Overview

Summary

The City is seeking responsible contractors to provide Pump Services on an as-needed basis according to the terms, conditions, and specifications of this Request for Proposal (“RFP”). The agreement resulting from this RFP shall be firm and valid beginning October 1, 2026, through September 30, 2027, with four (4), one (1) year renewal options.

The City's intent is to award this RFP to two (2) contractors: a Primary Contractor, the highest-rank respondent, and a Secondary Contractor, the second-ranked respondent. The Primary Contractor will be responsible for performing all tasks specified herein and will be the primary Contractor for Pump Services. The secondary Contractor may be engaged in the following situations:

  1. If the Primary Contractor is unable to provide rental services of equipment for the primary use pumping concrete and flow-fill within the timeframe specified by the City;
  2. If the City deems the rates submitted by the Primary Contractor for rental services of equipment unreasonable in regard to price, timeframe;
  3. If the Primary Contractor is not fulfilling its obligations under this agreement; or
  4. To obtain more competitive rates for larger assignments.

The City retains the right to request rates for pumping services of equipment from both the Primary and the Secondary Contractors and award the project to the contractor that offers the lowest price and an acceptable solution, or to obtain services for work not covered in this solicitation separately.

All qualified bidders are invited to respond to this RFP by submitting a proposal consistent with the terms, conditions, and specifications stated herein.
