NOTE: PRICES MCJST REMAIN FIRM FROM OCTOBER 1, 2026, THROUGH SEPTEMBER 30, 2029.
Any questions or comments concerning the bid requirements must be brought to the attention

All bidders shall furnish a five percent (5%) bid bond on any contract exceeding 30, 000. 00 :
provided that bonding is available for services, equipment or materials. Bid bond will be
accepted in the form of a certified check, cashier' s check, or postal money order, etc.
Out of State Corporations shall furnish a Certificate of Authority to transact business in
the State of Alabama. Out of State limited liability companies shall furnish proof of
registration to transact business in this state. Alabama law requires that a successful
bidder, if it has employees in the State of Alabama, provide proof of enrollment in E-
Verify prior to the award of a contract. (See enclosed notice which must be completed,
signed and returned with your bid. )

TERM OF AGREEMENT:
1. Term of this Agreement shall coinrnence on the date of written Notice to Proceed, issued by
the County and ending on Septembet 30, 2029.
COMPENSATION:
1. Monthly Fee: The Service Conttactoi: agrees to charge, and the County agrees to pay the
monthly fee as deterinined by the agreed amount pricing as pi:esent on the Bid Foi:m fot the
tei:m of the conti:act, foi: the tequired monthly janitomal seiv'ces. Sei'vice Conttactor shall bill
monthly for services rendei:ed the preceding month. j'al invoices submitted shall consist of an
original and clearly reference the Bid Number and a sufficient description to identif'y seraces
for which payment is i:equested.
2. Under Consttuction: When a i:oom(s) or area(s) is under consti'uction, being remodeled, or
otheiise taken out of serv'ce, for more than Tffity (30) continuous calendar days, Service
Contractor shall be telieved of an or part of the contract obligations for the atea designated.
As the Seivice Conttactor will not be pei'forrning Eun service on those areas, the monthly
payments shall be teduced by the actual numbei: of squate footage that is taken out of
set-vice.
3. Pi:esent Billing Rates: Any work not coveted by the Scope of Work of the contract shall be
billed at the Seivice Contractor's Additional Rates as desci:ibed in the Bid Foi:m, all additional
services shall be invoiced separately from the monthly invoice.
4. Special and Emetgency Event Seivices: At the request of the Mobile County Cominission's
Service Conttact Adi'ninisttatoi:, Special Event Seivices and Emergency Event Sei'vices shall
be invoiced pei: the Additional Rates as described in the attached Bid Form. All Invoices for
special and emei:gency services shall include the following attachments: Synopsis of hours
worked, list of employees names (last names only), Name and Date(s) of event, Location, and
attach email authotization. No claii'n fot Work fui:nished by the Set-vice Contractot not
specifically provided for herein shall be paid by Mobile County Cominission.

Responses to questions may be handled as an addendum if the response ptovides claiification to

FAMILIARITY WITH THE WORK
1. The Seiice Contractor, by submitting a bid, acknowledges full understanding of the extent and
character of the work requii:ed and the conditions surrounding the pei:fori'nance thereof. The
County will not be tesponsible foi: any misunderstanding of the work to be furnished or
completed, or any of the conditions sui:i:ounding the petfoimance thereof. It is undetstood that
execution of the Agreement by the Seivice Conti:actot serves as the stated commitment
to fulfill all requitements and conditions .tefetted to in this Agteement.
MANDATORY PRE-BID CONFERENCE AND SITE VISIT
1. All prospective biddei:s shall have a representative present at a MANDATORY Pte-bid
Conference that will be held on Monday June 22, 2026 ,at 1:00 p.m., on site at the Mobile
County Revenue Commission at Michael Square, 3925 Michael Blvd., Suite G, Mobile, AL
36603. Any Seivice Contractors not having a representative at this meeting will be disqualified
from bidding on this ptoject.
INSURAJ'%JCE REOUIREMENTS
1. Service Contractor, at its sole expense, shan obtain and maintain in full fotce the following
insutance to protect the Service Contractor and the Mobile County Commission (MCC) at
limits and covetages specified herein. These limits and coverages specified ai:e the minimum to
be maintained and ate not intended to represent the correct insurance needed to fully and
adequately ptotect the Setvice Conttactor. If requested by MCC, Service Contractor shall
provide copies of policies within 10 days of request.
2. All insurance shan be provided by insurei:s licensed to conduct business in the State of
Alabama and shall have a rninii'num A.M. Best rating of A- VII and must be acceptable to
MCC. Self-insuted plans and/or gtoup funds not having an A.M. Best rating must be
submitted to MCC foi: ptior approval.
NO WORK IS TO BE PERFORMED UNTIL PROOF OF COMPLIANCE WITH
THE INSURANCE REQUIREMENTS HAS BEEN RECEIVED BY MCC.

