Description:

It is the City of Williamsburg’s (CITY) intent that this Request for Proposal (RFP) for annual services for removal trimming for the CITY to encourage fair competition. It shall be the Offeror’s responsibility to advise the CITY’s Public Works & Utilities Director in writing if any language, requirement, specification, etc. or any combination thereof, inadvertently restricts or limits the requirements stated in this RFP to a single source. The Public Works & Utilities Director must receive such notification not later than five (5) business days after solicitation release date.


The purpose of this RFP is to enter into a contract with a contractor to perform tree removal services around the CITY.  The term of the contract shall be one (1) year with up to an additional three (3) years of continued service that is mutually agreed upon by both parties. Performance and Payment Bonds will not be required for this contract.  Insurance and endorsements will be required.

Qualifications:
Any Offeror wishing to submit a proposal and be considered for this solicitation shall have had a minimum of five (5) years of successful experience in providing these services. The contractor shall provide examples of other similar contracts and/or construction work to the CITY as part of their RFP submittal.

All work/activities shall conform to all federal, state, and local safety rules, regulations, and standards, including ISA, OSHA, ANSI A300, and ANSI Z133.


Special Requirements:
XI.        CONTRACTOR’S RESPONSIBILITIES
1.        Contractor shall furnish all labor, equipment, tools, and transportation for proper removal services.
2.        Comply with the contract documents executed between the contractor and the CITY.
3.        Provide a task order based on the locations provided by the CITY using items and costs identified in the fee schedule.
4.        Comply with all traffic and safety rules, regulations, laws, and standards. This includes safety apparel and equipment. Contractor shall provide and employees shall wear all safety apparel and utilize safety equipment in accordance with OSHA and ANSI Z133 standards.
5.        Contractor shall be responsible for all permits and fees; all City fees shall be waived, disposal and other non-City fees shall be borne by the Contractor.
6.        Complete all items in each task ordered approved by a CITY purchase order to the satisfaction of the CITY.
7.        Contractor will be responsible for repairing any damage observed by City staff to City improvements including, but not limited to, curb & gutter, signs and/or posts, pavement, utilities such as valve boxes, structures, and meters. Repair and/or replacement shall be completed by the Contractor at no cost to the City.
8.        Contractor is responsible for the removal and disposal of all debris generated by the contracted work.
9.        Contractor shall ensure removals shall be flush cut to the existing ground.
10.        Tree removal necessary for felled intact will be determined on a case-by-cases basis as determined by the City’s Landscape Superintendent and has received written authorization to do so.
11.        Contractor shall be able to provide services within twenty-four (24) hours of a call or request for services. Contractor shall provide contact information for emergency purposes and be able to supply a crew no later than two (2) hours after being notified of an emergency request/call.
