The Town of Wolcott is requesting qualifications and proposals for Architectural, Engineering and
Construction Services for Elevator Replacement at Wolcott Town Hall. There will be a MANDATORY site
visit on Monday, May 18, 2026, at 9:00 am at Wolcott Town Hall, 10 Kenea Ave., Wolcott, CT 06716. The
requirements of the project are outlined in greater detail under Exhibit A, Scope of Services in the RFQ
and RFP. Submittal instructions and further information may be requested by email to
bids@wolcottct.org. The RFQ and RFP documents are also available on the State of CT DAS website.
Sealed bids, including envelopes and/or mailing containers will be clearly marked "26-04 RFQ/RFP FOR
ARCHITECUTRAL, ENGINEERING and CONSTRUCTION SERVICES FOR ELEVATOR REPLACEMENT AT
WOLCOTT TOWN HALL.", will show the name and address of the proposers and must be received in the
Finance Office, Wolcott Town Hall, 10 Kenea Ave., Wolcott, CT 06716, by 11:00 am, June 10, 2026. The
RFQs will be opened and read in public immediately following the closing time in the Council Chambers,
Wolcott Town Hall. Late RFQ/RFP or RFQ/RFPs delivered to other locations will be disqualified.

26-04 RFQ/RFP ARCHITECTURAL, ENGINEERING and CONSTRUCTION
SERVICES FOR ELEVATOR REPLACEMENT AT WOLCOTT TOWN HALL
GENERAL INFORMATION
The Town of Wolcott is seeking qualifications and proposals from qualified firms to provide architectural,
engineering, and construction services for the design and build of an Elevator Replacement at Wolcott Town Hall
(the "Project"), located at 10 Kenea Ave., Wolcott, CT 06716. This solicitation is both a request for qualifications
and a request for proposals (RFQ/RFP).
Proposers must respond to BOTH the RFQ and the RFP, however such responses must be submitted in separate
sealed envelopes clearly marked with the name of the Proposer and the words "Response to 26-04 RFQ for
Architectural, Engineering and Construction Services for Elevator Replacement at Wolcott Town Hall" or
"Response to 26-04 RFP for Architectural, Engineering and Construction Services for Elevator Replacement at
Wolcott Town Hall", as applicable.
Each sealed envelope shall include 5 copies of the enclosure along with one electronic copy submitted on a
thumb drive. No fee or hourly rate information shall be included except in the sealed envelope containing
the Response to the RFP.
Submittal Packages must be received by the Finance Office, at 10 Kenea Avenue, Wolcott, CT 06716, no later
than June 10, 2026 at 11:00 am Submittal Packages shall be clearly marked on the outside, "Response to 26-
04 RFQ for Architectural, Engineering and Construction Services for Elevator Replacement at Wolcott Town Hall"
or "26-04 RFP for Architectural, Engineering, and Construction Services for Elevator Replacement at Wolcott
Town Hall" and include the name of the submitting Proposer.
Opening of submittal packages (excluding the sealed envelope containing the responses to the RFP) shall take
place at Wolcott Town Hall, Council Chambers, 10 Kenea Avenue, Wolcott, CT 06716 at 11:00 am on June 10,
2026. Once submittal packages have been opened no submission may be modified or withdrawn for ninety
(90) days after the date such packages were opened.
Any questions concerning this solicitation shall be submitted only by email to bids@wolcottct.org no later
than May 27, 2026 at 3:00 pm. Responses will be provided by email to all proposers that directly requested an
RFP Package as well as being posted on the CT DAS Portal as an addendum no later than June 4, 2026. Under
no circumstances will the Town respond to verbal requests.
No Proposer or prospective Proposers shall have any contact or communication with any Town official or
representative regarding this procurement during the procurement phase except as expressly provided in this
RFP. Failure to comply with these conditions will result in the disqualification of the noncomplying Proposer.
The Town reserves the right, before or after the opening of any Proposals, to amend, clarify, modify,
terminate or withdraw this RFQ/RFP for any reason, to accept or reject any or all Proposals, to waive any
informalities or non-material deficiencies in any Proposal, and to make such award (or make no award) of a
contract in connection with this RFP all as determined by Town, in its sole discretion, to be in the best interest
of the Town. A Proposal may be rejected for irregularities of any kind, including without limitation, alteration
of form, additions not called for, conditional proposals, and incomplete responses. A Proposal may also be
rejected if, in the opinion of the Town, the Proposal does not meet the standard of quality established by the

