This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation.
The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate.

Objective: To find sources that are qualified to meet the supplies/services as listed below. Note that the specific requirements are subject to change prior to the release of any solicitation.
The U.S. Geological Survey¿s Columbia Environmental Research Center (USGS-CERC, Columbia, MO) is looking to procure one (1) Gas Chromatography Triple Quadrupole Mass Spectrometer system to expand our analytical capabilities for conducting measurements of low-level toxic concentrations of organic chemicals in a variety of environmental sample types.
Specifications/Salient Characteristics: The requested system is the Agilent Technologies 8890 gas chromatograph (GC) with the 7010D triple quadrupole mass spectrometer (TQMS) and accompanying instrument control and data analysis software
The following salient characteristics are required:
Gas Chromatograph:
¿        Inlets: both Cool-On-Column and Multi-Mode (or Split-Splitless)
¿        Both manual keypad operations and software operation
¿        Automatic liquid sampler (minimum 50 vial capacity, standard 2-mL vials)
¿        Automated self-diagnostic testing
¿        Retention Time Locking with Electronic Pressure Control capability
¿        MS interface

Mass Spectrometer:
¿        Electron Impact (EI) high efficiency ion source capable of achieving attogram-level detection limits
¿        At least 800 MRM transitions per second
¿        Mass range of 10-1050
¿        Scan speed of less than 20,000 Da/s
¿        Capable of quantitation of hundreds of analytes in a single run
¿        Data acquisition modes for simultaneous selected ion and scan modes
¿        Oil-Free roughing pump
¿        Self-cleaning ion source to reduce the need for manual ion source cleaning

Instrument Control and Data Analysis Software:
¿        Software for controlling instrument and for performing data analysis to be installed of a government-furnished computer
¿        Software has optimizer built-in to transfer existing GC/MSD method to GC/TQMS methods to minimize method development and optimization time
¿        Built-in technical and procedural controls to ensure data integrity
¿        Current version of the NIST MS Library
¿        Pesticide and Environmental Pollutant method database

Other:
¿        Installation and familiarization
¿        Capable of meeting EPA-approved methods utilizing GC/TQMS technologies
¿        3-year extended service contract with yearly preventative maintenance visits
¿        Ten-year value guarantee, such that vendor shall have ten years¿ guaranteed parts and comprehensive service available or give residual value credit for replacement.
