Place of Performance:
The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bids solicitation package seeking to award a firm-fixed price construction contract for the construction of a covered parking solar array system at the Armed Forces Reserve Center (AFRC) in Farmingdale, NY. The scope includes canopy structures for photovoltaic (PV) panels, integrated water drainage systems, a battery storage building, and electric vehicle (EV) charging stations.

Structure:
Two tubular steel canopy structures to support PV solar panels located along the north edge of the POV (Privately Owned Vehicle) parking area. -
Drainage:
Gutter system installed between solar panels to collect rainwater and redirect to the existing stormwater system. -
Battery Storage:
Aesthetic premanufactured utility building to house battery storage components. -
EV Charging:
Installation of four dual-charging stations (8 total vehicle charging points). -
Location:
Adjacent to the gatehouse off Baiting Place Road, north of the main AFRC building -
Underground Utilities:
- Contractor must obtain digging permits.
- Ground Penetrating Radar (GPR) or similar tech required to verify all underground utilities before excavation.
This project will be acquired as a 100% Small Business set-aside via the Invitation for Bids method.
The period of performance for this project is 692 calendar days from the Notice to Proceed date. The specifications will be posted electronically via the Contract Opportunities website at https://SAM.gov. The NAICS CODE for this acquisition is 237130. The small business size standard for this code is $45,000,000. The magnitude of this construction is estimated to cost between $1,000,000. and $5,000,000. The specifications will be posted electronically via the SAM.gov website.
Bids will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 16-300, 26 Federal Plaza, New York, NY 10278-0090.
All questions must be submitted in writing via email (Microsoft word format) to the Contract Specialist. The media selected for the issuance of this solicitation and amendments shall solely be at the discretion of the Government; accordingly, the medium utilized for this project is the Internet. Paper copies of this solicitation, and amendments, if any, will not be available or issued. In accordance with DFARS 252.204-7007, all vendors who want access to the solicitation must be registered with System for Award Management (SAM), located at https://www.sam.gov/portal/public/SAM/, and Contract Opportunities, located at https://SAM.gov, in order to safeguard acquisition related information for all Federal Agencies.