The Commercial General Liability policy, shall name MCC as Additional Insured for
daiins atising out of the Seivice Contractors and/or any Subconttactors work. The
ISO Forms CG 20 07 04 and CG 20 37007 04 or a comparable form that is no mote
iestrictive shall be i:equired. The additional Insuted form MUST include the current
Opei:ations and Ptoducts/Completed Opetations of each conttactoi:. The naming of
the additional insured does not obligate the additional insured to pay any premiums
due.
Aggi'egate limits to be on a "pet project" basis.
c. Automobile Liability
Covering' all Owned, Non-Owned, and Hired vehicles with a Combined single limit
(bodily injury and property damage combined) of $1,000,000 each accident. The
policy shall name MCC as an Additional Insui:ed.
d. Cettificate of Insutance
A Certificate of Insurance evidencing the above ininimum requii:ements must be
pi:ovided to and accepted by MCC, PRIOR to coinrnencement of any wotk on the
conttact. Each policy shall be endorsed to ptovide Thirty (30) days pi:iot written notice
of cancenation to the MCC.
CANCELLATION PROCEDURE
1. The Seiice Contractoi: shan be notified in wi:iting of any pi:oblems pertaining to the
performance of the janitorial sei'vices. This notification will be wt'tten by the County's
Seivice Contract Adrninistratoi: as specified in the Agreement. A fonow up letter will come
from the Dii:ectot of Facilities and Maintenance. If no satisfactot7 cortections are made by
the Seivice Conttactoi: within Ten (10) wotking days, Mobile County Commission may, at its
discretion, cancel the Agreement immediately. If terininated, the Service Conttactor will be
removed from the bid list. Cancellation procedures will be sttictly enforced.
2 . The Sersrice Conttactoi: and/oi: the County may cancel the conttact by giving written notice
of such, no less than Thitty (30) calendar days, notice of intent to cancel the conttact. If the
Service Contractor initiates the cancelation, the Set-vice Contractor must also EorEeit Fifty
Petcent (50'/o) of the charge for janitorial service fot their last complete month of serv'ce. In
the event of cancellation by either party, proi:ation of the custodial charge will be based on a
Thirty (30) day month.

MISCELLANEOUS PROVISIONS
1. Indemnify: To the fullest extent pertnitted by law, the Seivice Contractor shal lindemni$
and hold harmless the County, and its agents and employees fi:om and against all dairns,
damages, losses and expenses, ii'icluding, but not limited to, attorneys' fees arising out of
or resulting from the performance of the Work.
2. Subcontractors: The Sei.'vice Contractot shall not employ Subconttactots without the
exptess written permission of the County.
3. Uniforms: Se.i'vice Conttactor's employees ate required to wea.t a uniform ot some type
garment that will identify employees working fot the company while on the premises.
4. Conduct: The Service Contractot shall require employees to comply with any and all
instructions pertaining to conduct and building regulations issued by Service Contract
Adrninisti:atot and Court Police Officei:s, if applicable. The Service Contractoi: shall
prohibit their employees fi:om the following: disturbing papers on desks; opening desk
drawers; opening file drawers ot on any furniture; using telephones ot office equipment;
stealing/taking County ptoperty oi: petsonal propei:ty; using illegal di:ugs or alcohol or
other prohibited substances; being under the influence of illegal dtugs oi: alcohol while on
County property; carrying or using guns, knives, or othet dangerous weapons; and/or
unplugging computets, or other equipment. Due to the security natute of the Mobile
County Revenue Cornrnission at Michael Square, Seivice Conttactor's employees will be
issued County issued identification security catds, if applicable. The County shall resersre the
right to have any Ser-vice Contractor's personnel temoved, relocated, and/or barred ftom
access to the Mobile County Revenue Commission at Michael Square at any time. Service
Contractoi: will replace the employee immediately upon notification by the Sersrice Contract
Administratot. The Seiice Contractoi:'s pei:sonnel shall immediately return the County-
issued identification security card, if applicable.
5. Ciiininal Record Check: Sersrice Contractot shall obtain criininal background checks, at its
expense, on an petsonnel at the stai:t of this contract or upon employment. The criminal
backgtound check is to include fedetal, state, and local including any location that the
employee has tesided within the past Five (5) yeai:s. Ten (10) days prior to the start of
work, Sei'vice Conttactot shall provide Service Conttact Administrator with
documentation illustrating backgtound checks have been successfully completed. No
employee will be allowed to woi:k at the Mobile County Revenue Commission at Michael
Square that has a ctiminal recotd/histor7 fot the past Five (5) yeai:s, if applicable.
6. Qualifications of Employees: A fully qualified, and ttained fot theii: specific duties,
workfoi'ce shall be on-board by the end of the fii:st Thirty (30) days of the contract, and
sliall be maintained thi:oughout the period of the contract.
7. All employees assigned by the Set-vice Contractor to petform the work undei: this conttact
shall be physicany able to do their assigned work, and shall be in good health. It shall be
the Service Contractor's responsibility to irisui:e that all employees meet the physical
standards needed to perfotm the woi:k assigned. All pei:sonnel employed by the Service
Contractot shan be ti:ained and experienced, qualified in this type of work.
8. All pei:sonnel assigned and/ oi: beginning wotk on this Agreement shal lbe ttained and
ffilly aware of theii: responsibilities and duties.

9. Supeiision of Employees: Seiice Conttactor shall at all times pi:ovide adequate on-site
supervision (um of One (1) supervisot/lead custodian per shift) of employees to
insure complete and satisfactoi'y perfoi:mance of all wotk in accordance with the
Agreement. The Service Conttactor's site supei'visor shall be available on-site at all times
when the wotk is being pei'formed. The Service Contractor's supervisors shall be y and
adequately trained, with a rninii'nutn of Two (2) yeats of expeiience in cleaning supei'vision,
sufficient in scope to meet the approval of the Sersrice Conttact Administrator.
10. Conttactor Qualifications: Service Contractoi: must have been in business at least Seven (7)
consecutive years. Service Contractor shall provide references to recent janitotial service
experience in buildings equivalent to approximately 44,450 sq. ft. Failui:e to provide evidence
of at least Seven (7) consecutive yeai:s in business or i:efetences will be cause to reject bid.
