SCOPE OF WORK
America 250 Monument
1. A qualified licensed contractor” (hereinafter “Contractor”) shall furnish all labor, materials,
equipment, component/devices, transportation, fuel, supervision, permits, inspections, and all
other incidentals necessary to complete all necessary work listed, all in accordance with all
parts of this solicitation and bid documents provided for the America 250 Monument, to be
installed at the Lake County Historical Court House (Museum), located at 317 West Main
Street, Tavares, FL 32778.
2. Provide and install a granite monument with a bronze memorial plaque on a new concrete
monument base (footing) covered with pavers as generally depicted in Exhibits attached to this
solicitation.
2.1. Materials to be used for the monument are a smooth gray granite and a bronze plaque.
2.1.1. Smooth Gray Granite: Refer to attached photos of existing monument, the
proposed America 250 Monument will be similar in size, shape and form.
2.1.2. Bronze Plaque: Size 2’ wide by 3’ high. Refer to attached Commemorative
Monument Content for art and raised text to be included in the bronze plaque.
Contractor shall submit a draft to Lake County Facilities staff for review/approval
before proceeding with the manufacturing of the bronze plaque.
2.2. Rough Dimensions (Refer to attached Exhibit with Photos of Existing Monument identify
as “Similar Existing Monument Details”):
2.2.1. Height is approximately four feet (4’);
2.2.2. Width is approximately three feet (3’); and
2.2.3. Depth at the base is approximately two feet (2’).
2.2.4. Refer to Exhibit for additional monument dimensions and details.
2.3. Granite monument may be constructed of several pieces.
2.4. Contractor to demolish, remove and dispose existing monument concrete base (footing)
in a legal and proper manner, and replace with a new minimum 5' long x 4' wide x 1’4"
deep concrete base (footing) with #5 reinforced bars at 14” spacing each way. Concrete
base to be covered with pavers similar to attached photo of existing monument.
*Note: Contractor is informed that there is an existing irrigation lines and sprinkler heads
located within the proposed monument area that needs to be protected during construction,
refer to Exhibit - Proposed Monument Location. Contractor responsible for identifying all
utilities before starting construction. Contractor to inform Lake County Facilities staff
with enough notice if there is a need to relocate any existing utilities. Lake County will be
responsible for relocating any existing utilities as necessary for the construction of the
concrete base. Contractor must take every precaution to avoid damage to any underground
utilities. Contractor will be responsible for any damage caused to the existing utilities. In
the event that Contractor or any of its subcontractors damage an existing utility, the
Contractor will be responsible for the repair and must repair the same at its own cost.
2.5. Lake County Parks and Water Resources, Facilities Management will be providing the
Building Permit (Plan Review Only) for the proposed America 250 Monument, however,

the Office of Building Services has indicated Contractor will be required to complete a
Building Permit Application prior to issuance of this Permit. In addition, the Contractor
and any subcontractors must be added to the building permit and pay all related permit
and inspection cost/fees for the required work included under this solicitation.
3. DELIVERY
After selection of sign and artwork has been approved by the County and issuance of notice
to proceed has been received, the completion shall be no later than June 26, 2026.
4. ALTERNATE OFFERS MAY BE CONSIDERED
The County will consider one (1) alternate offer from a vendor which has submitted a
primary offer for this solicitation; provided that the vendor of record for both the primary
and alternate offer is the same entity, and that the alternate offer provides a different product
or level of service that meets or exceeds the contract requirements. For the County to consider
an alternate offer, the vendor shall provide a complete and separate pricing section using the
forms set forth within this solicitation and shall mark “Alternate Offer” on the first page of the
alternate pricing section. The County reserves the right to consider and award, based on the
County’s best interests, any alternate offer based on the method of award prescribed in this
solicitation.
5. ACCEPTANCE OF GOODS
The product(s) delivered as a result of an award from this solicitation shall remain the property
of the Contractor, and services rendered under the contract will not be deemed complete,
until a physical inspection and actual usage of the product(s) and/or service(s) is (are)
accepted by the County and shall be in compliance with the terms herein, fully in accord
with the specifications and of the highest quality.
In addition, any defective product or service or any product or service not delivered or
performed by the date specified in the purchase order or contract, may be procured by the County
on the open market, and any increase in cost may be charged against the awarded Contractor.
Any cost incurred by the County in any re-procurement plus any increased product or service
cost shall be withheld from any monies owed to the Contractor by the County for any contract
or financial obligation.
6. ACCIDENT PREVENTION AND BARRICADES
Precautions must always be exercised for the protection of persons and property. All
Contractors performing services under the contract must conform to all relevant Federal,
State and County regulations during such effort. Any fines levied by the above-mentioned
authorities for failure to comply with these requirements will be borne solely by the
responsible Contractor. Barricades must be provided by the Contractor when work is
performed in areas traversed by persons and when deemed necessary by the County Project
Manager.
7. BUSINESS HOURS OF OPERATION
No work may be done on Saturday, Sunday, or on weekdays between the hours of 5:00 P.M.
and 7:00 A.M. except when necessary for the proper care and protection of work already
performed, and when permission is secured from the County Project Manager.

