I. Introduction
The City of Bangor (BGR- Bangor International Airport) is requesting the procurement and
installation of eight (8) gate podiums at various locations throughout the airport, similar to the one
recently installed at Gate 6. The work will consist of the procurement and installation of eight (8)
podiums, one at each designated gate location, along with power requirements and communication
requirements. Attached is a plan showing the location of each of the desired podiums, and a sample
submittal utilized at Gate 6. Each podium station will be fed power from a nearby electrical panel to
be determined, a total of twelve (12) receptacles. Each podium station will be fed with eight (8) data
jacks from nearby designated locations. Bidders must to be able to obtain security clearance and be
able to mobilize and begin work immediately.
II. General Information
Available at the following web address: www.bangormaine.gov/proposals on the City's website.
By submitting a response to this solicitation, the Proposer accepts the responsibility for downloading,
reading, and bidding by the terms and conditions set forth in the City's "General Information for
Vendors."
In your proposal, please specify whether you currently have, or are in the process of
developing, a domestic violence policy. If you do not have such a policy, let us know if you would
like to receive a copy of the City of Bangor's policy as a reference.
III. Submission
For consideration, submit the proposal Bid Form and the Evaluation Form in a sealed envelope
via submission methods listed below. The envelope must be clearly marked as "Proposal No. P27-
04: BGR - Gate Podiums.

Submissions must be received by 2:00 P.M. on Wednesday, July 2, 2026.
Submission of documents can be completed by:
A. Emailing to bids@bangormaine.gov; or
B. Hand Delivery to Customer Service, 73 Harlow Street, Bangor, ME; or
C. US Post Office addressed to 73 Harlow Street, Purchasing Department, Bangor, ME 04401
(items must be received by the deadline); or
D. All Other Delivery Services to City of Bangor: Purchasing Department, 262 Harlow Street,
Bangor, ME 04401 (proposal must be received by the deadlines).
All submissions should reference "Proposal No. P27-04: BGR - Gate Podiums." Proposals will be
publicly opened at the time stated above in the Paul Bunyon Room (first floor near the side
elevator) 73 Harlow Street, Bangor, Maine.
A tabulation of all received proposals will be posted on the City's website as soon as possible after
the opening date. Visit www.bangormaine.gov/bids for results.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 2:00 P.M.,
Wednesday, July 13, 2026.
The City will provide a response by 4:30 P.M. on Thursday, July 17, 2026. This response will be in the
form of an addendum, accessible on the City's website. No interpretation of the meaning of the
plans, specifications, or other contract documents will be made to any Proposer, orally. Notifications
will be sent to the Registered Vendor List when new addenda are released. To receive these
updates, the City strongly encourages all proposers to sign up for updates at
https://www.bangormaine.gov/list.aspx?Mode=Subscribe#bids. Failure to receive any addenda or
interpretation thus posted will not relieve the Proposer of their obligation under the bid submitted.
All addenda issued will become part of the contract documents.
V. Late Proposals
It is the responsibility of the Proposer(s) to see that their proposals have sufficient time to be
received by the Purchasing Department before the submittal deadline. Any proposal, portion of a
proposal, or requested proposal revision received at the City Purchasing Department after the
time and date specified will be returned to the Proposer unopened.
VI. Withdrawal of Proposals
No Proposer may withdraw their proposal for a period of ninety (90) days from the date of
opening. All proposals shall be subject to acceptance by the City during this period.
To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal in writing.
All costs associated with the withdrawal (i.e., mailing fees) will be borne by the Proposer.

VII. Rejection
The City reserves the right to reject any proposals, waive any informalities or defects in
proposals, or accept a higher-cost proposal if it is deemed to be in the best interest of the City.
The City also reserves the right to request clarification of any details from the successful Proposer.
VIII. Information for Proposers
A. Tax Exclusion: All Federal and State taxes must be excluded from the proposal price. Upon
request, a tax exemption certificate for the City of Bangor shall be furnished to the successful
Proposer.
B. Bid Form and Requirements: Bid Form, included with this request, must be completed and
returned for a proposal to be considered responsive.
C. Required Insurance: Proposers are required to maintain the following insurance policies
throughout the life of the project and name the City of Bangor as an additional insured where
applicable and may be required to provide proof:
1. Worker's Compensation Insurance Statutory
2. Employer's Liability Insurance $500,000 each accident
$500,000 disease - policy unit
$500,000 disease - each employee
3. Comprehensive Automobile $1,000,000 combined, single limit
Liability per accident
4. Commercial & General Liability $1,000,000 combined single limit
$2,000,000 aggregate

