Airshow 2025 Pyrotechnic (Pyro)

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii). FA468625Q0011 is issued as an RFQ.

(iii). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-02

(iv). This will be solicited as a Set-Aside Status: 100% Small Business set-aside, with an associated NAICS code 325998- Manufacturing of chemical products and a small business standard of 500 employees.

(v). A list of line item number(s) and items, quantities, and units of measure is identified in RFQ Combo_AirshowPyro Prices/Costs. Offerors shall return completed as part of quote submission.

(vi). This Requirement is to procure Pyrotechnic services for the execution of the 2025 2-day Air & Space Expo, as defined in the associated Statement of Work (SOW) for Beale AFB (BAFB), CA. Through the use of pyrotechnics, for the airshow can be and is not limited to simulated strafing runs, bomb drops, walls of fire, A-Bombs, and 21-gun salutes and reenactors. The Projected Aircraft is F-15, F-18, F-22, and/or F-35 as well as a P-51 or other warbirds. However, the actual mix of aircraft will depend upon availability and contractual agreements and ongoing. Legal storage of the explosive materials is required in accordance with DESR 6055.09_DAFMAN 91-201, V1.E6.25.3. All off base opportunities to store commercially purchased explosives intended for use in USAF sponsored airshows must be exhausted prior to use of the Munitions Storage Area (MSA) or other sited on-installation facilities. The contractor will be working with BAFB organizations, to include the Air Show Director, Air Show deputy Director, Air Boss and all necessary agencies/personnel to adjust with new aircraft additions/deletions as needed. The contractor shall provide personnel, equipment, tools, materials, supervision, and other items and services necessary to provide the services and support as required to meet the stated objectives and accomplish work required under this Performance Work Statement (PWS).

(vii). Date(s) and place(s) of delivery and acceptance and FOB point is identified in Attachment 1 - SOW_Pyro_Dated 7Jan25. Place of Contract Performance: Beale AFB, CA; Period of Performance: 3 Feb 2025 – 9 Jan 2025.

(viii). The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition.

(ix). The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition and the specific evaluation criteria to be included is identified in RFQ Combo_AirshowPyro.

(x). Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer, is identified in RFQ Combo_AirshowPyro.

(xi). The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.

(xii). The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Products and Commercial Services, applies to this acquisition and the additional FAR clauses cited in is identified in RFQ Combo_AirshowPyro. are applicable to the acquisition.

(xiii). There are no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) necessary for this acquisition.

(xiv). The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable.

(xv). Offers are due Friday, 17 January 2025 at 10:00 am PST to the POCs listed below.