RFQ/RFP. Any or all Proposals may be rejected if there is any reason to believe that collusion exists among
two or more Proposers. The Town reserves the right upon the opening of the Proposals to ask any Proposer to
clarify, revise, amend or modify its Proposal or to submit additional information that the Town in its sole discretion
deems desirable. Failure to timely submit clarifications or requested information will be cause to reject such Proposal.
The foregoing provisions are for illustrative purposes and shall in no way limit the right of the Town to reject
any and all Proposals, in whole or in part.
All information submitted in a Proposal or in response to a request for additional information is subject to disclosure
under the Connecticut Freedom of Information Act as amended and judicially interpreted. A Proposer's response
may contain financial, trade secret or other data that it claims should not be public (the "Confidential
Information"). A Proposer must identify specifically the pages and portions of its Proposal or additional
information that contain the claimed Confidential Information by visibly marking all such pages and portions.
Provided that the Proposer cooperates with the Town as described in this section, the Town shall, to the extent
permitted by law, protect from unauthorized disclosure such Confidential Information.
If the Town receives a request for a Proposer's Confidential Information, it will promptly notify the Proposer in
writing of such request and provide the Proposer with a copy of any written disclosure request. The Proposer may
provide written consent to the disclosure or may object to the disclosure by notifying the Town in writing to
withhold disclosure of the information, identifying in the notice the basis for its objection, including the statutory
exemption(s) from disclosure. The Proposer shall be responsible for defending any complaint brought in
connection with the nondisclosure, including but not only appearing before the Freedom of Information
Commission, and providing witnesses and documents as appropriate.
If a Proposer is a corporation, limited liability company, or other business entity that is required to register with the
Connecticut Secretary of the State's Office, it must have a current registration on file with that office. The Town
may, in its sole discretion, request acceptable evidence of any Proposer's legal status.
Each Proposer is responsible for having read and understood each document in this RFP and any addenda issued
by the Town. A Proposer's failure to have reviewed all information that is part of or applicable to this RFP, including
but not only any addenda, shall in no way relieve it from any aspect of its Proposal or the obligations related
thereto.
Each Proposer is deemed to be familiar with and is required to comply with all federal, state and local laws,
regulations, ordinances, codes and orders that in any manner relate to this RFP or the performance of the work
described herein. By submitting a Proposal, each Proposer represents that it has thoroughly examined and become
familiar with the scope of work outlined in this RFP, and it is capable of performing the work to achieve the Town's
objectives.

