The addition of the following questions to Section 1.3. Request for Information:




  1. Describe and provide rationale for your company's desired contract type.

  2. If a hybrid contract type is recommended, provide a recommendation of when the transition of contract type should occur.

  3. Address any known risks and/or benefits associated with your recommended arrangement and provide any appropriate mitigation techniques.

  4. Specifically, identify risks associated with a Firm Fixed Price contract.

THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.



NASA/The Lyndon B. Johnson Space Center (JSC) is hereby soliciting information from potential sources for the development of non-commercial Advanced Spacesuit Regulators (see attachment). These oxygen regulators are used to enable Extra Vehicular Activities (EVAs) in Low Earth Orbit (LEO) and lunar destinations. The regulators provide the necessary oxygen pressure control for the crew member during prebreathe, EVA, post EVA airlock operations, and Decompression Sickness (DCS) treatment. The regulators are intended to be a modular, drop-in solution that can be implemented within the existing government reference design spacesuit, the Exploration Extravehicular Mobility Unit (xEMU).



The National Aeronautics and Space Administration (NASA) (JSC) NASA is seeking capability statements, Rough Order of Magnitudes (ROM) and a notional schedules that incorporate innovative ideas, novel approaches, relevant state-of-the-art commercial technologies, and industry proposed solutions.

Through this Sources Sought, NASA invites feedback from all U. S. commercial entities, which could lead to the potential development of a new oxygen regulator for spacesuit applications. NASA’s objective is to engage industry stakeholders in providing valuable insights to assist in the development of non-commercial spacesuit regulators. This collaborative effort aims to ensure that the final product meets the highest standards of functionality and safety.



FAR 52.225-1, Buy American Act, is applicable. Supplies will be applicable to this procurement. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Supplies," the offeror shall so state and shall list the country of origin.



No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.



Interested parties with the necessary capabilities to meet the above requirement should submit a capability statement, Rough Order of Magnitudes (ROM), and a notional schedule. There is no page limit, but please keep your responses concise and focused only on the requested information for this Sources Sought.



Please provide the following information to the best of your ability in your response:




  1. Company's name, address, primary point of contact (POC), and telephone number

  2. Company's SAM Unique Entity Identifier (UEI)

  3. Indicate if your company is interested in performing as a prime contractor or subcontractor

  4. Description of the company's specific capabilities relevant to the Sources Sought requirements

  5. Location of company's manufacturing capabilities

This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
