ADVERTISEMENT FOR BIDDERS
The Town of New Canaan is seeking sealed bids from qualified apparatus vendors for
the construction of a new pumper.
Proposals must be received at the Fire Department by 12:30 pm on Thursday, March 28,
2024 (the “Submission Deadline”). Proposals received after the Submission Deadline will
not be considered.
The bid package for the Fire Department Pumper Truck may be requested from the
website:

Questions regarding this Bid are to be submitted in writing via email to Albe Bassett, Fire
Chief at email albert.bassett@newcanaanct.gov no later than 10:00 am on Friday,
March 8, 2024. A pre-bid conference will also be offered on March 8, 2024, at 10:00 am

It is the respondent’s responsibility to check the website for any addendum that may have
been issued for this bid.

No member, officer, or employee of the Town, or member of a local public agency having
jurisdiction within the Town, during his or her tenure or one year thereafter, shall be
permitted to share in, have interest in, or benefit from, directly or indirectly, any contract
or agreement resulting from this bid.
The Town shall not be responsible for any expenses incurred by the organization in
preparing and submitting a proposal.
The Town reserves the right to reject any and all bids or any part thereof, to waive
defects in the same, or to accept any proposal or any part thereof deemed to be in the
best interest of the Town of New Canaan, Connecticut.
All bidders are requested to note that the award of this Contract is subject to the
following conditions and contingencies:
1) The approval of such governmental agencies as may be required by law.
2) The appropriation of adequate funds by the proper agencies.

1. INTENT OF SPECIFICATIONS
1.1. The intent of these specifications is to cover the furnishing and
delivery of a complete fire apparatus. These specifications cover the
requirements as to the type of construction and tests to which the
apparatus shall conform, together with certain details as to finish,
equipment and appliances with which the successful bidder shall
conform. Minor details of construction and materials, which are not
otherwise specified, are left to the discretion of the supplier. The
manufacturer shall provide loose equipment only when specified in
these specifications; in accordance with the current edition of NFPA
1901 standards.
1.2. Bids shall only be considered from companies that have an established
reputation for ethical and responsible business practices in the field of
fire apparatus construction. Bidders must maintain dedicated service
facilities for the repair and service of products. Evidence of service
facilities shall be included in the bidder’s proposal.
1.3. Each bidder shall furnish satisfactory evidence of its ability to
construct the apparatus specified and shall state the location of the
factory where the apparatus is to be built. The bidder shall also show
that the company is in position to render prompt service and to furnish
replacement parts within reasonable timeframes
2. Instructions to Bidders
2.1. Bid to be submitted in a sealed envelope with the name of the bidder
and entitled “FIRE DEPARTMENT – PUMPER TRUCK”, New
Canaan Fire Department 60 Main Street New Canaan, Ct 06840. Bids
will be accepted until Thursday, March 28, 2024 at 12:30 PM (the
Submission Deadline”). Bids submitted after the Submission
Deadline will not be considered.
2.2. These specifications are intended to set a standard of performance and
quality for the apparatus described. Manufacturers of similar
equipment that may deviate from the specifications will be required to
list those items which do not conform to these written specifications
and include explanations describing why the proposed substitutions are
equal or superior to the equipment herein described. Bidders are
encouraged to submit alternatives describing similar equipment which
in the judgment of the bidder may satisfy the needs of the Town of
New Canaan and where special pricing may be available because a unit
is in stock, etc. Alternatives must be described in detail with price.

2.3. These are minimum specifications acceptable and all bidders must
meet these requirements or equal.

2.4. Bid proposals to be typewritten and follow the format described below.
An electronic version in MS Word or PDF format shall also be
provided.
2.5. Full detailed specifications, brochures, (i.e. engine, transmission, etc.)
Scaled drawings (D-size, / full size) of the specific apparatus being
proposed shall be submitted with the bid, with a PDF copy. These
drawings shall show the following minimum views; front view, street
side view, curb side view, rear view top view, detailed pump panels
(including all gages and controls) and the turning radius and departure
angle. Drawings of similar or demo units shall not be permitted.
Bidders should be clear that this provision is requiring a scale drawing
of the truck that is actually being bid. The drawings shall be accurate.
Failure to comply with this requirement shall be grounds for rejection
of the bid.
2.6. Bid proposal shall include a height, length, width, weight analysis.
2.7. Bidder shall state the delivery time in calendar days.
2.8. Bidder shall supply a complete set of warranty documents
2.9. The Town of New Canaan reserves the right to reject any or all bids, to
waive any defects and informality in the bidding or in any bid or to
accept the bid which in its judgment will be in the best interest of the
Town of New Canaan whether or not the bid is the lowest price. The
Town reserves the right to reject any or all bids deemed to be
unresponsive. The Town reserves the right to cancel this RFP before
or after bid-opening and to issue a new RFP with revised
specifications.
2.10. Bidders may enhance these specifications with options to
improve reliability, durability and performance of the apparatus. These
enhancements shall be detailed in the bid.
2.11. If the proposal is made by a partnership or corporation, the name
and address of the partnership or corporation shall be indicated
together with the names and addresses of the partners or senior
officers. If the proposal is made by a partnership, it must be
acknowledged by the partners. If the proposal is made by a
corporation, it must be acknowledged by the senior officers.
2.12. The Bidder may withdraw any proposal prior to the Submission
Deadline or authorized postponement thereof, provided the bidder's
request for the withdrawal is delivered to the Fire Department before

