Overview: The Iowa Department of Transportation is seeking bids for a Contractor to remove existing AC mechanical units described and replace with new per spec. Contractor to modify existing or add any duct work or mechanical, electrical, gas supply and exhaust to complete the project to full working order. Project to include new Line sets.
Location:
Manchester RCE Office located at 1009 W. Main St. Manchester, IA 52057.
Contract Award
It is the intent of the Iowa DOT to award the contract to the responsible contractor whose submitted quote is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule. Other factors may also include a comprehensive review of bidders past work performance, and work capacity.

Questions: All questions related to this project are to be submitted through the ION Wave Bid system on or before the cut off date and time as indicated in the solicitation.

Start Date: After Award
Preferred Contract Completion Date (Must be inclusive of inspection and final acceptance date): May 31, 2024.

C ontractor is required to provide all materials, equipment and labor for the removal and replacement of material as per plans/specifications outlined on the Line Item tab. This includes the disposal of all debris off site.

Site Visits: A site visit is recommended prior to submitting a bid. To schedule a site visit, contractors must contact the Purchasing Agent overseeing the bid at julie.brown@iowadot.us with a date and time of when you want to conduct a site visit. Contractors will be required to bring their own equipment needed for the site visit.

Davis-Bacon wages do not apply.
This is a tax exempt project.

2 Acceptance of Standard Terms and Conditions

3 Performance and Payment Bond
If the contracted amount is $25,000 or more, the successful Bidder must furnish a performance and payment bond
covering the faithful performance of 100% of the Contract and the payment of all obligations arising thereunder.
Iowa DOT will provide the Performance and Payment Bond Form 131070 upon contract award.
A Resident Commission Agent or attorney-in-fact must file a copy of the power of attorney.

4 Power of Attorney
Attorney-in-fact who signs the Proposal Guaranty and/or Performance Bond must file with each bond a certified and
effectively dated copy of the Power of Attorney.
5 Labor Relations
All Bidders, before entering into a contract with the Department, must be registered with the Division of Labor in the
Iowa Department of Workforce Development (515-281-3606) according to chapter 91C, Code of Iowa 2015. This
pertains to contractor’s who engage in the business of construction.

6 Fabricated or Custom-Built Materials Lead Time
All Bidders must provide a lead time on any fabricated or custom-built product or products that will impact the
project timeline. Lead times are to be listed for each fabricated product, including estimated product delivery on the
Schedule of Prices.
If no critical fabricated or custom-built products are needed for the project, bidders must simply indicate “Not
applicable or N/A in the Schedule of Prices. This indicated no known additional time for readily available materials
and products needed for the project.

7 Project Period
If your company has indicated a product or materials lead time as indicated in the above attribute #6, please
provide the estimated number of days needed to complete the project as indicated in this proposal, once you have
materials readily available.

8 Request for Pre-bid substitutions for products or materials
The Request for Pre-bid substitution for product or materials form must be submitted by the date indicated on the
timeline to be considered for review.
By submitting the pre-bid substitution form, Bidders certify the proposed substitution:
Meets or exceeds the specifications or performance of the specified product
Has an equal or superior warranty
Has equal or superior maintenance or service plan
Has available replacement parts, as applicable
Will have no adverse effect on other trades and will not affect or delay progress schedule
Does not affect dimensions or functional clearances
9 Contractor Guarantee
The Contractor must guarantee all work executed under this contract, both as the workmanship and materials, for a
period of five (5) year after the substantial completion date. Neither the final payment nor any provision of the
contract documents must relieve the Contractor of responsibility for faulty materials or workmanship. The
Contractor must remedy any defect thereto and pay for any damage to other work resulting therefrom, which must
appear within a period of five (5) year from the date of the final acceptance. With one month remaining in the
guarantee period, the Contractor must notify the Iowa DOT and set up a complete walk-through inspection.
All materials, items of equipment, and workmanship furnished under this division of the specifications must carry the standard
warranty against all defects in material and workmanship. Any fault due to defective or improper material, equipment, or
workmanship which may develop, must be made good, forthwith.
The Guarantee must include, but not be limited to the following elements and services:
1. Repair or replace defective materials, equipment, workmanship and installation that develops within the
guarantee period, promptly and to Iowa DOT's satisfaction and correct damage caused in making
necessary repairs and replacements, including all other damage done to areas, materials, and other
systems resulting from the failure or defect, under guarantee by and at the expense of the Contractor.
2. Replace material or equipment that requires excessive service during guarantee period, as defined
and as directed by the Iowa DOT.
3. Make all service calls, replacements, repairs and adjustments during the guarantee period without cost
to the Iowa DOT.
