2 Background
Iowa State University (ISU), on behalf of Ames Laboratory, is interested in obtaining an outside firm to assist with the
design and implementation of a pay equity study of all Ames Laboratory employees. The project will cover
approximately 70 employees across 17 jobs. The purpose of the proposed pay equity study is to identify, at the
aggregate level, possible systemic differences in salary in relation to protected status (sex and race/ethnicity). This
process will also identify individual cases that require further investigation and potential actions to address pay
equity.
3 Scope of Work
The selected consultant must be able to provide services and make recommendations for a process and
methodology to conduct regular pay equity studies. Analysis should be conducted by the consultant, with
guidance/support from Ames Laboratory and ISU Human Resources.
The approved consultant must be reasonably available and have the expertise as required to fulfill this service.
Consultant is expected to follow the usual standards of practice and ethics for such consultants in the state of Iowa.
This RFP process will be used to identify and select a final consultant who may be called upon to provide these
services.
Work must be completed by August 31, 2024. Your proposal must provide the number of months it will take you to
complete the work and your proposal will be evaluated based on the timeline provided.
4 Expected Deliverables
Recommendations on process and methodology to conduct regular pay equity studies.
Development of a model or multiple models that analyze salaries of employees
Analyses that estimate salary differences based on sex and race/ethnicity and provide a measure of
uncertainty in these estimates.
Code to implement the methodology and provide a fully reproducible analysis.
Identification of potential systemic differences based on sex and/or race/ethnicity.
Ability to compare individual employee salaries to model-predicted salaries to identify individual cases that
require further inquiry and potential actions to address pay equity.
Results of study provided as both results of regression analysis & graphical representations of data
Ability to utilize the model to conduct a comprehensive internal pay equity study every three years (so repeat
contracts may be a possibility).
Trend analysis over time with previous study results (if analysis is repeated)
5 Company Overview
Provide a brief company profile including date of incorporation, business composition (proprietorship,
partnership or incorporation), the state under which your business is organized, and any other
pertinent information that can be used to evaluate the proposal.
