The NESHOBA COUNTY BOARD OF SUPERVISORS will receive competitive Sealed Bids returned to Neshoba
County Board of Supervisors C/O Chancery Clerk Gidget Tate, 401 E Beacon Street, Suite 107, Philadelphia, Mississippi
39350 or electronically via the Neshoba County website at www.neshobacounty.net until 10:00 AM on Monday, June 1,
2026 for supplies and service contracts for a one (1) year period from July 1, 2026 through June 30, 2027 for the
following commodities and services:
1. Bridge Materials;
2. Road Side Spraying;
3. Crushed Limestone and Rip Rap;
4. Road Gravel;
5. Steel Slag Aggregate;
6. Polyethylene Culvert Pipes;

INSTRUCTIONS TO BIDDERS
1. All Bids shall be submitted to Neshoba County Board of Supervisors C/O Chancery Clerk Gidget Tate, 401
E Beacon Street, Suite 107, Philadelphia, Mississippi 39350 or secure electronic bid at www.neshobacounty.net/bids no
later than 10:00 a.m. local time on Monday, June 1, 2026. The electronic bid page is available under Quick Links with the
heading of Electronic Bidding / Reverse Auction on the left side of the county website at www.neshobacounty.net.
2. No bid may be withdrawn for a period of thirty (30) days. Final Bid Approval is anticipated at the June
15, 2026 Regular Board Meeting. By submitting a bid, you acknowledge compliance with the specifications for that item.
3. The vendor shall submit a complete proposal for said commodities and services with sealed bid or via
single PDF format file included with said bid form, which shall be utilized by the County to determine compliance with the
specifications and assist in making the determination of the best and lowest bid. The County reserves the right to accept
the bid deemed best and lowest for the County. The County will be the final authority in determining compliance with the
specifications. Questions concerning the technical specifications may be submitted to purchaseclerk@neshobacounty.net.
It shall be incumbent upon each bidder to understand the specifications as listed herein and to obtain clarification
when necessary. It is not the intent of these specifications to limit the bidding to any particular make or manufacturer of
materials, but rather to select such materials to fill the specific need and perform a specific task. Any reference to name-
brand materials is intended to establish standards only and bids submitted in materials equal thereto - at the sole
discretion of the County - will be considered.
The Neshoba County Board of Supervisors reserves the right to accept or reject any / or all bids, with or without cause,

Fuel Surcharge
Due to the anticipated continuing volatility with fuel prices and the impact on delivery of materials, it is necessary to
consider an equitable arrangement for fuel surcharge for FOB of the Aggregate to the various locations in Neshoba
County. In formulating your bid you may select one of these three options: (1) Your proposal may include a fuel
surcharge amount in the bid price provided per ton; (2) You may propose a standardized method of computing a fuel
surcharge for consideration; or (3) you may utilize the following method, which is based on the DOE U.S. Average on

Fuel Surcharge (continued)
Highway Diesel Price on the first Monday of the month, excluding holidays, or the next business day thereafter and
effective on the first Wednesday of the Month. This method shall provide the fuel surcharge for the entire monthly
purchases until the publishing of the new rate on the next first Wednesday of the following month.
We are proposing the following fuel surcharge method in calculating our bid:

The fuel surcharge shall be calculated per loaded mile using the U.S. Department of Energy's ATLAS fuel
surcharge at https://atlas.doe.gov/FuelSurcharge.aspx which establishes the weekly U.S. Average on Highway
Diesel Price. We propose plus or minus the designated Truckload fuel surcharge ($/mile) beginning on the first
Wednesday of the month for all purchases until the next fixed amount effective on the next monthly first
Wednesday. For example: Your facility is located 50 miles from the delivery point at the Neshoba County Unit
Facility. Your fuel surcharge amount is minus $0.10 (-$0.10) cents off the published amount for every month.
The fuel surcharge amount per loaded mile beginning on Wednesday, April 1, 2026 is $0.64/mile, which equates
to $0.54 cents per loaded mile for the fuel surcharge. Your fuel surcharge would be $0.54 x 50 = $27.00 / load
for all loads hauled for the month until the next published rate change for the following month.
