Summary

The City of Granbury (the “City”) is soliciting proposals from qualified and experienced firms to provide air quality consulting services. The City intends to select a consultant or consultants with demonstrated expertise in the technical areas identified in this Request for Proposals. The City reserves the right to negotiate with any or all respondents and to award all or portions of the Scope of Work, as determined to be in the best interest of the City.



Background

Planning, Engineering, and Environmental Services

Statement of Need

The City of Granbury (the “City”) is seeking proposals from qualified and experienced air quality consulting firms to provide professional air quality consulting services related to ozone air quality conditions in Hood County and the surrounding region. The City requires specialized technical assistance to update the existing Conceptual Model through the 2025 ozone season and to perform source apportionment photochemical modeling to evaluate the sources and transport of ozone and ozone precursors affecting Hood County.

A Conceptual Model characterizing ozone air quality conditions in Hood County was originally developed in 2015. Although monitored ozone design values remained below the 2015 8-hour ozone National Ambient Air Quality Standard (NAAQS) from 2016 through 2021, monitored design values subsequently increased and exceeded the 2015 NAAQS during the 2023–2025 period. An updated analysis is therefore necessary to characterize current ozone conditions, identify contributing sources and atmospheric processes, evaluate local and regional transport, and provide information that can support future air quality planning and regional control strategies.

The City has determined that the Request for Proposals (RFP) process is the most reasonable method of procurement to ensure a fair, competitive, and neutral evaluation of qualified firms. The selected consultant will be expected to provide the technical expertise, modeling capabilities, project management, and professional resources necessary to successfully complete the Scope of Work identified in this solicitation.

The services procured under this Request for Proposals will be funded through City of Granbury funds and/or other applicable funding sources available to the City, as permitted by law. The City reserves the right to adjust the level of services or available funding during the contract term based upon changes in funding availability, project requirements, or other City needs.
