the Mobile County Commission, Mobile, Alabama, will receive bids on the following items:
ANNUAL JMITORIAL SERVICES FOR MOBILE COUNTY SHERIFF'S OFFICE SOUTHSIDE StJBSTATION
LOCATED AT 5808 U.S. HWY 90W SUITE A THEODORE, AL 36582 AS PER ATTACHED SPECIFICATIONS:
NOTE: PRICES MUST REMAIN FIRM FROM OCTOBER 1, 2026, THROUGH SEPTEMBER 30, 2029.
Any questions or comments concerning the bid requirements must be brought to the attention

forever waived.
All bidders shall furnish a five percent (5%) bid bond on any contract exceeding !730, 000. 00 :
provided that bonding is available for services, equipment or materials. Bid bond will be
accepted in the form of a certified check, cashier' s check, or postal money order, etc.
Out of State Corporations shall furnish a Certificate of Authority to transact business in
the State of Alabama. Out of State limited liability companies shall furnish proof of
registration to transact business in this state. Alabama law requires that a successful
bidder, if it has employees in the State of Alabama, provide proof of enrollment in E-
Verify prior to the award of a contract. (See enclosed notice which must be completed,
signed and returned with your bid. )

TERM OF AGREEMENT:
1. Tetm of tl'ffls Agreement sliall coininence on the date of written Notice to P.toceed, issued by
the County and ending on September 30, 2029.
COMPENSATION:
1. Monthly Fee: The Seivice Contractor agrees to cl'iarge, and the County agi:ees to pay the
monthly fee as deterinined by the agteed amount pticing as present on the Bid Form foi: the
term of the contract, for the required monthly janitorial sei'vices. Service Conttactor shan bill
monthly for serices i:endered the pi:eceding month. All invoices subinitted shall consist of an
oi:iginal and clearly tefe.tei'ice the Bid Nut'nber and a sufficient desctiption to identify seiices
for which payment is requested.
2. Undei: Consttuction: When a room(s) ot atea(s) is undei: construction, being remodeled, or
otherwise taken out of seivice, for moi:e than Thirty (30) continuous calendat days, Seiv'ce
Contractor shall be i:elieved of all or part of the contract obligations fot the ai:ea designated.
As the Serv'ce Conttactoi: will not be perforining full service on those ai:eas, the monthly
payments will be reduced by the actual number of square footage that is taken out of sei'vice.
3. Ptesent Billing Rates: Any work not covei:ed by the Scope of Wotk of the conttact shall be
billed at the Ser'vice Conti:actor's Additional Rates as described in the Bid Fort'n, an additional
sei'vices will be invoiced separately ftom the monthly invoice.
4. Special and Emergency Event Ser'vices: At the tequest of the Mobile County Coinmission's
Seivice Contract Adininistrator, Special Event Ser-vices and Emergency Event Services will be
iiivoiced per the Additional Rates as desci:ibed in the attached Bid Form. A11 Invoices for
special and emergency seivices sliall include the following attachi'nents: Synopsis of houi:s
worked, list of employees names (last names only), Name and Date(s) of event, Location, and
attach email authorization. No claiin for Work furnished by the Service Contractor not
specifically provided fot lietein shan be paid by Mobile County Coinmission.

Responses to quest'ons may be handled as an addendum if the i:esponse provides claiificat'on to
the requii:ements of the bid. All such addenda shall become patt of the conttact docut'nents.

FAMILIARITY WITH THE WORK
1. The Seivice Conttactot, by subinitt'ng a bid, acknowledges full understanding of the extent and
character of the work i:equited and the conditions surrounding the pei'foi'i'nance thereof. The
County will not be tesponsible foi: any inisundetstanding of the wotk to be furnislied ot
completed, or any of the conditions sur.toundiiig the petfori'nance thereof. It is undei:stood that
execut'on of the Agreement by the Sei-vice Conuactot set-ves as the stated cominitment
to fulfill all tequirements and conditions referred to ii'i this Agi'eement.
MANDATORY PRE-BID CONFERENCE AND SITE VISIT
1. All prospective bidders shall have a i:epi:esentative ptesent at a MANDATORY Pre-bid
Conference that will be lield on Monday, July 13, 2026 ,at 10:00 a.m. on site at the Mobile
County Shetiff's Office Southside Substation, 5808 US Hwy 90 W, Suite A, Tlieodore, Al-
36582. Any Sei'vice Conttactors not liaviiig a reptesentative at this meeting will be disqualified
fi:om bidding on this project.
INSURANCE REOUIREMENTS
1. Service Conti:actor, at its sole expense, sliall obtain and maintain in full fotce the following
insurance to protect tlie Ser'vice Conti:actor and the Mobile County Commission (MCC) at
liinits and coverage specified hetein. These liinits and covetages specified ai:e tlie rninii'num to
be maintained and ate not intended to i:eptesent the cortect insui:ance needed to fully and
adequately protect tlie Service Contractor. If requested by MCC, Setvice Contractor will
provide copies of policies witliin 10 days of request.
2. All insurance shall be provided by insurers licensed to conduct business in the State of
Alabama and shall have a minii'num A.M. Best rating of A- VII and must be acceptable to
MCC. Self-insured plans and/or group funds not having an A.M. Best ratiiig must be
subinitted to MCC fot prior approval.
NO WORK IS TO BE PERFORMED UNTIL PROOF OF COMPLIANCE WITH
THE INSURANCE REQUIREMENTS HAS BEEN RECEIVED BY MCC.

