WORK SUMMARY: This Project includes the full development of the site and the construction of a new Vehicle Storage building to serve as a Satellite Highway garage for the St. Joseph County Highway Department. The site will include the further development of the site with the new building construction. The existing Alexander Drive and cul-de-sac will remain.
The Vehicle Storage Building will be constructed as a pre-engineered metal building to accommodate 14 highway vehicles, including dump trucks, pick-up trucks and other highway support equipment. The approximate 14,300 gross square feet (Base Bid) building is a single-story building and contains a heated vehicle storage area, employee restrooms, and breakroom.
New site utilities include new domestic and fire wells and a lift station connecting to the adjacent St. Joseph County Regional Sewer District low pressure force-main system.
This project is being performed pursuant to the Indiana Public Works Statute, Ind. Code § 36-1-12 et seq.

A non-mandatory pre-bid conference will be held on August 13, 2025 at 10:00 am at the office of DLZ Indiana, LLC, 2211 East Jefferson Blvd, South Bend, Indiana 46615. Bidders may visit each site at their convenience during normal business hours.
Bids shall be properly and completely executed on the Bid Form provided and accompanied by a non-collusion affidavit, Form 96 of the State Board of Accounts, financial statement, bid bond or certified check, each for a value of not less than ten percent (10%) of the Bidder’s total bid amount. The guarantee shall be made out to: St. Joseph County, Indiana
The successful Bidder will be required to furnish Contract Performance and Payment Bonds for 100% of their contract amount prior to execution of contracts. Bonds shall be maintained in accordance with IC 36-1-12-13.1 and 36-1-12-14. Bonds shall be in full force and effect for a period of at least 12 months after the date of Final Completion of the Contract.

Pursuant to Indiana Code 22-5-1.7-11, the successful Contractor entering into a contract with St. Joseph County is required to enroll in and verify the work eligibility status of all its newly hired employees through the E-Verify program. Pursuant to Indiana Code 5-22-16.5 St. Joseph County may not contract with a person who is engaged in investment activities in Iran.
St. Joseph County reserves the right to reject any and all bids or parts thereof, waive all informalities or irregularities in bidding and to resolicit bids.