the bids are opened. No Bidder may withdraw its bid within ninety (90)
days after date of opening thereof.
2.13. At the time of the opening of the bids, each Bidder will be
presumed to have bid to these specifications and to have read and be
thoroughly familiar with these instructions to bidders and
specifications no allowance will be made for failure to have done so.
2.14. The Town may make such investigations as it deems necessary
to determine the ability of the bidder to perform the work and the
bidder shall furnish to the Town all such information and data for this
purpose as the Town may request. The Town reserves the right to
reject any proposal if the evidence submitted by or investigation of
such bidder fails to satisfy the Town that the bidder is properly
qualified to carry out the obligations of the contract and to complete
the work contemplated therein, or has previously failed to properly
perform or complete on time any contract.
2.15. Purchases made by the Town of New Canaan are exempt from
payment of Federal Taxes and Connecticut Sales and Use Taxes. Such
taxes must not be included in the bid price.
2.16. A letter of acceptance signed by an official of the Town of New
Canaan will be mailed to the successful bidder at the address shown on
the bid. The successful bidder will be required to sign a contract
describing the terms and conditions of the purchase. Upon receipt of
the acceptance letter, the successful bidder will contact the designated
Town official to arrange a meeting to sign the contract. The contract
must be signed by an authorized officer of the manufacturer. Signature
by a sales agent, dealer or distributor is not acceptable.
2.17. Bidders must disclose in their bids the proposed payment terms
(i. e., percentage of price due upon contract signing, at commencement
or completion of construction and upon delivery and completion of
testing / acceptance). Preference will be given to bids that provide for
a significant final payment due upon completion of testing and
acceptance by New Canaan Fire Department personnel in New Canaan,
Connecticut. Any conditional award to a bidder that presents a
contract the payment terms of which are different than the payment
terms disclosed in the bid will be subject to rescission.
2.18. Bidders must disclose in their bids whether or not the terms of
their proposed contracts will include a clause or provision allowing for
an increase in the quoted price due to supply chain disruptions,
material shortages, inflation or any other contingency. If the terms of a
bidder’s proposed contract will include any such price contingencies,
full disclosure of the contingency or contingencies shall be included in

without such contingencies. Any conditional award to a bidder that
fails to disclose a pricing contingency in its bid will be subject to
rescission. Bids that provide that the quoted price may be increased in
the event of a change order are acceptable, provided that the change
order is proposed by the New Canaan Fire Department or, if proposed
by the bidder, accepted in writing by the New Canaan Fire Department.
2.19. Bidders must disclose the number of calendar days within which
the apparatus will be delivered to the New Canaan Fire Department
(the “Days to Delivery”). Any conditional award to a bidder that
presents a contract with Days to Delivery greater than the Days to
Delivery in its bid will be subject to rescission.
3. CODE OF ETHICS
3.1. Each party that submits a bid in response to this RFP or enters into a
contract with the Town of New Canaan, including the Board of
Education (collectively, the "Town") arising out of this RFP certifies
that no payment, gift or thing of value of any kind was given or
promised to or received by any person holding office or employment
with the Town for the purpose of gaining acceptance of its bid or
securing a contract. A false certification pursuant to this Section 3.1
shall void any bid and be deemed a material breach of any contract
arising out of this RFP.
4. PRE-BID CONFERENCE
4.1. A pre-bid conference will be conducted at the New Canaan Fire
Department 60 Main Street New Canaan, CT 06840 on Friday, March
8, 2024 at 10:00 AM.
5. QUALITY AND WORKMANSHIP
5.1. The design of the apparatus shall embody the latest approved
automotive engineering practices. The workmanship shall be of high
quality in its respective field. Special consideration shall be given to
the following points: accessibility of the various units which require
periodic maintenance; ease of operation including both pumping and
driving. Construction shall be rugged and ample safety factors shall be
provided to carry the loads specified and to meet on road requirements
and speed conditions as set forth under Performance Tests and
Requirements. Welding shall not be employed in the assembly of the
apparatus in a manner that shall prevent the ready removal of any
component part for service or repair.
