includes
competitive solicitation of services.
Q39. How is this project related to the Community Resiliency Center planned for Panorama Park?
A39. The projects are not related. They are similar, but will serve different geographical areas, provide
different day-to-day services, and have different community stakeholders.

Q40. Is there an established stakeholder group with members of the public? How often will they
be engaged during the programming and design process? Are those the 4 meetings
referenced in Task 6?
A40. Yes, there is an established stakeholder group with members of the public. It is anticipated the
group will be engaged about 2-3 times during the planning grant term. The four meetings may
possibly be referenced in Task 6 and may also include meetings with City staff.
Q41. Will the stakeholder group or members of the public have input on the identification and
sizing of major functional areas, or will the proposed uses/program be driven by City
representatives/staff?
A41. The stakeholder partners have met with City staff and have provided general information of purpose
and sizing of the community needs for a proposed project.
Q42. May we include related experience completed prior to the last 3 years if it is particularly
relevant to this project/scope of work?
A42. Yes.
