I. PURPOSE
The Town of Warrenton (“Town”) is accepting bids from qualified, Class A contractors to provide for a
complete turn-key demolition, removal, supply, and installation of one (1) new multi-level aquatic play structure
consistent with the provisions contained herein.
II. SCOPE OF SERVICES
The ultimate purpose of this project is to replace the existing, aging, aquatic play structure at the Warrenton
Aquatic and Recreation Facility (“WARF”). The new structure shall be a self-contained unit with features
including, but not limited to:
Interactive water features
Two (2) waterslides
Translucent barrier panels
Maximum structure height of approximately 21’
A. Contractor Minimum Qualifications
Bidder shall provide a resume demonstrating a minimum of five (5) years of experience in the
manufacturing and installation of commercial aquatic play structures of similar size and scope. Bidder
shall also provide the contact information of three (3) previous clients on projects of similar size and scope
of that described in this RFP to include:

B. General Scope of Work
1. Contractor shall be responsible for furnishing all labor, materials, equipment, and supervision
necessary to successfully complete the following:
a. Demolition & Removal/Disposal: Contractor’s price shall be inclusive of all costs
associated with the complete demolition, removal, and lawful disposal of the existing
play structure and its components.
b. Concrete Site Work: Contractor shall augment the existing 6-inch concrete pad to
achieve a final, minimum thickness of 12 inches. All concrete work must meet or exceed
industry standards.
c. Plaster Repair: Contractor shall replaster any areas of the pool shell affected by the
demolition or installation, as needed. All plaster repairs shall use Diamond-Brite or a
pre-approved equivalent matching the existing finish.
d. Installation: Contractor shall complete assembly, anchoring, and installation of the new
aquatic play structure per all approved shop drawings and manufacturer specifications.
e. Utility Connection: Contractor shall provide all final plumbing connections for the

structure. The structure shall be supplied by a separate, dedicated 25hp motor and pump
(yielding 1515 GPM) which is separate from the pool’s recirculating system.
f. Testing & Commissioning: Upon completion, Contractor shall test the full system,
balance water flow to all features, and commission the structure for full operation,
ensuring all components function as designed.
g. Site Access & Maintenance: Contractor shall maintain a clean and safe work site,
removing debris daily and provide appropriate barriers, signage and fall protection, as
needed, during all phases of construction. Access to all facility entrances, stairs, and
elevators shall be maintained and available for public use.
h. Schedule: Contractor shall provide a written, two-week look-ahead schedule to the
Director of Parks and Recreation (or their designated contact) each Thursday by 4:30 pm.
Work shall be performed during WARF’s regular, operating hours which are:
5:00 am – 8:30 pm Monday – Friday; and
8:00 am – 6:00 pm Saturday & Sunday.
Requests to work outside these prescribed timeframes shall be submitted in writing to the
Director of Parks and Recreation a minimum of 72 hours prior and must be approved by
the Town Manager.
i. Materials: Contractor shall submit all materials for review to the Director of Parks and
Recreation (or their designated contact) prior to ordering.
C. Technical and Material Specifications
1. General Construction:
a. Anchoring: Structure must be anchored with a minimum 6-inch embedment for all
anchoring bolts.
b. Safety & Finish: All edges shall be machined to a rounded edge. All welds shall be
smoothed, watertight, and factory pressure tested. Water spray nozzles shall be designed
to prevent any protrusion or recess.
c. Access: The structure shall have a locking device to allow authorized access to valves
located underneath the deck.
2. Structural Components:
a. Tubing: Structural tubing shall be Type 316/316L stainless steel pipes, Schedule 10
minimum, and highly resistant to corrosive environments.
b. Support Posts: Main support posts shall be made of 4.5” (11.4cm) stainless steel pipe.
3. Deck & Stairs:
a. Material: All decks and stairs shall be constructed from 12 GA (.105” [2.6mm])
minimum 304/304L stainless steel sheet, perforated for drainage.
b. Coating: Deck and stair protective coating shall integrate an anti-skid surface suitable
for use by bare feet.
4. Coatings & Finishes:
a. Powder Coating: All stainless steel parts (except as noted) shall be coated with a super
durable grade heat-cured polyester powder coating. This coating must offer superior UV,
gloss, and chemical resistance suitable for high-traffic, corrosive aquatic environments.
5. Barriers & Safety Netting:
a. Panels: Barrier panels shall be constructed from highly resistant and durable
polycarbonate material, ½” (12mm) thick minimum.
b. Panel Features: Material shall be UV-treated, see-through (clear or with transparent
colored graphics), and designed to prevent climbing.
c. Below-Deck Barriers: Where insufficient head clearance exists to circulate underneath,
see-through barriers constructed from highly resistant and durable polycarbonate

