Any questions or comments concerning the bid requirements must be brought to the attention

All bidders shall furnish a five percent (5%) bid bond on any contract exceeding !;30, 000. 00 :
provided that bonding is available for services, equipment or materials. Bid bond will be
accepted in the form of a certified check, cashier's check, or postal money order, etc.
Out of State Corporations shall furnish a Certificate of Authority to transact business in
the State of Alabama. Out of State limited liability companies shall furnish proof of
registration to transact business in this state. Alabama law requires that a successful
bidder, if it has employees in the State of Alabama, provide proof of enrollment in E-
Verify prior to the award of a contract. (See enclosed notice which must be completed,

TERM OF AGREEMENT:
1. Tetm of tl'iis Agreement shall coini'nence on the date of wi:itten Notice to Proceed, issued by
the County and ending on September 30, 2029.
COMPENSATION:
1 . Monthly Fee :The Servic eConttactoi: a@ee sto charge ,and the County agree sto pay the
monthly fee as deterinined by the agreed amount pricing as present on the Bid Form fot the
term of the contract, foi: the tequired monthly janitorial ser'vices. Seiv'ce Conttactor shall bill
monthly foi: services rendeted the pi:eceding month. All invoices subinitted sliall consist of an
original and clearly refetence tlie Bid Numbet and a sufficient desctiption to identify seiices
for whicli payment is tequested.
2. Under Consttuction: When a i:oom(s) or ai:ea(s) is under consttuction, beiiig i:emodeled, or
otheiise taken out of sei-vice, fot moi:e than Thii:ty (30) continuous calendar days, Seivice
Contractor shall be i:elieved of all or pai:t of the contract obligations for the atea designated.
As the Ser'vice Contractor will not be perforining full service on those ai:eas, the monthly
payments will be i:educed by ffie actual number of square footage that is taken out of sei'vice.
3. Present Billing Rates: Any woi:k not coveted by the Scope of Woi:k of the conttact shall be
billed at the Serice Conti:actor's Additional Rates as desctibed in tlie Bid Foi:m, all additional
seiices will be invoiced sepatately fi:om the monthly invoice.
4. Special and Emergency Event Ser-vices: At the request of tlie Mobile County Coininission's
Seiice Contract Adininisti:atot, Special Event Sei'ices and Emergency Event Seiices will be
invoiced pei: the Additional Rates as described in the attaclied Bid Foi:m. All Invoices fot
special and emergency sei'vices shall include the following attaclu'nents: Synopsis of hours
worked, list of employees names (last names oi'ily), Name and Date(s) of event, Location, and
attach email authorizat'on. No daii'n foi: Work furnished by the Sei'vice Conttactor not
specifically pi:ovided foi: lierein shall be paid by Mobile County Coininission.
INoUIRIES:
1. Questions i:egai:ding tl'ffls ptoject should be directed to the Sei'vice Contract Adrninisttatot at
jamila.carter@mobilecountyal.gov no later than Tbtee (3) business days piioi: to the bid opening.
Responses to questions may be liandled as an addendum if the tesponse provides claiification to
the requirements of the bid. All such addenda shan become part of the conttact documents.

FAMILIARITY WITH THE WORK
1. The Se.i'vice Contractoi:, by subi'nitting a bid, acla'iowledges full understanding of the extent and
cliatacter of the wotk tequited and the conditions sui:rounding the perfoimance theteof. The
County will not be responsible for any inisunderstanding of the work to be futnished or
completed, ot any of the condit'ons sui:rounding the perforinance thereof. It is understood that
execution of the Agreement by the Ser'vice Conttactor sei'ves as the stated coi'ninitment
to fulfill all requii:ements and conditions referi:ed to in this Agi:eement.
MANDATORY PRE-BID CONFERENCE AND SITE VISIT
1. All ptospective biddei:s shall have a repi:esentative present at a MANDATORY Pie-bid
Confetence that will be lield on Monday, July 13, 2026 ,at l:OOp.m .on site at the Mobile
County Sheriff's Office Noi:thside Substation, 10121 Moffett Road, Seini'nes, AL 36575. Any
Sei'vice Conttactors not having a tepresentative at this meeting will be disqualified ftom
bidding on this project.
INSURANCE REOUIREMENTS
1. Service Conttactor, at its sole expense, shall obtain and maintain in full force the fonowing
insurance to pi:otect tlie Setvice Conttactot and the Mobile County Coininission (MCC) at
litnits and covei:ages specified hei:ein. These limits and coverages specified are the rniniinum to
be maintained and are not intended to repi:esent the cottect iiisurance needed to fully and
adequately ptotect the Setvice Contractor. If requested by MCC, Ser'vice Contractor will
provide copies of policies within 10 days of request.
2. All insurance sliaLl be provided by insurets licensed to conduct business in the State of
Alabama and shall have a ininiinum A.M. Best rating of A- VII and must be acceptable to
MCC. Self-insuted plans and/ ot group funds not having an A.M. Best rating must be
subinitted to MCC for prior appi:oval.
NO WORK IS TO BE PERFORMED UNTIL PROOF OF COMPLIANCE WITH
THE INSURANCE REQUIREMENTS HAS BEEN RECEIVED BY MCC.