8. CLEAN-UP
America 250 Monument
All unusable materials and debris shall be removed from the premises at the end of each
workday and disposed of in an appropriate manner. Upon final completion, Contractor shall
thoroughly clean up all areas where work has been involved as mutually agreed with the
County Project Manager.
9. CONFLICTS BETWEEN THE DRAWINGS AND SPECIFICATIONS
In the event of any conflict between the drawings and specifications contained within the
contract, the following guidance will govern:
A. Addenda will supersede all other Contract Documents to the extent specified with the
Addenda. Subsequent addenda will supersede prior addenda only to the extent specified.
B. Drawings and specifications are intended to agree and be mutually complete. Any item
not contained within the drawings, but contained in the specifications, or vice-versa, must be
provided or executed as shown in either the drawings or specifications at no extra cost to the
County. Should anything not included in either the drawings and the specifications be
necessary for the proper construction or operation of the work specified in this solicitation, or
should any error or disagreement between the specifications and drawings exist or appear to
exist, the Contractor shall not derive unjust benefit thereby, or use such disagreement counter
to the best interests of the County. If the discrepancy is noted before initial submission of
offers, or before contract award, the Contractor shall immediately advise the designated
procurement agent of the perceived discrepancy. If the discrepancy is noted after award, the
Contractor shall immediately advise the County Project Manager, and await that individual’s
resultant direction, before proceeding with the work in question.
10. OMISSION FROM THE SPECIFICATIONS
The apparent silence of this specification and any addendum regarding any details, or the
omission from the specification of a detailed description concerning any point, will be regarded
as meaning that only the best commercial practices are to prevail, and that only materials and
workmanship of first quality are to be used. All interpretations of this specification will be
made upon the basis of the contract.
11. DEFICIENCIES IN WORK TO BE CORRECTED BY THE CONTRACTOR
The Contractor shall promptly correct all apparent and latent deficiencies and/or defects in
work, and/or any work that fails to conform to the contract documents regardless of project
completion status. All corrections shall be made within five (5) calendar days after such
rejected defects, deficiencies, and/or non-conformances are verbally reported to the
Contractor by the County's project administrator, who may confirm all such verbal reports
in writing. The Contractor shall bear all costs of correcting such rejected work. If the
Contractor fails to correct the work within the period specified, the County may, at its
discretion, notify the Contractor, in writing, that the Contractor is subject to contractual
default provisions if the corrections are not completed to the satisfaction of the County within
five (5) calendar days of receipt of the notice. If the Contractor fails to correct the work
within the period specified in the notice, the County shall place the Contractor in default,
obtain the services of another Contractor to correct the deficiencies, and charge the incumbent
Contractor for these costs, either through a deduction from the final payment owed to the

Contractor or through invoicing. If the Contractor fails to honor this invoice or credit memo,
the County may terminate the contract for default.
12. FURNISH AND INSTALL REQUIREMENTS
The specifications and statement of work contained within this solicitation describe the
various functions and classes of work required as necessary for the completion of the
project. Any omissions of inherent technical functions or classes of work within the
specifications or statement of work will not relieve the Contractor from furnishing, installing or
performing such work where required for the satisfactory completion of the project.
13. PROTECTION OF PROPERTY
All existing structures, utilities, services, roads, trees, shrubbery, and property in which the
County has an interest shall be protected against damage or interrupted services at all
times by the Contractor during the term of this contract; and the Contractor shall be held
responsible for repairing or replacing property to the satisfaction of the County which is
damaged by reason of the Contractor’s operation on the property. In the event the Contractor
fails to comply with these requirements, the County reserves the right to secure the required
services and charge the costs of such services back to the Contractor.
