AIRFIELD PAVEMENT IDIQ

The purpose of this pre-solicitation notice is to inform the industry of the upcoming requirement for the Airfield Pavement Indefinite Delivery / Indefinite Qunatity for Kadena AB, Okinawa, Japan. The proposed contract action will be a Pre-Priced Single Award IDIQ pursuant to the solicitation.The contract term will be a base period of one (1) year plus four (4) option period.

The scope of work for airfield pavement may include, but is not limited to, slab replacement, new Portland Cement Concrete/Asphalt Concrete (PCC/AC) pavement, full/partial depth spall repair, pavement markings with paint, replace joint seal, crack repair, rubber removal, install/replace tie downs and ground points, mill and overlay AC pavements, hydro seeding/sodding, AC pavement shoulder, provide base/subbase course, grooving, and all pavement and concrete repair related works.

The primary North American Industry Classification System (NAICS) Code for this requirement will be NAICS 237310 - Highway, Street, and Bridge Cosntruction, Product Service Code (PSC) Z2BD - Repair or Alteration of Airport Runways and Taxiways.

The Request for Proposal (RFP) will be issued by the 18th Contracting Squadron and is anticipated to be released on or around 12 May 2025.

To be eligible for contract award, an offeror must be registered in the System for Award Management (SAM) database; however, the following must be satisfied due to award and performance to be made in Japan. Register via the SAM website at https://www.sam.gov as well as the Procurement Integrated Enterprise Environment (PIEE) at https://PIEE.eb.mil. The PIEE system will be utilized to submit the proposal.

This program will be performed, in its entirety, in the country of Japan, specifically the island of Okinawa. The successful offeror must be licensed and registered to perform work in the country of Japan.

This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
