Air NY Airport Investment an Revitalization (NOFA)

NOTICE OF FUNDING AVAILABILITY

New York State Department of Transportation (NYSDOT) is soliciting grant applications for funding available for the following program:

AIR NY Airport Investment and Revitalization for New York (up to $25 million)

DESCRIPTION:

This program provides funding for capital projects to enhance the State’s airport infrastructure and improve the safety and efficiency of the State’s aviation services to increase economic competitiveness.

ELIGIBLE APPLICANTS:

Any municipal corporation; public authority or public benefit corporation, except a bi-state authority; other owners of public use airports; or any combination of permitted applicants.

ELIGIBLE PROJECT TYPES:

Eligible airport projects include, but are not limited to:

• Construction, reconstruction, improvement, reconditioning, and preservation of capital facilities
• Pavement maintenance/management projects.
• Sustainability projects that improve energy efficiency and reduce carbon footprint.
• Purchase of airport equipment. Equipment acquired must be operated and stored on airport property.
• Purchase and installation of navigational aids.
• Projects which address safety and security issues at the airport.

AWARD CONDITIONS AND REQUIREMENTS:

All projects must have a minimum service life of at least 10 years, and the State share shall not exceed $2,500,000.

To be eligible for funding, airports must:

• Be a public-use airport.
• Be listed in the 2018 New York State Airport System Plan and be classified as Category 1, 2, 3 or 4. The classification of SASP airports can be found on Tables 4-2 through 4-6 of the report which is available online at: https://www.dot.ny.gov/divisions/operating/opdm/aviation/sasp .
• Have a current Airport Layout Plan (ALP) approved by the Federal Aviation Administration (FAA) or NYSDOT. A copy of the most recent approved ALP will be required prior to contract execution and is encouraged as part of the application submission.
• Be registered in the in the NYS SFS Portal. Not-for-Profit entities must also complete the pre-qualification process in SFSAQ. For further information please visit: ny.gov .
• Have a current registration and security plan on file with NYSDOT in accordance with the 2004 GA Airport Security Law (Article 2, Section 14m of Transportation Law).
• Meet all applicable FAA requirements related to the airport work to be funded.

To be eligible, projects must meet the following requirements:

• Be consistent with the latest Airport Layout Plan (ALP) for that airport.
• Result in a completed, usable product. Applications for partial or phased projects are not eligible unless other phases are being funded by other sources, and the funding is already committed. Proof of funding commitment by other sources will be required in these cases.

When a grant project is a component of a larger project, all grant project documentation including, but not limited to, plans and specifications, contract bid documents, scope change requests and requests for reimbursement must correspond to the scope of the portion funded by the grant. Grant projects which cannot be documented independently from other components of the larger project are not eligible for funding under this program.

Applications for funding to complete projects previously funded by this program are not eligible.

Minimum local match requirements are determined by airport type and activity as defined below:

For general aviation airports, relievers and commercial service airports with less than 50,000 annual enplanements, the State share can be up to 90% of eligible project costs (applicant provides at least 10%).

• For commercial service airports with 50,000 or more annual enplanements, but less than 700,000 annual enplanements, the State share can be up to 80% of eligible project costs (applicant provides at least 20%).
• For commercial service airports with annual enplanements of 700,000 or more, the State share can be up to 70% of eligible project costs (applicant provides at least 30%).

APPLICATIONS:

The funding solicitation opens October 3, 2024. Applicants will submit applications via the State’s SFS System: https://sfs.ny.gov/ . Application guidance and supporting materials are available online at www.dot.ny.gov/aviationgrants .

Applications will be accepted until Wednesday, January 22, 2025 at 5:00 p.m. Eastern Time.