the additional insured does not obligate the additional insured to pay any premiums

c. Automobile Liability

policy shall name MCC as an Additional Insured.
d. Cettificate of Insurance
A Cert'ficate of Insui:ance evidencing the above rninii'num tequitements must be
ptovided to and accepted by MCC, PRIOR to coini'nencement of any wotk on the
contract. Each policy sliall be endoi:sed to provide Thirty (30) days ptior wi:itten notice
of cancellation to the MCC.
CANCELLATION PROCEDURE
1. The Sei'vice Conuactor shan be notified in wi:iting of any pi:oblems pettaining to the
performance of the janitorial ser'vices. Tl'ffls notification will be mitten by the County's
Service Contract Adminisuator as specified in the Agreement. A follow up lettei' will come
from the Director of Facilities and Maintenance. If no satisfactoi'y cotrections are made by
the Serv'ce Conttactor within Ten (10) working days, Mobile County Coinmission may, at its
disctetion, cancel the Agi:eement immediately. If terininated, the Sei'vice Contractor will be
removed ftom the bid list. Cancellation procedui:es will be strictly enforced.
2. Tlie Ser'vice Contractor and/ or the County may cancel the conttact by giving written notice
of sucli, no less than Thirty (30) calendar days, not'ce of intent to cancel the conttact. If the
Service Conuactor initiates the cancelation, the Service Conttactoi: must also forfeit Fifty
Petcent (50'!/o) of the charge fot janitorial set-vice fot their last cot'nplete month of setvice. In
the event of cancellation by eithei: party, proi:at'on of the custodial chai:ge will be based on a
Tl'iirty (30) day month.

MISCELLANEOUS PROVISIONS
1. Indemnify: To the fullest extent perinitted by law, tube Service Conttactot shall indemnify
and hold hatinless the Coum5r, and its agent sai'id employee sfrom and agains tan clai+'ns,
damages, losses and expenses, including, but not limited to, attorneys' fees arising out of
or i:esulting fi:om the performance of the Wotk.
2. Subconuactors: Tlie Ser'vice Contractor sliall not employ Subcontractots without the
express written petinission of the County.
3. Uniforms: Sei'vice Contractoi:'s employees are i:equired to wear a uniform oi: some type
gati'nent that will identify employees workiiig fot the company wl'iile on the pi:ernises.
4. Conduct: The Service Contractor shall requite employees to cot'nply with any and all
insttuctions pei:taining to conduct and building i:egulations issued by Service Conttact
Adininisttator and Coui:t Police Officets, if applicable. Tlie Service Conttactot shall
prohibit theit employees from the following: disturbing papers on desks; opening desk
dtawers; opening file dtawers or on any furniture; using telephones ot office equipment;
stealing/taking County pi:operty oi' personal propei:ty; using illegal dtugs, alcohol, or
othet prohibited substances; being under tlie influence of illegal drugs or alcohol while on
County propei:ty; carrying or using guns, knives, oi: othei: dangetous weapons; and/or
unplugging computers oi: other eqriipment. Due to the security natui:e of the Mobile
County Shei:iff's Office Soutl'iside Substation, Service Contractor's employees shall be issued
County issued identificat'on security cai:ds, if applicable. The County shan resersre the tight
to have any Sei'vice Conti:actor's personnel removed, relocated, and/ or barred from access
to tlie Mobile County ShetifPs Office Southside Substation at any tir'ne. Service Contractor
shall i:eplace the employee imi'nediately upon not'fication by the Sei'vice Contract
Administi:atot. The Service Conttactoi:'s personnel sliall iminediately return the County
issued identification security catd, if applicable.
5. Ctiminal Record Check: Seiice Contractor shan obtain ctiininal background checks, at its
expense, on all petsonnel at the stai:t of tl'iis conti:act or upon employment. The ctitninal
background check is to include federal, state, and local including any location that the
employee has resided within the past Five (5) yeai:s. Ten (10) days prior to the stai:t of
work, Sei'vice Conttactoi: shall ptovide Se.i'vice Contract Administrato.t with
documentation illusttating background cliecks have been successfully completed. No
employee will be allowed to work at the Mobile County Sheriff's Office Southside
Substation that has a criininal record/histor7 for the past Five (5 )years ,if applicable.
6. Qualifications of Employees: A fully qualified, and trained foi: their specific duties,
workforce shall be on-board by the end of the fii:st Tl'iitt-5r (30 )days of the conttact, and
shall be maintained tl'u:oughout the period of the contract.
7. All employees assigned by the Service Contractor to perfotm the woi:k undei: this contract
shall be physically able to do tlieit assigned work, and sliall be in good health. It shall be
the Sei:vice Contractot's responsibility to ensure that all employees meet the physical
standai:ds needed to petform the work assigned. All pei:sonnel employed by the Sersrice
Conttactor shall be ti:ained and experienced, qualified in tbas type of work, and fully aware
of theit responsibilities and duties.

8. Super'vision of Employees: Serice Contractot sliall at all tii'nes provide adequate on-site
supersrision (minimum of One (1) super'visor/lead custodian pet shift) of employees to
ensure complete and satisfactoi'y petformance of all work in accotdance with the
Agreement. Tlie Seiv'ce Contractor's site supei-visor sliall be available on-site at all tii'nes
wlien the work is being performed. The Se.i'vice Contractor's supeivisors shall be fully and
adequately ttained, w'th a i'ninii'num of Two (2) yeats of exper'ience in deaning supervision,
sufficient in scope to meet the apptoval of the Seiice Conti:act Adininisttator.
9. Contractor Qualifications: Ser'vice Contractor must have been in business at least Seven (7)
consecutive years. Serv'ce Contractor shall provide references to tecent janitoiial seivice
expei:ience in buildings equivalent to appi:oxii'nately 12,769 sq. ft. Failure to provide evidence
of at least Seven (7) consecutive years in business or references will be cause to reject bid.
