The Federal Motor Carrier Safety Administration (FMCSA) hereby issues a Notice of Intent to award a sole source contract to the:

Period of Performance: Twelve (12) Month Base plus One (1) Twelve (12) Month Option Period. The total duration is Twenty-Four (24) Months.

AAMVA operates the Commercial Driver License Information System (CDLIS) under an agreement with FMCSA that meets the requirements of the Commercial Motor Vehicle Safety Act of 1986 as amended and the implementing regulations. The purpose of the requirement is to renew American Association of Motor Vehicle Administrators (AAMVA) Unified Network Infrastructure (UNI) software license. AAMVA runs the Commercial Driver’s License Information System (CDLIS) on behalf of the FMCSA. The OMNI software allows FMCSA to interface with AAMVA's proprietary network to retrieve CDLIS data. The UNI product resides on a site's host and fills an "interface" role between a site's application system and the telecommunications network (AAMVA).

FMCSA intends to issue a Firm Fixed-Price contract. This award will be made in accordance with FAR 13.106-1(b). Only one responsible source is capable of satisfying agency requirements as part of its responsibilities to operate CDLIS at this time. The services are highly specialized and can only be provided by the single source operating CDLIS.