TOWN OF WOLCOTT INSTRUCTIONS TO PROPOSERS
1. INTRODUCTION
The Town of Wolcott ("Town") is requesting qualifications and proposals from design build professionals for
architectural, engineering, and construction services in connection with an Elevator Replacement at Wolcott
Town Hall located at 10 Kenea Avenue, Wolcott, CT 06716 (the "Project"). This solicitation is a Request for
Qualifications (RFQ) as well as a Request for Proposals (RFP) for the Architectural, Engineering, and
Construction Services necessary for the Project. This RFQ/ RFP has been publicly advertised.
Proposers are required to respond to both the RFQ/RFP in accordance with the requirements set forth below.
Please see Sections 4 and 5 of this document for very important details about the submission process and
requirements.
2. SCOPE OF SERVICES
The Wolcott Town Hall has one existing passenger hydraulic elevator that is currently non-functional and
needs to be replaced.
The replacement elevator shall be a machine room-less type elevator and serve three floors and have a
minimum capacity of 2,500 pounds and a minimum speed of 150 feet per minute. All removals, additions,
and modifications to the existing building systems and structures shall be made to provide a complete and
operational replacement elevator. This scope of work includes, but is not limited to, the following:
* Provide signed and sealed drawings prepared by an architect and engineer licensed in the State of
Connecticut.
* Removal of the existing elevator and associated equipment.
* Review of all existing infrastructure and systems.
* Inspection and testing of existing plumbing systems in the elevator pit and replacement as required.
* Inspection and testing of existing mechanical systems in the elevator machine room and replacement
as required.
* Provide power and provisions for emergency operation to the replacement elevator in accordance
with the elevator manufacturer's instructions and requirements.
* Provide modifications to the fire alarm system as required.
All designs shall be compliant with the current adopted codes and standards in the State of Connecticut, which
are as follows:
* 2022 Connecticut State Building Code
* 2020 NFPA 70 National Electric Code
* 2017 ICC A117.1 Accessible and Usable Buildings and Facilities
* 2019 ASME A17.1 Connecticut Elevator and Escalator Code
The 2026 edition of the Connecticut state building, fire safety, and fire prevention codes are expected to be
adopted in mid-2026. All designs submitted for permit after this time shall be required to be in accordance
with the following codes:

* 2023 NFPA 70 National Electric Code
* 2017 ICC A117.1 Accessible and Usable Buildings and Facilities
* 2019 ASME A17.1 Connecticut Elevator and Escalator Code

3. TIMING OF PROJECT
The Town anticipates that the selected design/build firm for the Project will be retained one
month following the bid opening date. Subject to the Town's and the Selection Committee's receipt of
appropriate authorizations to proceed with the Project, the Town's goal is to have the Project completed as
follows:

5. PROCESS
5.1 Responses to the RFQ/RFP
Proposers must respond to both the RFQ and RFP, however such responses must be submitted in separate
sealed envelopes clearly marked with the name of the Proposer and the words "26-04 Response to RFQ for
Architectural, Engineering, and Construction Services for an Elevator Replacement at Wolcott Town Hall
"or "26-04 Response to RFP for Architectural, Engineering, and Construction Services for an Elevator
Replacement at Wolcott Town Hall ", as applicable. The response to the RFQ must not contain any
information pertaining to the fees or costs for the project. Responses that are not submitted in this manner
will be rejected.
Responses must be received no later than the submission deadline set forth above by 11:00 a.m. to
Natalie Clark, Finance Office, Wolcott Town Hall, 10 Kenea Ave., Wolcott, CT 06716. Each sealed
envelope must include five (5) paper copies and a digital copy (thumb drive is acceptable) of the
response. Responses must be delivered by U.S. mail or hand delivered. Facsimile (FAX) or emailed
proposals will not be accepted by the Town under any circumstances.
5.2 Selection
Evaluation of responses to this RFQ/RFP will be the responsibility of the Selection Committee along with
the Municipal Finance Officer (MFO). The selection of the Contract awardee will be the responsibility
of the Municipal Finance Officer. The Selection Committee and MFO may reject any or all proposals for
any reason as the Selection Committee and MFO deem appropriate.

