REQUIREMENTS/SPECIFICATIONS

Intent
The intent of this invitation to bid is for the Provide for the Installation of a new Lidar System along
with Load Analysis, Structural Engineering data and Statement of Compliance with the Federal
Aviation Regulations and provide FAA Form 8110-3 to support a field approval for the installation of
the new Airborne Lidar Mapping System, Gyro Stabilization Mount, and associated equipment.
Equipment to be mounted in the aircraft cabin to either the camera hole floor nut plates provided by
STC SA09625AC and/or the seat tracks and/or side wall. Provide provisions for new pilot displays
to be mounted to current Pilot Displays mounting provisions for our Cessna Caravan N850H s/n
20861061. The aircraft has two holes for this type of equipment and the design should account for
the use of the equipment with the following scenarios:
• The first scenario will have some existing equipment in the forward hole, with the new equipment
in the aft hole.
• The second scenario would be with the new equipment in the aft hole and the existing equipment
completely removed.
• The third scenario would be placing the new equipment in the forward hole and the existing
equipment removed.
For the scenarios, a single mounting plate would be ideal to allow for versatility. If an individual
plate is required for each hole, then the plate designed for the aft hole shall be built and installed
for this contract. We would like the forward hole plate designed and calculated for weight and FAA
approval if applicable.
The aircraft will be in use during this contract period with the current equipment installed. The
equipment can be removed for a day or two for initial measurements with prior notice.
Installation and mounting of all equipment shall be completed at ODOT’s Aviation Facility.

All items bid through this invitation shall be inclusive of all freight and shipping charges to the

Delivery
Upon receipt of payment, the awarded vendor shall have fifteen (15) days to deliver and install the
items to the address noted in Section 3.

Design and fabricate necessary base plates for GSM 4000 equipment.
Design a wedge to create a plate that creates a level surface while the aircraft is in flight
to meet the manufactures approval and can be used for either hole in the aircraft
The wedge should meet a design that can work with the aft or forward hole
The wedge could be used to utilize some existing plates that are currently being used
The base plate can be attached by directly to the cabin floor plate attaching to nutplates
provided by STC SA09625AC
Fabrication of mounting plate or box that attaches to the nutplates provided by STC
SA09625AC
Fabrication of mounting plates that attach to the seat tracks
Or mounting using a combination of above methods
Design and fabricate necessary mounts for accessories
Possible power rack (might fit existing)
Pilot display mount (might fit existing)
Must retrofit the hole in the aircraft (see attached schematic)
Includes a multi-sensor mount that will hold the LiDAR unit and Camera
Replace the AV37 GNSS receiver with an AV39 receiver provided

Changes:
(DER) will incorporate any changes into the drawing(s) that were a direct result of the
assembly process that may have changed a dimension called out on the drawings or a
change to a sub-assembly of the drawings to be able to produce a unit that will meet the
requirements of the units’ final function. Any changes to the design will be incorporated
into the drawing and will be released as the final approved drawing for the aircraft data
package for the approved installation.
Any changes in the scope of work (i.e. adding new tasks not making corrections/revisions)
must be made in writing with agreement by both parties.
Installation
All hardware and accessories will be mounted in the aircraft with the manufacturer of the
LiDAR unit present as an advisor for cable connections and technical questions
The unit will be installed at the at Don Scott Airport in Columbus, Ohio with our staff
observing for future use.
Travel expenses
Travel will be part of the price of this contract for the work.
I would recommend a trip prior to starting to make sure that the scope is clear, and
collect all measurements needed on the aircraft, that are required for design.
