In accordance with the provisions of the Municipal Code of the City of Redding, sealed
proposals must be submitted to the City Clerk's 3rd floor office located at City Hall, 777 Cypress
Avenue, Redding, California 96001 prior to 3:00 p.m. PT, Thursday, May 28, 2026, for furnishing
the City of Redding a proposal for providing Architectural Services for Development of Conceptual
Design Study for Community Resilience Center per the scope of work and general conditions.
PROPOSALS RECEIVED AFTER THIS TIME AND DATE MAY NOT BE ACCEPTED
OR CONSIDERED.
The said proposals will be opened at 3:00 p.m. PT, on Thursday, May 28, 2026, in the
designated City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress
Avenue, Redding, California.
The proposer shall provide the original (unbound), four (3) bound copies and a USB drive
with a PDF copy of the proposal. Electronic submission of proposals will not be allowed. One (1)
set of the Fee Proposal is to be submitted in a separate, sealed envelope. The City will award
any resulting contract in a manner consistent with the City Purchasing Ordinance.
The cut-off date and time for receiving questions regarding this bid is 5:00 p.m. PT, on
Friday, May 8, 2026. All inquiries must be made in writing and may be submitted to the email
address shown below.

I. INTRODUCTION
The City of Redding ("City") is seeking proposals from qualified architectural consultants
("Consultant") to provide preliminary conceptual design services for a proposed Community
Resilience Center (Project) of approximately 25,000 square feet in Redding, California located at 2515
and 2551 South Market Street, 2553 and 2541 Angelo Avenue, and 1145 State Street (APN 104-280-063-
000, 104-280-065-000, 104-280-036-000, 104-280-035-000 and 104-280-034-000) These parcels,
when combined, are approximately 2.32-acres in development size.
The purpose of this project is to develop a conceptual site and building plan to support long-range
planning, stakeholder engagement, funding applications, and future design phases.
This solicitation is limited to conceptual planning and preliminary architectural design. Detailed
engineering, construction documents, and permitting services are not included in this scope and may
be procured separately at a later date.
For the Consultant to be considered qualified, the firm or project team must possess technical
competence in design of multi-use buildings. The City intends to select a single Consultant team for
all aspects of the work necessary to complete the concept document. Any Consultant responding to
the RFP must be willing to commit the necessary resources to the project within a mutually agreed
upon schedule. Interested Consultants are invited to submit qualifications in accordance with the
requirements of this Request for Proposal (RFP).
The Project outcome is expected to conform with the City of Redding's planning, zoning and use
requirements, in addition to the Parkview Neighborhood Strategic Revitalization Plan (PNSRP),
which emphasizes design standards that addresses building orientation, entrances, landscaping and
screening, general building design and neighborhood compatibility. The PNSRP is available for

The following are possible design elements of the Project that may be incorporated due to funding
source or other requirements:
Private Office Spaces (8-10)
Classroom/conference room
Food Storage/Kitchen
Flex room for resource center services (medium classroom size)
Basketball Courts (up to 5) 94' x 50' - NBA/College size (with space for seating)
Restrooms/changing rooms
Outdoor area for children & garden (min 150 sf)
Childcare facility

II. GENERAL REQUIREMENTS
For the Consultant to be considered qualified, the firm or project team must demonstrate experience
with conceptual design of community facilities or public buildings, experience with multi-use facilities
(community centers, recreation, resilience, or similar), the ability to communicate design concepts
clearly through graphics, knowledge of public sector projects and stakeholder engagement processes
and provide qualifications of key personnel.
III. SCOPE OF SERVICES
The City has received planning funding to evaluate the development of a Community Resilience Center
that would support community services, emergency preparedness, workforce development, recreation,
and related activities.
The proposed facility may include a combination of uses such as:
Offices and administrative space
Classrooms and training rooms
Community gathering spaces
Indoor recreation or sports areas
Outdoor space
Support spaces (restrooms, storage, etc.)
Associated parking and site circulation
The intent of this project is to establish a preliminary vision, building footprint, and site layout
sufficient to inform decision-making, a preliminary review of the project by City staff and future
funding opportunities.
The primary objectives of this effort are:
Identify spatial needs and relationships for major program components
Develop a conceptual building layout and site plan
Illustrate how the proposed facility could be accommodated on the site
Provide graphics suitable for stakeholder engagement and presentations
Develop a planning-level opinion of probable cost
Estimate the maximum occupancy of the various uses or combinations of uses of the facility to
support preliminary application review.

The Project will also have design elements that incorporate a blending of the Parkview Avenue
business corridor and existing residential areas that make up the Parkview Neighborhood. The
Project should enhance the quality of life for the tenants of the Project and the neighborhood in
general.
The following services are not included in this solicitation:
Civil engineering design
Structural engineering
Mechanical, electrical, or plumbing engineering

Surveying or geotechnical services
Construction documents
Permitting or regulatory approvals
Detailed site engineering
Off-street parking and other City site development standards or proposed alternatives consistent
with Redding Municipal Code
These services may be procured separately in future phases.
The City expects the Consultant to be well versed in the best practices and current trends of
mixed-use buildings and provide options and recommendations for materials, equipment and
more. The following factors should be prioritized in the design:
1. There should be a focus on the construction budget, aesthetics, flexibility, and long- term
facility maintenance needs.
2. The City is seeking a facility where form supports function and placemaking principles are
followed.
3. There should be a synergy between the indoors and outdoors where both spaces are
intentionally designed to function together.
4. Design should be environmentally responsible including green elements and infrastructure
where budget permits or long-term advantage exists.
5. A facility designed on time and able to be delivered within the approved budget.
Task 1: Project Initiation
Provide all contract management and quality control services throughout the duration of the project
including:
Kickoff meeting with City staff
Review of available site information and project goals
Coordination with City representatives and stakeholders
Task 2: Space Programming
Identification and sizing of major functional areas
Development of a preliminary space program summary
Adjacency and relationship considerations between uses
Task 3: Conceptual Site Planning
Preliminary building placement on the site
Parking layout and circulation concepts
Pedestrian access and general site organization
Identification of major site opportunities or constraints
Task 4: Conceptual Building Design
Floor plans illustrating proposed uses
Building footprint and main component concepts
Conceptual exterior character or elevations (level of detail appropriate to planning phase)
Task 5: Cost Opinion
Planning-level opinion of probable construction cost based on conceptual design