IX. Contractor Security and Identification Badge Requirements
For any contractor and his/her subcontractors engaged in work within the airport's security
fence, the following procedures and rates will apply for all contractor employees and his/her
subcontractor employees.
ALL Personnel within the secured area shall have an airport approved identification
badge clearly displayed at all times as outlined below.
A. Background History, Verification & Declaration
* A minimum ten-year fingerprint based criminal history check, as well as a Security Threat
Assessment must be performed for each individual seeking regular, unescorted access into
the secured area(s). This check will be performed by the Airport Security and Compliance Office.
B. Photo Identification Badge
* A laminated Airport Identification Badge along with the appropriate clearance
insignias affixed to it will be required to be always worn visibly on the outermost
garment above the waist while the contractor's employee is within the secured
area(s).
* Badged personnel are required to attend a SIDA (Secure Identification Display Area)
Class (approx. 1 hour) to explain the FAA/TSA responsibilities and requirements
when receiving a Photo ID Badge. If they are required to drive within the secured
area(s), they must also attend a Ground Vehicle Operations Class (Approx. 2 hours).
The fingerprinting and badge issuing process takes up to a couple of weeks.
* The fee for each Photo Id Badge is $125.00. Badges are not transferable. All
badges must be returned to the Airport Security & Compliance Office upon
completion of the project and before final payment is made. An additional fee of
$100.00 per badge will be charged for each badge not returned. If direct payment
for unreturned badges is not received, the money will be deducted from the
project's final payment. An additional fee of $100.00 will apply for any lost badge.
C. Temporary Badges
* Laminated Airport Temporary Badges will be required to be worn visibly on the
outermost garment above the waist at all times while an employee is within the
Airport's Secured Area(s).
* Issuance of all badges will be done at the Airport's Security & Compliance Office.
The temporary badges shall be issued to the general contractor who will be
responsible for distributing the badges in accordance with the procedures listed
within the duration of the contract.

* The fee for each temporary badge is $60.00. All badges must be returned to the
Airport Security & Compliance Office upon completion of the project and before
final payment is made. An additional fee of $100.00 per badge will be charged for
each badge not returned. If direct payment for unreturned badges is not received,
the money will be deducted from the project's final payment. An additional fee of
$100.00 will apply for any lost badge.
D. Vehicles
* Each vehicle that needs access to the Airport's Secured Area(s) shall be on file with
the Airport's Security & Compliance Office. The General Contractor must provide a
list for each vehicle to include the Year, Make, Model, Color, License number
(Registration) & Serial Number.
* Each vehicle must be appropriately marked with Company's name, clearly
readable on the body of the unit. In some cases, a Ramp Decal may be
required to be affixed to the right rear bumper of the vehicle to ensure that it
has been properly registered for Airport usage.
* Any irregular delivery vehicles engaged in deliveries of materials, supplies, etc.
must be escorted while entering and at all times while they are within the
Airport's Secured Area(s) be under the authority of a cleared and badged
individual.
These policies and procedures are presented as a guideline and are mandated in whole
or in part by the FAA, U.S. Federal Inspection Agencies, and/or the Airport's Operating
Safety/Security Criteria. Substantial fines can be imposed if violations occur.
Credentials for either individuals or vehicles may be revoked without notice for violations
of these policies and procedures. Any fines imposed upon the airport by any
enforcement agency for violations committed by a contractor or his/her employee or
representative will be levied against the contractor in accordance with the provisions as
set forth within the contractual agreement.
Unauthorized use of or misrepresentation in the application for credentials of
individuals or vehicles will be cause for immediate denial or withdrawal of any
credentials.
All clearance checks and entry formalities must be completed before any work
commences on the project.

X. Scope of Services
Bangor International Airport (BGR) is seeking a contractor to procure and install (8) eight gate
podium stations at various gate locations, similar to one recently installed at Gate 6. The
contractor shall have/obtain security clearance, mobilize immediately and complete the
work in four (4) weeks and be operable at the conclusion of ongoing Gate 6 Hold room project.
Contractor must coordinate with airport flight schedules to complete work without interruptions.
XI. Definitions
The following terms shall have the following meanings within the text of this proposal:
A. City: The City of Bangor, Maine acting through its duly authorized representatives.
B. BGR: Bangor International Airport or their duly authorized representative.
C. Contractor: The individual, firm, or corporation to whom the contract has been
awarded whether acting on their own or through Subcontractors or employees.
XII. Contract
The contract shall be deemed to include the Notice to Contractor, Information for
Proposers, the Bid Form, the Contract Agreement, the Performance and Payment
Bond(s), the Specifications, any issued Addenda, and all other provisions which may be
required to be included in this proposal, whether actually included or not.
XIII. Bid Security
Each Proposer must submit with their bid, a certified check or bid bond, in the amount
of 5% of their total bid price, as a guarantee that the Proposer will enter into a contract
if awarded. Said check or bid bond will be returned to all except the two (2) lowest
Proposers immediately following the opening of bids. The remaining sureties will be
returned after the City and Proposer have executed the contract. If the contract has not
been awarded within thirty (30) days of the bid opening, the surety will be returned at
the request of any Proposer, as long as they have not been notified of the acceptance of
their bid.
XIV. Qualified Proposer:
The City may make such investigation as deemed necessary; to determine the ability of
any Proposer(s) to perform the work and the Proposer(s) shall furnish to the City all
such information and data pertinent to this investigation as the City may request.
Recent experience and ability to mobilize quickly will be considered. The City reserves
the right to reject any bid after evidence submitted or investigation of the Proposer
fails to satisfy the City, that such Proposer is properly qualified to carry out the
obligation of the contract and to complete the work contemplated therein. Conditional
bids will not be accepted.
XV. Basis of Award

