SUBJECT: Addendum No. 1 - RFP # 4623 Adolescent Sexual Treatment and Education
Program (ASTEP)
The purpose of this addendum is to provide written responses to questions posed by
bidders during the Proposers’ Conference held on March 11, 2026, and by the deadline for
written questions of March 13, 2026.
I. Proposers’ Conference Questions and Answers
1. Q. Will CSSD provide receipt of the electronic proposals?
A. Purchasing Services can acknowledge receipt of a proposal if a bidder requests
confirmation by contacting the Buyer directly, however, this is a sealed bid
process and therefore proposals are not opened/reviewed prior to the bid opening
and therefore content is not acknowledged.
2. Q. Thank you for providing the information about the demographics for the
referrals in the past. Is it possible to provide information about the towns or
cities that youth have been referred from their hometowns for the purpose of
staffing and locations?
A. Data on the youth’s hometown is not available; however, the table below shows
ASBTEP referrals by the juvenile probation office location in FY25:

3. Q. Question C.9.C references on-call support, but there is no mention of that in
the scope of services and isn’t part of the current contract. Is it a
requirement of this new contract or should it be described if it is available.
A. Though the scope of services does not require on-call services, bidders should
include any on-call availability outside the stated work hours as requested in
question C.9.C.
4. Q. The Subaru’s that are listed on page 53, can CSSD confirm if those are paid
in full or if the contractor would have any costs associated with the lease of
those vehicles?
A. The vehicles listed in the RFP belong to JBCSSD and are paid in full. There is no
need to include lease/purchase costs in the budget. Associated vehicle costs shall
be included in the budget.
While the RFP does require the use of these vehicles, a clarification is being
offered here. If bidders choose NOT to use the vehicles listed in the RFP, the cost
to lease or purchase vehicles should NOT be included in the budget since
JBCSSD has provided access to vehicles. In this instance, the actual cost of the
vehicles must be covered by the bidder outside of this contract.. Bidders should
clearly indicate in their proposal if they intend to take exception to this
requirement and clearly state their plan accordingly.
The costs associated with vehicles, such as registration, insurance, maintenance
and gas shall be included in the budget if utilizing the vehicles listed in the RFP or
other vehicles.
5. Q. Can CSSD provide any information on program utilization in both teams as
well as if both teams are fully staffed?
A. As of the date of this addendum, both teams are fully staffed. See below charts for
referral trends.

II. Written Questions and Answers
1. Q. What clinical modules/curricula are currently in use by the existing
program?
A. Currently providers use Pathways, 5th Edition
A Guided Workbook for Youth Beginning Treatment

2. Q. Are family sessions currently conducted as a component of the existing
program module?
A. While family support and education is part of the current contract, family sessions
are not very structured. This RFP provides structure for family sessions.

3. Q. Is there currently a consultant(s) in use for the existing program? If so, who
is the consultant and what are their credentials?
A. Yes, each region has one consultant with credentials as follows:
• Region 1 – MS, CATSO Board Member.
• Region 2 – LICSW, DCSW, ATSA certified
4. Q. Could the consultant requirement be met by someone internal to contractor
provider agency?
A. Yes, the bidder can propose an internal consultant so long as they meet the
requirements noted in the RFP.
5. Q. Can we define “other” expertise of the consultant/expert if they are not
CATSO involved?
A. “Other” refers to any professional or organization that specializes in providing
education, support, and consultation specific to inappropriate sexual behaviors in
adolescents.
6. Q. Are these services billable through third party reimbursement? (i.e.:
Medicaid, commercial carries). If so, what codes would apply?
A. No, services are not billable and bidders are not required to submit program
income for this contract.
7. Q. Could you provide additional information around the expectation for third-
party billing given this is not an Evidence Based Program certified as billable
to DSS?
A. Bidders are not required to submit program income for this contract.
8. Q. What is the reason for switching to one provider from two providers?
A. The reason for switching to one provider is to create a more cost-effective,
streamlined service.
9. Q. How does the anticipated capacity compare to the current contract?
A. It is anticipated that the capacity will be consistent with the current capacity.
10. Q. Is it a requirement to utilize the JBCSSD fleet vehicles?
A. Refer to question #4 above from the Proposers’ Conference for this response.
