REQUEST FOR PROPOSAL #25-11
The Town of Reading (Town) invites sealed Proposals from vendors for 25-11 AFFORDABLE HOUSING CONSULTANT & MONITORING SERVICES.
Proposals with separate, sealed price proposals for a consultant firm, or individual who will support the MNRHSO and provide affordable housing services and information to member communities and citizens looking to live in our region will be received by mail or in person until 1:00 PM Tuesday January 14, 2024 at the TOWN CLERK’S OFFICE, Reading Town Hall, 16 Lowell Street, Reading, MA 01867.
The proposal must clearly state on the exterior that it is for RFP# 25-11AFFORDABLE HOUSING CONSULTANT & MONITORING SERVICES. Proposals received after the above time and date will be rejected. Emailed and/or faxed proposals will not be accepted.
Contract Documents will be available after 9:00 AM Monday December 2, 2024 for download after registration on the Town’s website at
https://www.readingma.gov/Bids.aspx
. Proposers must register in order to be on the bidder’s list and receive notifications.
Proposals must consist of two parts:

A Technical Proposal that shall include all information responsive to this RFP and Scope of Work, except the price.

A Price Proposal consistent with the Scope of Work and Technical Proposal submitted.
Technical Proposals and Price Proposals shall be submitted in separate sealed envelopes. A Technical Proposal which includes the Price Proposal information may be rejected as non-responsive.
Vendors shall submit seven (7) paper copies of the Technical Proposal and one (1) original copy of the Price Proposal in separate sealed envelopes, plainly marked:

“Technical Proposal” – MNRHSO Affordable Housing Services RFP, and
-
“Price Proposal” – MNRHSO Affordable Housing Services RFP
Addenda will be emailed to every vendor on record as having received a copy of the RFP Documents. If you have downloaded the RFP from the internet, you must make your company known to the Town by emailing your company's name, address, phone, and email to Procurement Officer.
All Quotes/Proposals are subject to the provisions of M.G.L. c.30B.
It is the responsibility of prospective proposers and or proposers to check the Town of Reading’s website for new information any addenda or modifications to any solicitation.
The Town will reject any and all proposals in accordance with the above referenced General Laws. In addition, the Town reserves the right to waive minor informalities in any or all Quotes/Proposals, or to reject any or all Quotes/Proposals (in whole or in part) if it be in the public interest to do so.
