A. Introduction
The Town of Windsor, Massachusetts seeks quotes from qualified Engineering Consultants to analyze and specify energy improvements for two buildings, the Town of Windsor Highway Garage and the Fire House. This is part of a continuing effort to improve efficiency and decarbonize public operations. Quotes are due within 60 days of the issue date shown above. B. Current Conditions
Both buildings have steel frames, roofs, and siding.
The Highway Garage recently finished exterior envelope insulation and sealing; including spray foam insulation, and door replacement. The heating system consists of two propane fired air heaters located near the ceiling.
The Fire House was built approximately 25 years ago, and has fiberglass insulation. There are two separate heating units. One propane fired air heater is located near the ceiling. An oil-fired boiler heats water for the radiant slab in the area used to park the fire apparatus and ambulance.
C. Scope of Work
Any firm selected by the town pursuant to this solicitation will be required to enter into a firm fixed price contract to provide the following:
Analyze existing heating systems, and propose additional heating equipment which does not burn carbon-based fuel on site. The proposed new heating systems for both buildings shall be sized for the entire heating load. It is expected that the existing gas and oil-fired heating systems will remain in place as backup.
The consultant shall provide a draft report for review by the Town. The report shall show annual energy consumption, measured in million British thermal units (MMBTU) with the existing heating systems compared to the energy consumption with the proposed new heating systems. The report shall also include financial projections showing an estimate of the initial cost of the proposed new heating systems, and comparing operating expense for a 20 year period.
A final report shall be provided by the consultant, addressing comments provided by the Town after reviewing the draft report.
D. Administrative
Quotes submitted shall identify proposed start and end dates.
The Town reserves the right to accept any and all quotes in whole or in part, or to reject any or all quotes, and to waive any minor irregularities or informalities as it deems to be in the best interests of the Town.
