Description
Project Description: The purpose of this Request for Qualifications (RFQ) is to solicit sealed statements of qualification from experienced firms to establish a contract for Architectural Services for El Paso County Hospital District d/b/a University Medical Center (“Hospital District, University Medical Center, Owner or Hospital”). The selection of the firm(s) will be at the sole discretion of University Medical Center and will be based on University Medical Center’s sole opinion about which firm best meets the needs and requirements of University Medical Center. The objective of this RFQ is to select a qualified firm to evaluate the existing ASC's physical conditions, infrastructure, and compliance with applicable licensing, accreditation, building code, and life-safety requirements to determine its suitability for UMC's intended operations. The assessment shall prioritize the continued use of existing facilities and systems, identify minimum modifications necessary for regulatory compliance, and provide recommendations.
The selected firm may also be authorized to provide subsequent design, regulatory approval, and construction administration services for UMC-approved improvements. Such services shall be performed only upon separate written authorization by UMC.
The specific property location and available building documentation will be disclosed to the selected firm following award.
The architectural and engineering services contemplated under this solicitation will perform an existing Ambulatory Surgical Center (ASC) assessment and regulatory due-diligence evaluation of the second floor of an existing medical office building in El Paso, Texas, with related base-building systems that support the ASC.
The principal objective of Phase I is to determine whether UMC can license, accredit, occupy, and operate the existing ASC substantially as configured, while identifying the minimum physical corrections actually required. Phase II, if authorized, will address only Owner-approved verification, design, regulatory submission, and implementation activities arising from Phase I.
