The Pennsylvania Public Utility Commission, Bureau of Technical Utility Services (“TUS”) seeks to retain the services of a contractor who will perform certain functions necessary for the implementation of the Alternative Energy Portfolio Standards Act of 2004, as amended (“AEPS Act” or “Act”). 73 P.S. §§ 1648.1-1648.8 and 66 Pa.C.S. § 2814.
