The City of Warner Robins is soliciting bids for an annual contract to provide all labor, equipment, materials, traffic control, and related services necessary for the repair, replacement, or removal and replacement of concrete driveways, sidewalks, and curb and gutter sections throughout the City. Work shall include site layout, restoration of disturbed roadway and roadside areas, and any other incidental work required to complete the project.
Service orders will be issued on an as-needed basis throughout the contract term, and all assigned work must be completed within two (2) weeks of notification unless otherwise approved by the City.
The initial contract period shall be from September 1, 2026, through August 31, 2027. Upon expiration of the initial term, and on each anniversary of the Effective Date thereafter, the Contract shall automatically renew for up to four (4) successive one (1) year renewal terms, unless either party provides written notice of its intent not to renew at least thirty (30) days prior to the expiration of the current term. In no event shall the total duration of the Contract, including the initial term and all renewal terms, exceed five (5) years.
All terms and conditions of this Contract shall remain in full force and effect during any renewal term unless amended in writing and signed by both parties. Pricing shall remain firm during each contract year; however, upon renewal, the contractor may request a price increase not to exceed three percent (3%) annually, subject to the City's review and approval.
Specifications and requirements are provided in Attachments #1 and #2. Submission of a bid constitutes acknowledgment and acceptance of all specifications, requirements, terms, and conditions contained herein.
Contractor shall provide a lump-sum price for each line item size category. The quoted price shall include all labor, materials, equipment, supervision, mobilization, demolition, disposal, forming, concrete placement, finishing, cleanup, and restoration necessary to complete the work.
All questions regarding this solicitation must be submitted through IonWave no later than Thursday, July 9, 2026 at 2:00 p.m. (ET).
Bids, including all required documentation, must be submitted through IonWave no later than Wednesday, July 15, 2026, at 2:00 p.m. (ET).
Prior to commencing any work, the successful bidder shall provide satisfactory evidence that it and any subcontractors maintain the following minimum insurance coverage:
1. Commercial General Liability: $1,000,000 per occurrence / $2,000,000 aggregate 2. Comprehensive Automobile Liability: $1,000,000 3. Umbrella Liability: $5,000,000 minimum 4. Workers’ Compensation: Statutory limits, as required by State law
No work shall begin until all required certificates of insurance have been submitted and approved by the City.
Award, if made, will be made to the responsive and responsible bidder whose proposal is determined to be most advantageous to the City of Warner Robins, considering price, availability, qualifications, and other relevant factors. The City reserves the right to reject any or all bids, accept any portion of a bid, and waive informalities or technicalities when deemed to be in the best interest of the City. |
