Description: REQUEST FOR EXPRESSIONS OF INTEREST Albany County Active Transportation Technical Assistance Study issued by Capital Region Transportation Council Albany, N.Y. September 16, 2025 The Capital Region Transportation Council (Transportation Council) is the designated Metropolitan Planning Organization (MPO) carrying out federal requirements for cooperative transportation planning and programming in Albany, Rensselaer, Saratoga, and Schenectady Counties (except for the Town of Moreau and the Village of South Glens Falls) in New York State. The Transportation Council is issuing a request for expressions of interest (REI) from qualified firms or individuals to undertake the Albany County Active Transportation Technical Assistance Study in Albany County, NY. This study was proposed with the purpose of developing concepts for pedestrian, cyclist, and micromobility connections in two areas of Albany County. The first area of the study will focus on adding sidewalks along Russell Road, to connect adjacent neighborhoods to each other and to nearby locations. The goal in the second area is to connect the multi-use trails around Albany International Airport to the Empire State Trail along the Mohawk River. The study is being funded by the Transportation Council and Albany County through the Transportation Council’s 2025-2026 Unified Planning Work Program as part of the Community and Transportation Linkage Planning Program. The study has a fixed budget of $65,000 for consultant services. The Transportation Council, on behalf of Albany County, will administer the consultant contract and will jointly manage the study with the County. The Transportation Council and Albany County would like to see this study completed within 12 calendar months from the date of contract execution. Carrie Ward will serve as the project manager and will be the primary contact for technical and administration questions.
