INTRODUCTION
The Kent County Purchasing Division is soliciting bids for the supply and delivery of ammunition for the
Kent County Sheriff Office. Kent County reserves the right to award by line item or in total. FOB
Destination.
BID OPENING
The sealed submissions will be publicly opened and read aloud by the Kent County Purchasing Division.
Kent County Purchasing Division will conduct public openings via teleconference. Click here to join the

SCOPE
* The agency seeks new production 9mm Luger lead-free frangible training ammunition suitable
for law enforcement firearms training and indoor range use.
* Ammunition shall utilize a true sintered frangible projectile composed of compressed copper/tin
or equivalent lead-free powdered metal matrix engineered for controlled disintegration upon
impact with hardened steel targets.
* Ammunition shall be completely lead-free, including projectile and primer composition. Primers
shall be non-toxic and suitable for reduced airborne heavy-metal exposure in indoor training
environments.
* Cartridge cases shall be new-production reloadable brass. Steel-cased, aluminum-cased,
remanufactured, reclaimed component, or previously fired ammunition shall not be acceptable.
* Ammunition shall demonstrate reliable function in modern semi-automatic duty pistols and
pistol caliber carbines commonly utilized in law enforcement training applications.
Manufacturer shall maintain documented quality assurance and lot traceability processes.
* Manufacturer shall have an established commercial, law enforcement, or military supply history
producing frangible ammunition products for a minimum of five (5) years.
* Projectile shall reliably disintegrate upon impact with hardened steel targets and minimize
ricochet and backsplash hazards compared to conventional FMJ ammunition.
* Vendor shall provide manufacturer technical specifications and product data sheets with bid
submission.

* Please provide the manufacturer name, model number, and lead time for all rounds in the
vendor comments on the online bid form. Shipping to be included in the unit price of
ammunition on the online bid form.
(Acceptable products include Federal BallistiClean, Speer Lawman Clean-Fire/RHT Frangible, Hornady
Frangible, Remington Disintegrator, SinterFire-loaded duty/training ammunition, or approved
equivalent meeting all specifications herein. Must be factory new, **no reload s**)

The Kent County Standard Submission Terms posted on the Bid Opportunities page of the Kent County
Purchasing Division website are incorporated by reference and shall be deemed to have the same force
and effect as if fully set forth herein.
INQUIRIES
Any and all communication regarding this Solicitation shall be on the Kent County Purchasing Division
Inquiry Blog via the Bid Opportunities page or during pre-proposal meetings. Kent County reserves the
right to determine the response format or not respond, at its sole discretion.
REFERENCES
Provide 3 references of current/past customers who can verify the quality of products and/or services of
similar size and scope your company provides. References may not include any current/past Kent
County employees.
WARRANTY
All goods shall consist of the original manufacturer warranty in addition to any other warranties
specified in this Solicitation. Respondent shall execute all documents necessary to transfer applicable
express warranties to Kent County. The Respondent shall not disclaim any warranty recognized by
Michigan law including the Warranty of Merchantability or the warranty of Fitness for a Particular
Purpose.
INVITATION FOR BID/RFQ SUBMISSION
Complete submissions must be received in the Kent County Purchasing Division on or before the due
date/time specified by the designated clock (local time). Late, faxed, or emailed responses will NOT be
considered.
Submissions may be submitted electronically on the Bid Opportunities page of the Kent County
Purchasing Division's website. Respondent must include a complete submission as 1 non-password
protected PDF document.

Respondent shall submit the Submission Form ("Bid Form" "Response Form") posted on the Bid
Opportunities page of the Kent County Purchasing Division's website. Click the Submit Online icon to
submit electronically or to print the Submission Form. Respondent must submit the Bid Bond with
Submission Form.
The time required to upload a submission may vary. Respondent assumes all risks associated with
electronic submission, including all technological difficulties, and deems the County and its service
provider harmless and without fault. Successful electronic submissions are confirmed via Respondent's
email. Respondent shall view the link in the confirmation email to determine accuracy prior to due
date/time.
Submissions that deviate from the Solicitation specifications will only be considered if the deviations are
clearly detailed and noted within the submission. In case of a dispute regarding the true intent and
meaning of the specifications, the County's interpretation will prevail. When a Solicitation states no
alternates, no deviations are permitted.
Kent County is not liable for cost incurred prior to award. A submission shall constitute an irrevocable
offer for a period of 45 days from the due date/time. In the event the notification of award is not made
within 45 days from the due date/time, the Respondent may withdraw or provide a written extension of
their submission.
Submissions may only be withdrawn by written request if the request is received before the due
date/time. Withdrawals after opening shall be subject to Kent County Fiscal Policy - Centralized
Purchasing 5(i)(2).