ISO Fotms CG 20 07 04 and CG 20 37007 04 oi: a comparable foi:m that is no more
i:estrictive sliall be tequited. The additional Insui:ed form MUST include the current
Operations and Products/Completed Operations of each conttactor. The narning of
the additional insured does not obligate the additional insuted to pay any premiums
due.
Aggregate liinits to be on a "pei: pi:oject" basis.
c. Automobile Liability
Covering an Owned, Non-Owned, and Hited vehicles with a Combined single liinit
(bodily injui7 and property damage combiiied) of $1,000,000 each accident .The
policy shall name MCC as an Additional Insured.
d. Certificate of Insutance
A Cettificate of Insurance evidencing the above minii'num requii'ements must be
pi:ovided to and accepted by MCC, PRIOR to coini'nencement of any wotk on the
contract. Each policy sliall be endoi:sed to ptovide Tl'iirty (30) days prior wtitten notice
of cancellation to the MCC.
CANCELLATION PROCEDURE
1. The Service Conttactor shall be notified iii wtiting of any problems pertaining to the
pei:fotmance of the janitorial sei'vices. Tl'iis notification will be written by the County's
Sei'vice Contract Adininistrator as specified in the Agreement. A follow up lettei: will come
from the Directot of Facilities and Maintenance. If no satisfactory cottections ai:e t'nade by
the Sei'vice Contractoi: witl'm Ten (10) working days, Mobile County Coinmission may, at its
discretion, cancel the Agreement iininediately. If terininated, the Seiice Contractor will be
removed fi:om the bid list. Cancellation pi:ocedures will be strictly enforced.
2. The Seivice Conttactoi: and/ot the County may cancel the conttact by giving wtitten notice
of such, no less than Thirty (30) calendai: days, notice of intent to cancel the conttact. If the
Sei'vice Contractor initiates the cancelation, the Ser-vice Conttactor must also fotfeit Fifty
Percent (50o/o) of the charge fot janitorial sei'vice for theit last complete month of sei'vice. In
the event of cancenation by either party, proration of the custodial chai:ge will be based on a
Thirty (30) day month.

MISCELLANEOUS PROVISIONS
1. Indemnify: To the fullest extent perinitted by law, the Service Contractor shall indetnnify
and hold harinless the County, and its agents and employees from and against all daii'ns,
damages, losses and expenses, including, but not limited to, attoi:neys' fees atising out of
oi: i:esulting from the perfotmance of the Work.
2. Subcontractors: Tlie Ser'vice Contractor shall not employ Subconttactots without the
express written permission of the County.
3. Uniforms: Sei'vice Conttactoi:'s employees ate tequired to weai: a unifoi:m or some type
garment that will identi$ employees wotking for the company while on the pternises.
4. Conduct: The Setvice Contractor shall require employees to comply with any and all
instructions pettaining to conduct and building regulations issued by Ser-vice Contract
Adininistratot and Court Police Officers, if applicable. Tlie Sersrice Conttactot shall
ptoliibit their employees frot'n the following: distui:bing papei:s on desks; openiixg desk
drawets; opening file drawei:s or on any fui:nitute; usiiig telephones oi: office equipment;
stealing/taking County pi:opei:ty or personal property; using illegal drugs, alcohol, or
other prohibited substances; being under the influence of illegal drugs oi: alcohol while on
County property; carrying or using guns, knives, oi: other dangerous weapons; and/ot
unplugging computers oi: othei: equipment. Due to the secui:ity natute of the Mobile
Countr Shetiff' s Office Noi:thside Substation, Ser'vice Conttactor's et'nployees shall be issued
County issued identification security cards, if applicable. The County shall i:eser've the right
to have any Service Conttactot's personnel removed, relocated, and/oi: bai:red from access
to the Mobile County ShetifFs Office Noi:thside Substation at any tii'ne. Sei'vice Contractor
shall teplace the employee iini'nediately upon notification by the Service Conttact
Adininisttator. Tlie Sei'vice Conttactor's personnel shall iini'nediately return the County
issued identification security cai:d, if applicable.
5. Ci:iininal Record Check: Sei'vice Conttactoi: shall obtain ci:iininal backgi:ound checks, at its
expense, on all petsonnel at the statt of this contract or upon employment. The criminal
background check is to include fedetal, state, and local including any location that the
employee has resided within the past Five (5) years. Ten (10) days pi:iot to the statt of
woi:k, Service Contractoi: shall provide Service Conti:act Administtatot with
documentation illusttating background checks have been successfully cot'npleted. No
employee will be allowed to wotk at the Mobile County Shetiff's Office Northside
Substation that has a criininal record/histoi7 fot the past Five (5 )years ,if applicable.
6. Qualifications of Employees: A fully qualified, and ttaiiied for theit specific duties,
workforce shall be on-boai:d by the end of the first Thirty (30) days of the conttact, and
shall be maintained thtoughout the period of the conttact.
7. All employees assigned by the Service Contractor to petform the work under this contract
shall be physically able to do their assigned work, and shall be in good liealth. It shall be
the Service Contractor's responsibilit5r to ensure that all employees meet the physical
standards needed to perform tlie work assigned. All personnel employed by the Service
Contractor sliall be trained and expei:ienced, qualified in this type of work, and fully awate
of their responsibilities and duties.

8. Supervision of Employees: Service Conti:actot sliall at all times provide adequate on-site
supei'vision (ininimum of One (1) supei'visot/lead custodian per shift) of employees to
ensute complete and satisfactor7 performance of all woi:k iii accordance with the
Agreement. Tlie Ser'vice Coiitractor's site supei-visot shan be available on-site at all times
wlien the work is being petfotmed. The Serv'ce Conttactoi:'s super'visoi:s shall be fully and
adequately ttained, with a inii'iimum of Two (2) years of expeiience in cleaning superv'sion,
sufficient in scope to meet the apptoval of the Service Conttact Administratot.
9. Contractoi: Qualifications: Service Conttactor must have been in business at least Seven (7)
consecutive yeai:s. Sei'vice Conttactot shall provide refetences to recent janitoiial sei'vice
experience in buildings equivalent to appi:oxii'nately 2,643 sq. ft. Failute to ptovide evidence
of at least Seven (7) consecut've years in business or refetences will be cause to reject bid.