The evaluation and selection process will take place in two stages.
First, the Selection Committee and MFO will review all responses to the RFQ and, based on those responses
and the Qualification Criteria described below, the Selection Committee and MFO will identify all
proposers which are determined by the Selection Committee and MFO to be responsible qualified
proposers (the "Qualified Proposers").
Second, the Selection Committee and MFO will open and review the responses to the RFP submitted by
the Qualified Proposers. Responses to the RFP submitted by proposers who are not Qualified Proposers
will be returned unopened to the submitting proposers. The Selection Committee will evaluate the
responses to the RFP submitted by the Qualified Proposers and determine "at least three of the most
responsible qualified proposers" ("Most Qualified Proposers") using the Qualification Criteria and the
Proposal Criteria set forth below in Sections 6 and 7, respectively, giving due consideration of the Qualified
Proposer's pricing for the Services as well as Qualified Proposer's (i) experience with work of similar size
and scope as required for the Project, (ii) organizational and team structure for the Project, (iii) past
performance data, including, but not limited to, adherence to project schedules and project budgets and
the number of change orders for projects, (iv) the approach to the work required for the Project, and (v)
documented contract oversight capabilities. The Contract will be awarded to one of the "most responsible
qualified proposers" after consideration of all of the foregoing.
In its review of responses to this RFQ/RFP and selection of the Contract awardee, the Selection Committee
and MFO will be guided by the selection of the Contract awardee that would best serve the interest of the
Town. The MFO reserves the right to negotiate with one or more of the Most Qualified Proposers and to
accept changes, modifications or amendments to the scope of services and fees proposed when such
action would be in the best interest of the Town.
The making of an award to a Proposer does not provide the Proposer with any rights and does not impose
upon the Town any obligations whatsoever. The Town is free to withdraw an award at any time and for
any reason or no reason whatsoever, as determined in the Town's sole and unfettered discretion. A
Proposer has rights, and the Town has obligations, only if and when a Contract is executed by the Town and
the Proposer, and the executed Contract is approved by the Wolcott Town Council. If the Town Council
rejects such Contract or fails to approve the same, for whatever reason, the Town shall have the right, in its
sole and unfettered discretion, to negotiate with such Proposer to arrive at a Contract acceptable to the
Town Council. Alternatively, the Town shall have the right to withdraw said award and issue a new award to
the next most qualified Proposer, in the Town's sole and unfettered discretion. All terms of this RFQ/RFP
shall apply to any subsequent successful Proposer.
If the Proposer does not execute a Contract within ten (10) business days of the date of the Notice of Award,
unless extended by the Town, the Town may call any bid security provided by the Proposer and may enter
into discussions with another Proposer.
If determined to be warranted by the Selection Committee and MFO, the Selection Committee and MFO may
conduct interviews of some or all of the Most Qualified Proposers to assist the Selection Committee and MFO
in the selection process. Included in the Selection Committee's and MFO's request that a Most Qualified
Proposer participate in an interview, the Selection Committee and MFO will provide the name(s) of the
member(s) of the Selection Committee who will conduct the interview and the date by which the Most
Qualified Proposer must submit an affidavit disclosing its relationship(s) with the interviewer(s) or confirming
that it has no relationship(s) with the interviewer(s). The names of interviewers will be released solely to enable
the Most Qualified Proposer to prepare the affidavit and neither the Most Qualified Proposer nor its