The contract will be awarded to the Proposer submitting the lowest responsible bid with
relevant experience bid, who can mobilize immediately. In the event the Proposer
submitting the low bid, is found to not be properly qualified to carry out the work, the
contract will be awarded to the next lowest qualified Proposer.
XVI.Proposer's Obligation
At the time of the opening of the bids, it will be presumed that each Proposer will have
inspected the site(s) and thoroughly familiarized themselves with the contract intent,
including any addenda which may have been issued. Failure of the Proposer to receive
and examine any form, instrument, or document or to visit and examine the site itself,
will not in any way relieve the successful Proposer from any obligation in respect to their
bid or to the terms of the contract.
XVII. Bid Security Forfeited
Should the Proposer to whom the Contract is awarded, fail for any reason to execute the
contract and to furnish a satisfactory bond within the time specified, the City may
determine that the Proposer has abandoned the contract, that their bid shall be
considered null and void and that the surety accompanying the bid shall be forfeited to
and be retained by the City as liquidated damages, and the contract may be awarded to
another Proposer. After the execution of the contract and acceptance of the bond by
the City, the surety accompanying the successful Proposer's bid shall be returned.
XVIII. Performance Bond, Labor, and Materials Bond
Simultaneously with their delivery of the contract to the City, the successful Proposer
shall deliver to the City an executed Performance Bond and an executed Labor and
Materials Bond (each in the amount of 100% of the total bid price) as security for the
faithful performance of the contract and for payment of all persons performing labor or
furnishing materials in connection therewith. These bonds shall be on the prescribed
forms and shall be furnished by a surety company or companies listed on the current
Circular 570 of the U.S. Treasury Department which company or companies shall also
have a record of services satisfactory to the City, shall be authorized to do business in
the State of Maine and shall be independent of the Proposer.
XIX. Work Under Bangor International Airport
This project will be administered by the Bangor International Airport Manager of Airport
Infrastructure and Facilities. The Manager or their assignee will inspect items that are
delivered to the project site under the contract to assure that items are of first quality
materials and workmanship. Any items found to be visibly defective will be rejected and
the Proposer will be required to remove and replace such defective items.
Neither the fact of such inspection, nor the omission thereof, will imply acceptance by

the City of any nor all of the work performed under the contract or relieve the Proposer
of any responsibility for the successful completion of all the terms of the contract
subject to final inspection and review by the City.
XII. Time of Completion
All work described in these specifications shall commence immediately and be
substantially complete by September 30, 2026.
BGR reserves the right to postpone work on dates or times to accommodate ongoing
airport operations and flight schedules.
XIII. Technical Requirements
Major Requirements include:
A. Provide and install eight (8) podiums equal to the attached submittal utilized for
Gate 6, with a few modifications.
1. All finishes to match Gate 6 Podium.
2. Replace pivot slide cabinet face with open face slide out drawer with small
lip. Maintain minimum clearance of 8-13/16" for equipment.
3. Provide cord management arm at back of drawer.
4. Provide caped grommet hole in each side of cabinet for remote access to
power supply.
5. Provide two (2) grommet holes at back for up to 6 cords each.
6. Provide 2x3 gang outlet boxes with surge protection at each side.
7. Provide 2x4 port data boxes, one each side.
8. Gate 11 Podium shall be assembled and provide to owner. Assume no
power or data runs at this time.
B. Power shall be obtained from nearby panels approved by Engineer and BGR.
C. Data - Each podium shall be installed with a minimum of four (4) data jacks. Data
will be run from the closest of IT South, Ops, or 3rd floor via ethernet cable.
Contractor shall coordinate acceptable routing with Engineer and BGR.
