The Town of Wolcott is requesting qualifications and proposals for Architectural, Engineering and
Construction Services for Elevator Replacement at Wolcott Town Hall. There will be a MANDATORY site
visit on Monday, May 18, 2026, at 9:00 am at Wolcott Town Hall, 10 Kenea Ave., Wolcott, CT 06716. The
requirements of the project are outlined in greater detail under Exhibit A, Scope of Services in the RFQ
and RFP. Submittal instructions and further information may be requested by email to
bids@wolcottct.org. The RFQ and RFP documents are also available on the State of CT DAS website.
Sealed bids, including envelopes and/or mailing containers will be clearly marked “26-04 RFQ/RFP FOR
ARCHITECUTRAL, ENGINEERING and CONSTRUCTION SERVICES FOR ELEVATOR REPLACEMENT AT
WOLCOTT TOWN HALL.”, will show the name and address of the proposers and must be received in the
Finance Office, Wolcott Town Hall, 10 Kenea Ave., Wolcott, CT 06716, by 11:00 am, June 10, 2026. The
RFQs will be opened and read in public immediately following the closing time in the Council Chambers,
Wolcott Town Hall. Late RFQ/RFP or RFQ/RFPs delivered to other locations will be disqualified.

26-04 RFQ/RFP ARCHITECTURAL, ENGINEERING and CONSTRUCTION
SERVICES FOR ELEVATOR REPLACEMENT AT WOLCOTT TOWN HALL
GENERAL INFORMATION
The Town of Wolcott is seeking qualifications and proposals from qualified firms to provide architectural,
engineering, and construction services for the design and build of an Elevator Replacement at WolcottTown Hall
(the "Project"), located at 10 Kenea Ave., Wolcott, CT 06716. This solicitation is both a request for qualifications
and a request for proposals (RFQ/RFP).
Proposers must respond to BOTH the RFQ and the RFP, however such responses must be submitted in separate
sealed envelopes clearly marked with the name of the Proposer and the words “Response to 26-04 RFQ for
Architectural, Engineering and Construction Services for Elevator Replacement at Wolcott Town Hall” or
“Response to 26-04 RFP for Architectural, Engineering and Construction Services for Elevator Replacement at
Wolcott Town Hall”, as applicable.
Each sealed envelope shall include 5 copies of the enclosure along with one electronic copy submitted on a
thumb drive. No fee or hourly rate information shall be included except in the sealed envelope containing
the Response to the RFP.
Submittal Packages must be received by the Finance Office, at 10 Kenea Avenue, Wolcott, CT 06716, no later
than June 10, 2026 at 11:00 am Submittal Packages shall be clearly marked on the outside, “Response to 26-
04 RFQ for Architectural, Engineering and Construction Services for Elevator Replacement at Wolcott Town Hall”
or "26-04 RFP for Architectural, Engineering, and Construction Services for Elevator Replacement at Wolcott
Town Hall" and include the name of the submitting Proposer.
Opening of submittal packages (excluding the sealed envelope containing the responses to the RFP) shall take
place at Wolcott Town Hall, Council Chambers, 10 Kenea Avenue, Wolcott, CT 06716 at 11:00 am on June 10,
2026. Once submittal packages have been opened no submission may be modified or withdrawn for ninety
(90) days after the date such packages were opened.
Any questions concerning this solicitation shall be submitted only by email to bids@wolcottct.org no later
than May 27, 2026 at 3:00 pm. Responses will be provided by email to all proposers that directly requested an
RFP Package as well as being posted on the CT DAS Portal as an addendum no later than June 4, 2026. Under
no circumstances will the Town respond to verbal requests.
No Proposer or prospective Proposers shall have any contact or communication with any Town official or
representative regarding this procurement during the procurement phase except as expressly provided in this
RFP. Failure to comply with these conditions will result in the disqualification of the noncomplying Proposer.
The Town reserves the right, before or after the opening of any Proposals, to amend, clarify, modify,
terminate or withdraw this RFQ/RFP for any reason, to accept or reject any or all Proposals, to waive any
informalities or non-material deficiencies in any Proposal, and to make such award (or make no award) of a
contract in connection with this RFP all as determined by Town, in its sole discretion, to be in the best interest
of the Town. A Proposal may be rejected for irregularities of any kind, including without limitation, alteration
of form, additions not called for, conditional proposals, and incomplete responses. A Proposal may also be
rejected if, in the opinion of the Town, the Proposal does not meet the standard of quality established by the

RFQ/RFP. Any or all Proposals may be rejected if there is any reason to believe that collusion exists among
two or more Proposers. The Town reserves the right upon the opening of the Proposals to ask any Proposer to
clarify, revise, amend or modify its Proposal or to submit additional information that the Town in its sole discretion
deems desirable. Failure to timely submit clarifications or requested information will be cause to reject such Proposal.
The foregoing provisions are for illustrative purposes and shall in no way limit the right of the Town to reject
any and all Proposals, in whole or in part.
All information submitted in a Proposal or in response to a request for additional information is subject to disclosure
under the Connecticut Freedom of Information Act as amended and judicially interpreted. A Proposer’s response
may contain financial, trade secret or other data that it claims should not be public (the “Confidential
Information”). A Proposer must identify specifically the pages and portions of its Proposal or additional
information that contain the claimed Confidential Information by visibly marking all such pages and portions.
Provided that the Proposer cooperates with the Town as described in this section, the Town shall, to the extent
permitted by law, protect from unauthorized disclosure such Confidential Information.
If the Town receives a request for a Proposer’s Confidential Information, it will promptly notify the Proposer in
writing of such request and provide the Proposer with a copy of any written disclosure request. The Proposer may
provide written consent to the disclosure or may object to the disclosure by notifying the Town in writing to
withhold disclosure of the information, identifying in the notice the basis for its objection, including the statutory
exemption(s) from disclosure. The Proposer shall be responsible for defending any complaint brought in
connection with the nondisclosure, including but not only appearing before the Freedom of Information
Commission, and providing witnesses and documents as appropriate.
If a Proposer is a corporation, limited liability company, or other business entity that is required to register with the
Connecticut Secretary of the State’s Office, it must have a current registration on file with that office. The Town
may, in its sole discretion, request acceptable evidence of any Proposer’s legal status.
Each Proposer is responsible for having read and understood each document in this RFP and any addenda issued
by the Town. A Proposer’s failure to have reviewed all information that is part of or applicable to this RFP, including
but not only any addenda, shall in no way relieve it from any aspect of its Proposal or the obligations related
thereto.
Each Proposer is deemed to be familiar with and is required to comply with all federal, state and local laws,
regulations, ordinances, codes and orders that in any manner relate to this RFP or the performance of the work
described herein. By submitting a Proposal, each Proposer represents that it has thoroughly examined and become
familiar with the scope of work outlined in this RFP, and it is capable of performing the work to achieve the Town’s
objectives.