representatives shall directly or indirectly contact the interviewer(s) prior to or following the interview
process.
The submission of responses to this RFQ/RFP constitutes a declaration by the submitting proposer that
no person or persons other than members of proposer's own organization are interested in the
Project or in the Contract proposed to be awarded; that the submission is made without any
connection with any other person or persons making a proposal for the same services and is in all
respects fair and without collusion or fraud; that no persons acting for or employed by the Town is
directly or indirectly interested therein, or in the supplies or works to which it relates or will receive
any part of the profit or any commission therefrom in any manner which is unethical or contrary to
the best interests of the Town.
5.3 Form of Contract
The Town intends to use, and the Contract awardee will be expected to execute, a contract
substantially similar to the form of contract attached hereto as Exhibit B (the "Contract"). The Town
shall have the right to require additional terms and conditions to be included in the Contract as may be
negotiated by the parties. In the event the parties are unable to negotiate a final contract, the Town is free
to withdraw its award for any reason or no reason whatsoever, as determined in the Town's sole and
unfettered discretion. If a proposer has objections to any of the terms and conditions of the Contract,
such objections should be included in the proposer's response to this RFQ/RFP. The Town also shall
have the right to utilize an AIA Standard Form Agreement in lieu of Contract attached as Exhibit B.
5.4 Town's Right to Withdraw/Reject
The Town reserves the rights to amend or terminate this RFQ/RFP, accept all or any part of a
response, reject all responses, waive any informalities or non-material deficiencies in a response, and
award the Contract to the proposer that, in the Town's judgment, will be in the Town's best
interests.
6. REQUEST FOR QUALIFICATIONS
6.1 Qualification Criteria
The Town will identify those proposers that the Town deems to be Qualified Proposers based on the
criteria below (the "Qualification Criteria"):
6.1.1 The proposer is a legal entity properly licensed or registered under the laws of the State
of Connecticut to perform the services that are the subject of this solicitation and is
otherwise authorized to do business in the State of Connecticut.
6.1.2 The proposer has adequate experience in providing Architectural, Engineering, and
Construction services, generally, and, in particular, has adequate experience in the past
five years designing and building construction projects of a similar size and scope as the
Project.
6.1.3 The proposer is able to demonstrate an adequate level of performance on past projects,
including, without limitation, adherence to project schedules and project budgets and
the satisfaction of past owners with such performance.
6.1.4 The proposer's staff proposed to be assigned to the Project ("Project Team") has
satisfactory qualifications and experience on past projects of similar size and scope as the
Project.
6.1.5 The proposer is able to demonstrate that the members of the Project Team have

performed satisfactorily on past projects to the satisfaction of the owners of such
projects.
6.1.6 The proposer has an adequate degree of contract oversight capability and the
organizational, team, and management structure proposed for the Project is satisfactory
to the Town.
6.1.7 The number, context, and, where applicable, outcomes, of claims, disputes, arbitration,
and litigation proceedings involving the proposer are acceptable to the Town.
6.1.8 The proposer's approach to the Project and degree of the proposer's demonstrated
ability to develop and control project costs, quality, and schedule as well as the
proposer's methods for doing so, is satisfactory to the Town.
6.1.9 The proposer is in compliance with Ordinance 75, attached as Exhibit C.
6.1.10 The proposer is in compliance with Ordinance 92, attached as Exhibit D.
6.2 Content of Response to RFQ
Each proposer will be evaluated using the above Qualification Criteria. To assist and expedite this
evaluation, each proposer must provide the following information in the order listed below:
6.2.1 A Letter of Transmittal signed by a principal of the proposer, not to exceed two (2) pages,
describing in narrative form the proposer and proposer's qualifications and why such
proposer is the best professional for the Project.
6.2.2 Proposer Information
* Proposer Overview: Please provide the following:
* The name and location of the proposer, including the office location that will
be serving the Town.
* A brief general description of proposer's business.
* The number of years the proposer has been in business
* Is the proposer an entity that is a subsidiary of another entity? If so, what is the
name of the parent entity?
* The number of personnel employed by the proposer (please include the
number of staff dedicated to provide requested services).
* The primary line of business of proposer.
* Client Base: Provide specific reference information for five clients proposer has
served in the last 5 years, relevant to the work proposed, to include:
* Client name and location
* Starting date of service/completion of service
* Contact name, title and telephone number
References must be relevant to service in the last 5 years and shall include
specific details on how the project represents a project of similar scope.
Information on proposer's specific role in each project must be included.
6.2.3 Statement of Qualification to include, but not necessarily limited to, the following:
* Name and address of proposer.
* Identify proposer's contact person for this project and provide a phone number
and e-mail address that the Selection Committee may use to issue further
information.
6.2.4 A brief history of proposer
6.2.5 Provide a list of proposer's Project Team Members, including any consultants.
6.2.6 List the staff proposed to work on the Project along with related
responsibilities they will devote to the Project. Provide resumes of key personnel