material shall be installed to prevent access.
d. Waterslide Netting: Waterslides without sufficient head clearance shall be blocked off
with netting. The netting shall be a black polyester netting with 2” (50mm) mesh
openings.
6. Fiberglass Waterslides:
a. Waterslides: The Town is seeking to install two (2) of any of the following three (3)
waterslide options:
1. 22-inch (55.9 cm) Kiddie Slide(s);
2. 30.75-inch (78.1 cm) Open Flume Slide(s); or
3. 31.6-inch (80.2 cm) Closed Flume Slide section(s).
b. Manufacturing: All sections shall be manufactured with an open mold hand lay-up
process using high-quality isophthalic polyester colored gelcoat and a polyester resin
system. Fiberglass reinforcements shall be “E” glass type.
c. Standards: Standard flume sections shall comply with minimum material requirements
of Advancing Standards Transforming Markets (“ASTM”) F2376.
d. Finish: The interior (riding surface) shall have a minimum 0.018 to 0.20-inch (0.45 to
0.50 mm) gelcoat thickness with a 600-grit smooth finish. Exterior faces shall be coated
with a color urethane UV protective coating.
7. Feature Components:
a. Nozzles: Nozzles shall be manufactured from lead-free brass, 316/316L stainless steel,
and/or ultra-high molecular weight polyethylene (“UHMW”). Materials must be highly
resistant to UV, water, and corrosive environments and be exempt from hazardous
substances.
b. Toe Guards: Toe guards shall be constructed of a flexible, colored, and slip-resistant
thermo-elastomer material. The material shall be highly resistant to UV and chemicals
and shall cover all anchoring hardware to prevent pinch points and protrusions.
c. Hardware: All mounting and assembly hardware shall be made of high-corrosion-
resistance 316/316L stainless steel grade.
D. Aesthetics
Final theme, colors, and any transparent graphic selections for the structure shall be chosen by the Director
of Parks and Recreation from the awarded Contractor’s available options.
E. Submittals, Deliverables, and Warranties
1. Submittals:
a. Contractor shall provide complete shop drawings for review and approval by the facility
before any fabrication begins.
2. Project Deliverables:
a. Contractor shall provide two (2) complete sets of Operating and Maintenance (“O&M”)
manuals for the structure and all components.
b. Contractor shall provide comprehensive on-site staff training for the facility’s
maintenance and operations team, covering operation, safety procedures, and routine
maintenance.
3. Warranties:
a. Contractor shall provide a minimum warranty for all components, to include:
1. 10 Years: structural components
2. 5 Years: coatings and finishes
3. 2 Years: moving parts and nozzles

III. SPECIAL TERMS AND CONDITIONS
The following Special Terms and Conditions shall govern this procurement:
1. The Contract shall consist of this Invitation for Bid, incorporating the General Terms and Conditions
attached as EXHIBIT B; any Special Terms and Conditions, Exhibits, Appendices, Addenda, Plans,
Specifications, and Attachments hereto; the bid submitted by the awarded Contractor; and a purchase
order issued by the Town.
2. Prices shall be submitted on EXHIBIT A. Bidder’s bid shall be firm and not subject to increase during
the term of any contractual agreement arising between the Town and the successful Contractor as a
result of this IFB. Fees quoted shall be inclusive of all work to be accomplished by the Contractor
under this IFB. The Town of Warrenton will not pay for travel time, travel costs, lodging, vehicle
rentals, or other related costs. These items are to be considered Contractor’s overhead and included
in the price quoted.
3. Bids shall be binding for 60 days following the closing date.
4. As-Builts, Specs, and reference photographs of the current site are attached hereto as
ATTACHMENT 1.
5. All work shall conform to the Town of Warrenton Public Facilities Manual (“PFM”) and the Virginia
Work Area Protection Manual. Any work area not conforming to these specifications is subject to be
shut down by the Town’s Director of Parks and Recreation.
6. Contractor shall be responsible for keeping the work area clean and all materials and debris not
intended for work shall be promptly removed. Any removed material shall be loaded at the time of
removal and transported off site for disposal. Disposal is the responsibility of the Contractor.
7. All work shall carry at least a one (1) year warranty on individual products that will continue to be
warranted for two (2) years after project completion. Contractor shall repair any deficiency within
two (2) weeks from a written notice by the Town at no cost to the Town.
8. Utilities: Contractor shall notify the Town in advance of commencing work thereon, and in the event
of the necessity of disrupting any utility or other services (such as, but not limited to, electricity, gas,
water, sewage disposal, internet, etc.), the Contractor shall notify the appropriate official in charge of
such utility or other services and arrange for the disruption and restoration of such service in a manner
which will result in a minimum of inconvenience to the parties concerned. Notification must be given
at least 72 hours in advance of any utility disruption.
i. Underground utility locations are not all shown and if so, are approximate. Contractor is
required and responsible to coordinate with Miss Utility of Virginia prior to any excavation
work. Contractor shall field verify the vertical and horizontal locations of all existing
utilities at least 48 hours prior to excavation. Differences shall be reported to the Town
immediately.
9. Storage: Storage lay down areas shall minimize impact to operations of the WARF and shall not spill
over to adjacent private properties. Special care shall be taken not to damage any existing items or
prevent access to any private property and pedestrian trail. All storage areas shall be returned to
