Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a delivery order (DO) with options under existing Basic Ordering Agreement (BOA) N0001921G0014 to General Atomics, San Diego, California (CA). The anticipated DO will be for all required Non-Recurring Engineering (NRE) needed to add the capability to electrically isolate an Engine Room (ER) so that maintenance can occur simultaneously with flight operations or alert conditions on the Advanced Arresting Gear (AAG) Power Conditioning Subsystem (PCS) for Ford Class carriers. The NRE phase is planned to start in FY26 and go through FY28, inclusive of options. The planned contract award date is March 2025.



THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.



This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer and manufacturer of the EMALS system, GA is the only responsible source with the access, unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to fulfill this requirement. Award to any other source would result in substantial duplication of costs to the Government that is not expected to be recovered through competition. Further, NAVAIR does not have an adequate technical data package suitable for a competitive procurement of the support required.



Capability statements received by the close of the synopsis may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
