The City of College Station is soliciting proposal(s) for the development of affordable housing by interested and qualified entities via funding through the Community Development Block Grant (CDBG) and/or HOME Investment Partnerships Grant (HOME) Program through the U.S. Department of Housing and Urban Development (HUD).
HOME
funding may be used to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people. Additionally,
CDBG
funding may be used to acquire vacant property, acquire property with existing housing units to be rehabilitated, or rehabilitate existing housing units owned by the developer agency. CDBG funds may not be used for new construction. Depending on the funding source, the development of affordable housing could include the development of new affordable housing units for sale or lease to income-qualified households or the acquisition and rehabilitation of affordable housing units for sale or lease to income-qualified households.
If your project’s proposal is approved for funding, and the contract exceeds $200,000 in either CDBG or HOME funding, the project will be required to comply with federal

regulations.
It is the intent of the City of College Station to select one or more agencies to accomplish objectives and/or supply services outlined in the City’s PY 2020-2024 Consolidated Plan as well as other City planning documents.
The City will select a preferred organization based on an evaluation of respondents’ qualifications and experience, project adherence to goals of City’s PY 2020-2024 Consolidated Plan, project design and methodology, and other factors as noted subsequently in this document. Additionally, when submitting an application, the City will require that organizations present evidence that they maintain site control of any location or property pertaining to their submitted application.
Projects that have not acquired site control in the form of a deed or option agreement with a seller will not be considered for funding.