Task 6: Plans, Specifications, and Engineering Estimates
Graphics suitable for presentations to stakeholders and decision-makers
Participation in up to 4 meetings or workshops
Final conceptual design package
IV: DELIVERABLES
Deliverables are anticipated to include:
Preliminary space summary
Conceptual site plan
Conceptual floor plans
Building massing or illustrative elevations
Parking and circulation concept
A written project narrative which describes the scope of proposed activities
Planning-level cost opinion
Final presentation materials (PDF format)
V. PROPOSAL FORMAT
The proposal shall include, as a minimum, the following information:
1. Cover/Transmittal Letter - The letter shall be signed by a member of the organization
having the authority to negotiate and execute contracts on behalf of the firm. Cover letter
must acknowledge receipt of all addenda, if any were issued. If in doubt, visit our website

2. Project Understanding - This section should outline the Consultant's understanding of
the project and its objectives. It should identify key considerations to be addressed during
the conceptual planning and design process and describe any insights or innovative ideas
the Consultant can provide to support development of a preliminary site and building
concept for the proposed facility.
3. Project Approach / Scope of Work - Describe the work plan that the Consultant intends
to use to complete the tasks listed in the Scope of Services. Note any suggested
refinements, deviations, or additions to the scope described that may enhance the overall
quality or usefulness of the conceptual design. Deviations which demonstrate a clear
benefit or advantage to the City may receive special consideration.
4. Responsible Personnel - List the Principal-in-Charge, Project Manager, and key project
staff who will be directly involved in this project. Include a concise statement of
qualifications and experience of each person together with the anticipated level of effort
committed to the project. Include all anticipated subconsultants, if any, listing firm names,
addresses, telephone numbers, key staff personnel, and the anticipated level of
participation. A project organizational chart of key personnel should be included.

5. Project Management and Schedule - Describe how the project will be planned and
managed from kickoff through completion of the conceptual design deliverables. Include a
proposed project schedule identifying major milestones, meetings, and anticipated
completion timeframe for the preliminary conceptual design package.
6. Related Experience - Include projects completed within the last three (3) years that are
comparable in scope, particularly projects involving conceptual design, programming,
community facilities, multi-use buildings, or similar public projects. Include references
with names, titles, organizations, phone numbers, and email addresses. The Consultant
should demonstrate experience with at least three (3) similar projects.
7. Consultant Fee - In a separate, sealed envelope present one (1) set of documentation for
the estimated fee(s) for consultant services as described in the Scope of Work. The fee
proposal should clearly identify the total not-to-exceed cost and may include a breakdown
by task, labor categories, subconsultant costs (if any), and expenses. Fees shall include all
markups, overhead, and profit. Include a current fee schedule with hourly rates for all
personnel classifications expected to work on this project. The contract will provide for
payment based on completion of agreed-upon deliverables within the not-to-exceed
amount.

VII. PROPOSAL SUBMITTALS
The consultant shall submit one original (unbound) proposal and three (3) bound copies (along
with a PDF copy on a USB "thumb" drive) of the proposal in a sealed box or envelope clearly
marked with the consultant's name. A single set of the consultants' fee schedule for the
services required in this proposal shall be submitted, along with the copies of the
proposal, in a separate sealed envelope with the same notation as the proposals. The
sealed envelope will not be opened until after the Consultants have been ranked. Pricing is not
to be discussed in the body of the proposal. The description on the proposal submissions
should be as follows: "Request for Proposal for Architectural Services for the
Development of Community Resilience Center - RFP 5697". The proposals shall be
delivered to the City Clerk's Office by 3:00 pm PT on Thursday, May 28, 2026.
Late submittals may be considered non-responsive and rejected.

IX. EVALUATION CRITERIA
A Review/Selection Committee will evaluate the Consultants based on the proposals and the
following items:
1. Team experience with similar types of projects and with public projects (35 points)
2. References for the required three completed projects outlined in Section V.6. (15 points)
3. Understanding of the project/scope of services (25 points)
4. Project approach (20 points)
5. Project Schedule (5 points)
If necessary, an oral interview to determine which consultant is best qualified to perform the
work for this project may be scheduled. The Committee will then determine the ranking of the
consultants at which time the consultant fee envelope will be opened. The consultant fee will
be evaluated to determine if the amount of the fee is considered a reasonable cost for the work.
If the top-ranked consultant has submitted a reasonable fee, the Committee will make a
recommendation to the City Manager. If the top ranked Consultant submits a fee that is not
considered a reasonable cost for the work and the Consultant is unable to lower the fee to an
acceptable level, the City reserves the right to bypass the top ranked Consultant and negotiate
with the other ranked Consultants.
X. CONSULTANT SERVICES CONTRACT
The consultant selected to provide the scope of services shall use the City of Redding's
Consulting and Professional Services Contract. A copy of this contract is provided for review.
By submitting a proposal for the work, the consultant agrees to utilize the City contract form
for the contract. Contractually required insurance coverage and endorsement information is
shown in the body of the document.
