Annual Contract for Electromagnetic Flow Meter

INSTRUCTIONS TO RESPONDENTS

Bids are solicited for furnishing the goods, supplies, equipment and/or services as set forth in this solicitation. Bids must be received Electronically or by Sealed Bid in the Purchasing Office by date and time specified, and then publicly opened and read aloud. Sealed Bids that are either mailed or delivered must be enclosed in a sealed envelope, addressed to the Director Purchasing, and have the bid number, bid name, closing date, and company name clearly marked on the outside of the envelope. Sealed Bids should be mailed or hand delivered to the following address:

Electronic Bids can not be accepted after the specified date/ time. Sealed Bids received late will be returned; they will not be opened nor considered in the evaluation of the bid. The undersigned agrees, if the bid is accepted, to furnish any and all items upon which prices are offered, at the price(s) and upon the terms and conditions contained in the specifications. The period of acceptance of this bid will be 90 calendar days after the bid opening date.

1. SCOPE:

(a) As part of the Flow Meter Replacement Program (FRP), SAWS is soliciting bids for a Contractor to provide 106 Endress + Hauser (E+H) electromagnetic flowmeters and associated field technician services. These flow meters shall be used at the various SAWS water production facilities. The intent of this scope of services and specification is to describe the minimum requirements for the Electromagnetic Flowmeter Contract and for purchasing 106 E+H electromagnetic Proline Promag W 300/400/500 ((0 x DN)) product line flowmeters and associated field technician on site services. Meters will be installed by SAWS personnel.

(b) This document provides the scope of work, outlines the process to translate order codes, and as stated, presents the specifications for the 106 flowmeters. Flow meters shall be Endress + Hauser (E+H) Proline Promag W 300/400/500 product line electromagnetic flowmeters, with no inlet and outlet runs (0 x DN), as well as no pipe restriction (full-bore design) and Heartbeat Verification for reliable fulfillment of traceability requirements in accordance with ISO 900. All specified flow meters shall also include appropriately sized grounding rings and a remote controller screen. The quantities shown are estimates only and are in no way binding upon SAWS. Estimated quantities will be used for the purpose of evaluation. SAWS may increase or decrease quantities as needed. Substitutions will not be accepted for either flow meters, remote controller screens, or grounding rings.
