The purpose of amendment 0003 is to provide responses to industry inquiries.

The Statement of Work has been revised as Attachment 1 - Statement of Work, 1305M326Q0455, Revision 2.

The following response is provided to industry inquiries:

a) Amendment 0002, SOW Revision 1 strikes through the detailed central-chiller replacement item, while retaining references to a new HVAC chiller. Please confirm whether replacement of the existing central chiller is required in the base quotation. If so, may we propose a like-kind chiller from a manufacturer other than Daikin, provided it meets all applicable capacity, performance, controls, and connection requirements?

Government Response: No, replacement of the existing central chiller is not required in the quote.

The quote due date of September 29, 2026 at 1000 Eastern remains unchanged.

Please review the amended RFQ in its entirety. An acknowledgment of the amended RFQ is required with quote submission.

The purpose of amendment 0001 is to extend the Date Offers Due to September 29, 2026 at 1000 Eastern.

1. This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.


2. Solicitation number 1305M326Q0455 is issued as a request for quotation (RFQ) for the HVAC and BAS Controls Upgrade Project in support of the Atlantic Oceanographic and Meteorological Laboratory (AOML) located in Virginia Key, FL.


3. This acquisition is 100% set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


4. A list of line-item numbers can be found in the Standard Form 1449 within the attachment labeled RFQ (CSS) 1305M326Q0455.


5. Description of requirements for the items to be acquired can be found in the attachment labeled Attachment 1 – Statement of Work (SOW).
