Objectives:
The Veterans Affairs anticipate awarding a two years service contract for data analysis.
Scope of Work/Tasks:
1) Setting up databases using electronic health record data. Given that we have multiple current projects as well as future projects that will involve merging multiple data sources from electronic health records, one of the key deliverables will be setting up databases for several papers as well as analyses that will be used for future grant applications. Setting up this database will include merging data from the VA Corporate Data Warehouse (CDW) with TIU data (notes from the clinical records).
2) Producing statistical manuscript deliverables. Based on creation of databases described above, analyses will be conducted, and analyses and result sections of manuscripts will be written up as a deliverables. This includes creating manuscript ready tables and figures.
3) Using existing algorithms to populate spreadsheets. The contractor will populate spreadsheets containing data on various mental health conditions including eating disorders. One of the deliverables will be a spreadsheet of Veterans that are at risk of eating disorders based on their responses to a survey. An existing algorithm will be used to identify these Veterans, who will be contacted to participate in a clinical interview to verify their diagnosis. These data will be used to produce scientific papers and subsequent grant applications.
4) Assisting with securing future grant funding. These deliverables will be used to apply for subsequent grant funding in the areas of racial disparities, PTSD treatment, and eating disorders. Deliverables will include development of method plans, data analysis, and power analyses to ensure adequate sample sizes for proposed projects.
5) Build-out of exploratory data analysis platform: The contractor will develop an exploratory data analysis (EDA) pipeline based on Microsoft Power BI to be hosted within the VA s secure O365 environment.
6) Optimization of Analytical Pipeline: The contractor will identify analytical routines and best practices to take full advantage of the new statistical and data science computational platforms available to VA researchers including the VA s Linux cluster, GovCloud (both AWS and Azure), and the Oakridge National Labs VA enclaves.
7) Optimization of code base: The contractor will build fully versioned repositories of relevant research projects within the VA s github enterprise architecture to ensure reproducibility in research, to enhance code sharing and productivity, and prevent analytical errors and data leakage. Repository will consist of code from SAS, R, stata, sql, and other analytical software packages.
Performance Period:
The performance period for services shall be for one (1) year for the base period with one (1) option year.

The contractor shall fulfill the requirements as listed in the scope of work/task section above. The contractor shall be an experienced statistician who is familiar with VA systems in order to help with multiple current and future projects funded by numerous grants. The contractor s statistician is required to assist with data analyses and carry out the multiple complex statistical analyses outlined in multiple proposals. The service requires assistance to produce statistical manuscript deliverables with the VA R&D department.
Security Considerations:
Contractor shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security.

This is a Sources Sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (large business, small business, 8(a), SDVOSB, etc.), relative to NAICS code 541720. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. Based on responses to this synopsis, the Government may issue this RFP. Potential contractors may submit a capability statement to the contracting office than no later than Wednesday, November 13, 2024, 12:00 PM EST. Interest/capability statements may be sent by e-mail to rachael.talbott@va.gov with subject titled: 36C24E25Q0015. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
