The City of Spring Hill (hereinafter called the "Owner") will be requesting proposals for a
Construction Manager at Risk (CMAR) for the Advanced Purification Pilot Project (Project).
The Request for Proposals documents will be available on July 31st, 2026, with proposals
due on August 31st, 2026. The Owner has engaged Carollo Engineers, Inc. (Carollo) to
provide design services. Carollo is currently working on 30% design plans and
specifications for the Project.
The Project is part of an alternative water supply solution for the Owner, and is a 30-50
gallons per minute pilot facility for advanced treatment of reuse-quality wastewater to
drinking water standards The Project will consist of multiple skid-mounted treatment
processes, feed water connections, waste stream disposal, advanced purified water (APW)
piping connections for water quality testing and tasting, electrical connections to each
skid-mounted unit, instrumentation to monitor various parameters, provisions for
sampling water at several points within each pilot treatment process, and a visitor
experience room.
The Project will provide important water quality, treatability, and regulatory data to
support the use of APW in a future scenario where it may be blended with the Owner's
current drinking water source, the Duck River, to augment the Owner's drinking water
supply portfolio.
The evaluation criteria for the CMAR selection are as follows:
* 20% cost considerations, consisting of Construction Manager's Fee,
* 40% Qualifications and Experience, and
* 40% Project Approach and Interview.
The selection committee voting members are:

* Jeremy Vanderford - Assistant General Manager | Water
* Ryan LaMunyon - Assistant General Manager | Reclamation
* T.C. Norman - Water Distribution Superintendent
* Will Brasfield - Assistant General Manager | SPARTAN
The selection committee alternates are:
* Chris Clausi - Assistant City Administrator
* Kolby Reed - Wastewater Treatment Plant Superintendent
