Annual Contract for Purchase of Protective Ballistic Vests

The City of Warner Robins Police Department (“WRPD” or “City”) is soliciting sealed bids from qualified and experienced vendors (“Vendor”) for the purchase and delivery, including fitting, of NIJ Level IIIA Protective Vests to be placed on an Annual Contract. Each group model shall include the following or an equivalent:
• (1) Full MOLLE, Center Zipper (covered) Opening Outer Carrier, Dark Blue (LAPD Navy) in color. (Outer carrier must have blind pockets on face of carrier to allow for AR15 rifle magazine carry and capabilities of additional armor level III shooter cut)

• (1) Hook and Loop placard with the word “POLICE” for the rear of the MOLLE Carrier

• (1) Lightweight NIJ Level IIIA Soft Armor

• (1) Soft 5”x8” trauma pad for either the MOLLE Carrier or Concealable Carrier

• (1) Concealable Carrier
The City intends to purchase approximately 25 units of the above item within the initial contract period. Quantities are estimates only and the City is under no obligation to purchase any listed quantities. Unit cost on the Bid Form shall include delivery and all other services as requested within these specifications. No additional delivery fees or surcharges of any kind will be permitted. Specifications can be found in attachments, item #3.
All questions must be submitted through the City of Warner Robins IonWave bidding system by the designated date and time of Monday, December 23, 2024, at 2:00 P.M. (ET).
Each prospective bidder must upload and submit your bid with all required documents through the City’s IonWave bidding system by the designated date and time of Friday, December 27, 2024, at 2:00 P.M. (ET).

Contract awarded as a result of bids submitted under this sealed bid shall extend from the date the contract is executed for a period of 12 months. Contract is renewable, at the option of the City, and upon agreement by the vendor.  The total duration of this contract, including the exercise of any options shall not exceed three (3) years (initial contract year and two (2) one (1) year options).
The bid if awarded, will be awarded to the responsible bidder whose bid will be most advantageous to the City of Warner Robins, price, availability and other factors considered.
The City of Warner Robins reserves the right to accept none, all, or any part of the bid, and to waive all formalities.
