This is a Presolicitation Notice of a proposed contract action in accordance with FAR 5.201. The United States Air Force Life Cycle Management Center intends to award a sole source contract to Lockheed Martin Rotary and Mission Systems for Air Force Special Operations Command (AFSOC) Air Commando Training Support II (ACTS II). Contract requirements for the continuation of sustainment, modernization, and support of AFSOC fixed-wing and tilt-rotor training devices in the contiguous United States (CONUS) and outside the contiguous United States (OCONUS), to include: Training System Support Center (TSSC), Contractor Logistics Support (CLS), Cybersecurity, Distributed Mission Operations (DMO), Engineering Change Proposals (ECP), Simulator Common Architecture Requirements and Standards (SCARS), and potential procurement of training devices.
The proposed contract will be awarded using Other than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
This notice of contract action does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice, nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice.
