The City of DeFuniak Springs, Florida, herein referred to as the "CITY", is requesting qualifications from
Engineering Firms, licensed to practice in the State of Florida and in compliance with 2 CFR Part 200
regulations, to provide professional engineering services related to the design, preparation of the
environment, and related components thereof for the “Terminal Apron Expansion Project”.
RFQ DEADLINE: January 22, 2026, no later than 1:00PM (local time) and will open immediately thereafter.
LATE SUBMITTALS RECEIVED AFTER THE FOREMENTIONED DEADLINE DATE, EITHER BY
MAIL OR OTHERWISE, WILL NOT BE CONSIDERED AND RETURNED UNOPENED. THE TIME-
OF RECEIPT WILL BE DETERMINED BY THE TIME RECEIVED IN THE PURCHASING AGENT’S
OFFICE. IT IS THE SOLE RESPONSIBILITY OF THE FIRM FOR ASSURING THAT THE RFQ IS
RECEIVED IN THE PURCHASING OFFICE BY THE DESIGNATED DATE AND TIME. NO FAXED,
ELECTRONIC, OR ORAL RFQ WILL BE ACCEPTED.

SECTION 1 – INTRODUCTION:
The City of DeFuniak Springs, Florida, herein referred to as the "CITY", is requesting
qualifications from Engineering Firms, licensed to practice in the State of Florida and
in compliance with 2 CFR part 200, to provide professional services related to the
design, engineering, and construction-phase support of the Terminal Apron Expansion
Project.
AIP eligible, DeFuniak Springs Airport (54J) is a city owned and operated general aviation
public use airport. The CITY developed a multi-phase CIP to convert Walton County’s sole
airport into a business engine, and the apron infrastructure project is a key element.
Completed construction of a new terminal recently occurred, to be followed by the
lengthening and widening of runway 9-27. These fully funded projects will increase 54J’s
airfield movements, and apron development is necessary to ensure the full operational
benefits of increased airfield capacity are realized. Positioned adjacent to runway 9-27 and
the 54J terminal, apron development will safely provide critical taxi and parking space for
increased aircraft traffic.
The proposed scope of work for the Terminal Apron Expansion Project will include those
services necessary for design, engineering, and construction-phase support for the full and
compliant completion of the Project.
The City anticipates the total cost of the project to be approximately One Million One
Hundred Thousand dollars ($1,100,000.00) for which funding has been allocated via
Community Project Funding.
Letter of Interest should be prepared by a corporate officer or principal of the firm
authorized to obligate the firm contractually. The letter should include summary
information on the firm’s history, offices, and personnel that will support the
requested services, resources to accomplish the work, summary of personnel
experience, key projects, and project approach.
SECTION 2 – SCOPE OF WORK:
The ENGINEER shall evaluate the City’s existing plans related to this project and provide all
necessary design, engineering, and construction-phase services to remove obstructions and
ensure the airport compliantly follows FAA runway safety standards and guidelines that allow
for full and complete usage at the conclusion of this project. This shall necessarily include
producing all appropriate drawings and coordination’s with supporting agencies to proceed with
the work needed, bids for construction services, evaluation, and negotiation with bidders, and to

properly see to the completion of this project in compliance with Florida Statutes, Federal, and 2
CFR 200 requirements. Services anticipated under this contract shall include, but not be limited
to:
2.1 Services Required
Phase I: Planning and Preliminary Design
• Site analysis, geotechnical coordination, apron layout optimization
• FAA AC compliance (e.g., AC 150/5300-13 for airport design)
• Environmental review coordination (e.g., NEPA, stormwater, etc.)
• Cost estimating and phasing strategy
Phase II: Final Design and Engineering
• Pavement design, grading, drainage, lighting
• Utility coordination, safety area compliance
• Preparation of bid-ready construction documents
• FAA Form 7460 coordination (if applicable)
Phase III: Construction Phase Services
• Bidding support, contractor coordination
• Resident engineering, inspection, and quality assurance
• Pay request validation, change order review
• Closeout documentation
2.2 Submittal Requirements:
To be considered, Firm/Team must submit one (1) original on thumb drive along with
one (1) hard copy of a PROPOSAL in a sealed envelope or package, clearly marked with
the Firm/Team’s name and address, and the words “RFQ NO: 2025-02-AP DESIGN,
ENGINEERING, AND CONSTRUCTION-PHASE SERVICES OF MUNICIPAL
AIRPORT TERMINAL APRON EXPANSION PROJECT”. Submittals shall
